Adjustments to "Estimated Quantities" to a line time in a Unit Price Contract do not require a Change Order. Item 4) Replacement of 30-inch Plug Valve for AB No 2 is deferred with no cost or time. Item 5) Intermediate air header support at a cost of +$23,430 71 and 14 additional days of construction time. Under this Project, the WAS pump installed previously has been relocated to the opposite end of the Aeration Basin Piping Gallery, a change that reduced the length of WAS piping required, and improved access for operation and maintenance. The relocated pump had used isolation valves associated with the original WAS pump the relocated pump replaced. Senior Engineer City of Lubbock, Texas November 21, 2022 Page 2 Red River Construction (RRC) has proposed $9,168.17 and two additional days of contract time for furnishing and installing the replacement plug valves. The Engineer and RPR have reviewed the request, and have found the cost and time to be in line with what would be expected. The following documents are attached to support Item 1: 1. Potential Change Order (PCO) #024 dated May 12, 2022 from Heath Staffeld of RRC with the proposal and cost backup for the additional work. 2. PCO #024 Response dated May 19, 2022 from Jason Anderson of Carollo Engineers with the Engineer's response to the proposal. Item 2 Plant 3 has not had NPW (non -potable water) service for many years. The SEWRP Plant 3 Improvements Project includes a new NPW (non -potable water) loop to provide reliable NPW service water for washdown and spray nozzles. The NPW loops for both Plant 3 and Plant 4 have historically suffered with plugged lines due to WAS media migrating from the Plant 4 aeration basins. To protect the spray nozzles associated with the two secondary clarifiers, and the two scum pump stations it is recommended that Y-strainers be installed on the NWP lines serving each clarifier and pump station. RRC proposed a cost of $5,573.52 and two additional days of contract time to furnish and install the Y-strainers. The Engineer and RPR have reviewed the proposal, and have found the cost and effort to be in line with what would be expected, and also agree with the request for a 2-day contract time extension associated with this additional work. The following documents are attached to support Item 2: 1. Potential Change Order (PCO) #025 dated May 12, 2022 from Heath Staffeld of RRC with the proposal and cost backup for the additional work. 2. Item 3 The Plant 3 Improvements Project includes replacement of the sludge collection mechanism in each secondary clarifier. In the process of preparing the existing concrete floor of Secondary Clarifier No. 1 the Contractor discovered the original grout used to level the floor was delaminating from the underlying cast -in -place concrete floor in approximately a 40 ft by 60 ft section of the floor along the radius of the clarifier. It is important that the grout not end up breaking loose, and possibly damaging the new rotating hydraulic suction header. To eliminate the potential of future problems, the Contractor removed the delaminated grout, and replaced the grout with new non -shrink grout. 89008.30122-11-21 Fekete.dom carollo.com Mr. Zoltan Fekete, P.E. Senior Engineer City of Lubbock, Texas November 21, 2022 Page 3 RRC proposed a cost of $8,595.27 and an additional 3 days of contract time for the grout replacement/repair. The Engineer and RPR have reviewed the proposal, and have found the cost and effort to be in line with what would be expected, but believe a 2-day contract time extension for this additional work is enough. The following documents are attached to support Item 3: 1. Potential Change Order (PCO) #026 dated June 13, 2022 from Heath Staffeld of RRC with the proposal and cost backup for the additional work. 2. PCO #026 Response dated July 12, 2022 from Jason Anderson of Carollo Engineers with the Engineer's response to the proposal. Item 4 Each of the three aeration basins in Plant 3 have a 30-inch diameter plug valve for inlet isolation. The plug valve for Basin No. 2 is inoperable. The City requested a proposal for replacement of this plug valve. The Engineer recommended the plug valve be replaced by a knife gate valve, which costs much less than a plug valve, and is far easier to install, while providing the same service. RRC proposed a cost of $85,397.32 and an additional 3 days of contract time for the valve replacement. The Engineer and RPR reviewed the proposal, and found the cost and time to be in line with what would be expected. but believe a 2-day contract time extension for this additional work is enough. However, the City has elected to defer this improvement to a future project. As such, PCO #027 has been voided, rather than rejected, and no cost or time for this Item 4 is reflected in Change Order A. The following documents are attached to support Item 4: 1. Item 5 The SEWRP Plant 3 Improvements Project includes construction of a new elevated stainless steel air header to replace the buried air header that has corroded and is leaking. This leaking buried header is a replacement of the original buried air header, which was also replaced due to leaking. To support the new air header along the route in front of the blower building, to the aeration basin a series of drilled concrete piers were designed. The position of the piers was selected based on Record Drawing information for the location of buried piping and utilities, and to adequately support the 30-inch diameter header with the fewest number of drilled piers. During construction, the Contractor performed subsurface investigations, and determined that the pier that was to be located just before the first 45-degree bend would instead have to be 89008.30122-11-21 Fekete.docn carollo.com Mr. Zoltan Fekete, P.E. Senior Engineer City of Lubbock, Texas November 21, 2022 Page 4 located after that bend. This relocation resulted in an unsupported length of air header that requires an intermediate support. This additional support cannot be a drilled pier, and will instead be a spread footing, and steel column, for which a detail was created by Carollo's structural subconsultant. Carollo issued a request for proposal to provide the intermediate support. RRC proposed a cost of $23,430.71 and an additional 14 days of contract time for the additional work associated with constructing the intermediate pipe support. The Engineer and RPR have reviewed the proposal, and have found the cost and effort to be in line with what would be expected, and agree with the request for a 14-day contract time extension associated with this additional work. The following documents are attached to support Item 5: 1. PCO #028 dated August 16, 2022 from Jason Anderson of Carollo Engineers with the Request for Proposal and Structural Detail for the additional work. 2. Item 6 The SEWRP Plant 3 Improvements Project includes installation of four new vertical turbine solids handling (VTSH) RAS Pumps, two pumps per secondary clarifier. The pumps require seal water to the shaft bearings in the pump column, and this flow of water is critical to pump operation. During the extreme freezing temperatures of February 2021, the seal water piping on the Secondary Clarifier No. 2 RAS pumps (the only pair installed at the time) was insulated and temporarily heat -traced. Given the critical nature of the seal water panels, a more permanent solution was sought to eliminate the risk of the piping freezing. Carollo issued a request for proposal through a PCO, with a detail showing a proposed solution involving the installation of aluminum Hot Box enclosures around both seal water panels. The solution includes construction of new equipment pads beneath each seal water panel that will support the enclosure, and electrical connection of a pair of heaters inside each enclosure. RRC proposed a cost of $53,068.41, and an additional 14 days of contract time for the additional work associated with furnishing and installing the two Hot Box enclosures. The Engineer and RPR have reviewed the proposal, and have found the cost and effort to be in line with what would be expected, and agree with the request for a 14-day contract time extension associated with this additional work. Item 7 The Plant 3 Improvements Project did not propose any modifications to the four existing blowers, other than modifications to the suction and discharge piping. Unfortunately, one of the blowers suffered a failure requiring replacement. The replacement blower is on site, and the SEWRP staff would like assistance from the Contractor in placing the new blower on the equipment pad. Upon field investigation by the Contractor, they determined that the original concrete equipment pad was far enough out of level as to make installation of the new blower, and connection of the blower to the new piping extremely difficult. To avoid the need for excessive shimming, the Contractor proposes to demolish the existing equipment pad and construct a new, level pad. The new pad is recommended by the Engineer. RRC proposed a cost of $27,862.92 for blower installation, and $3,801.00 for demolition and reconstruction of the existing blower pad ($31,663,92 total), and an additional 7 days of contract time for the additional work associated with installation of the new blower on a new equipment pad. The Engineer and RPR have reviewed the proposal, and have found the cost and effort to be in line with what would be expected, and agree with the request for a 7-day contract time extension associated with this additional work. The following documents are attached to support Item 7: 1. PCO #030 dated September 28, 2022, and PCO #030.1 dated November 9, 2022 from Heath Staffeld of RRC with the proposals and cost backup for the additional work. 2. Item 8 Due to an accumulation of solids in the Plant 3 Primary Clarifiers, the new RAS pumps installed under the Plant 3 Improvements Project have experienced several instances of being plugged to the point a pump or pumps needed to be pulled to allow manual removal of material caught in the Vertical Turbine Solids Handling pump columns. The Contractor previously submitted a PCO #019 for the cost to pull two RAS pumps the first time a full -stoppage occurred, shipping the pumps to the Manufacturer's shop in Waco for evaluation and repair. In this PCO #019 the Contractor also submitted a cost for additional instances of pulling pumps for clearing (not to ship for repair) at $4,485.94 per incident. RRC proposed a cost of $26,915.64, and an additional 6 days of contract time for the additional work associated with six addition times to pull and de -clog pumps. Item 7 The new air piping includes a new elevated 30-inch diameter stainless steel pipe from the blower building to the aeration basins. Once reaching the existing aeration basin piping gallery, the air piping changes from being supported by drilled concrete piers to being supported from stainless steel supports bolted through the north wall of the aeration basin piping gallery wall. Each support has a top plate with either a single unrestrained pipe saddle functioning as an intermediate support, or with two pipe saddles, one fixed, and one sliding, to control expansion, and support on either side of a pipe coupling. The last support before the end of the air header is used to support the 30-inch by 20-inch tee that conveys air to Aeration Basin 3. This last support was shown with a single fixed pipe saddle, but the tee is connected with a pipe coupling that should be supported on either side of the coupling. A temporary pipe support has been in place to support the tee, and the Contractor was asked to propose the cost and time for modification of the pipe support to allow addition of a second pipe saddle. The Engineer worked with their Structural Subconsultant to develop a detail for stiffening the top plate to allow the existing support to function as needed with two pipe saddles. RRC proposed a cost of $18,841.70, and an additional 30 days of contract time for the additional work associated with material and welding to add a second pipe saddle support. The Engineer and RPR have reviewed the proposal, and have found the cost and effort to be in line with what would be expected, and agree with the request for a 30-day contract time extension associated with this additional work due to the lead time on the additional stainless steel pipe saddle support.
