This recommendation was presented to the entire Civic Lubbock, Inc. Board of Directors on June 24, 2019 and was approved as recommended. All applicants recommended for grant awards are in good standing with the City of Lubbock and Civic Lubbock, Inc. The total Hotel Occupancy Tax allocation for 2019 provided for $432,393.95. Of that amount, 10% ($43,239.40) was allocated for the Public Art Program per the amended agreement between the City of Lubbock and Civic Lubbock, Inc., leaving $389,154.55 available for the 2019 Cultural Arts Grant Program which will be granted over two granting cycles. In addition, interest ($842.09) and carryover funds ($ .40) are available for the 2019 program, making the amount designated for the 2019 Cultural Arts Grant Program a total of $389,997.04. The Board of Directors have elected to absorb all expenses related to administering the program, therefore no administrative expenses will be deducted and the entire allocation of $389,997.04 will be available for the 2019 Cultural Arts Grant Program. The Cultural Arts Grant Review Committee is comprised of five members; three Civic Lubbock, Inc. Directors assigned by Civic Lubbock, Inc. and two members-at-Iarge appointed by the City Council. A Grant Workshop was held on May 2, 2019 for organizations wishing to apply for a Cultural Arts Grant. Included among the workshop presenters was a representative from Visit Lubbock (the Lubbock Convention and Visitors Bureau). Accompanying this document are the results of the Cultural Arts Grant Review Committee meeting held on June 17, 2019. Twenty-one applications were received for this first grant (June 2019) funding cycle and twenty-one applications are recommended for full or partial funding. The total amount of funding requested for this grant cycle was $327,730.00 of which $223,180.00 is recommended for funding. Of the twenty-one grant awards recommended, four cover an entire season (or year). Those organizations chose to submit one application for the full year rather than submitting an application for each of the two granting cycles. With that in mind, the Committee is recommending an amount that is approximately 57% of the total amount available for the 2019 Cultural Arts Grant Program. The Civic Lubbock, Inc. Board of Directors requests that the City Council consider approval of the Cultural Arts Grant allocations in the amount of $223,180.00 as recommended by the Cultural Arts Grant Review Committee and approved by the Civic Lubbock, Inc Board. Since 2001, the Office of International Affairs has curated this premiere juried photographic exhibition of people and places of the world's dry lands. Approximately 100 photographers, 50% of which are from across Texas, the US and the world, will submit over 400 photographs from which 70 images will be selected for the exhibition. Photographers may submit a maximum of five photographs for consideration. Images have been shot in regions as remote as Chile, Morocco, and Iran to as near and familiar as Caprock Canyon. Committee Continents: • Project has strong artistic merit • Application indicates that historically many of the photographers from outside the region travel to Lubbock for the opening reception and will stay in local hotels. • Applicant has a good marketing plan in place for outside the area: a call for entries will be posted on photographic society websites throughout Texas and the surrounding states; direct mail and emails will be sent to over 700 Iocal, regional and national photographers; event calendar listings, social media and radio advertising will also be used to promote the exhibition. • Applicant plans to partner with a local hotel • Applicant has a good plan in place for tracking tourism and room nights generated • Cultural Arts Grant funds recommended ($1,050) are to be used towards the cost for Professional Services - Juror Fee ($300), Supplies/Materials - Exhibit Signage ($100) and Promotion and Publicity ($400) and Postage ($250) 1906-002 Flatland Productions, Inc. 2019 Caldwell Kids Christmas Show Series Amount Requested: $20,000 Amount Recommended: $11,000 Flatland Productions requested $20,000 to assist with costs associated with the presentation of the 2019 Caldwell Kids Christmas Show Series to be held December 21-23, 2019 at the Cactus Theater. The project will include a seminar on December 21 st and performances on December 22nd and 23rd. Flatland Productions helps provide financial assistance for services and training that is not readily affordable to many students of the program. The services range from individual voice coaching and performance training to education in ensemble performances and opportunities to perform with a professional band as well as wear costuming and performance attire. The Christmas Show Series is a culmination of the student's hard work and will consist of two 2-hour productions that will include individual and group performances from an ensemble of 40-50 students ranging in age from 3-20 years old. This production will feature Christmas hits from a wide range of artists. A guest artist will conduct the seminar and accompany the students in the production. Committee Comments: • Project has strong artistic and educational merit • Since this is the first year of this particular project, there is no history on attendance; however they did an event with a similar concept last spring and the final report reflected good attendance and tourism numbers • Applicant has a good plan for marketing outside the region using social media, direct emails, online event calendars, posters/flyers and regional radio advertising and television appearances. • Applicant plans to work with Visit Lubbock to block rooms in a local hotel • Applicant plans to use on -site surveys and communication with hotels to track tourism • Cultural Arts Grant funds recommended ($11,000) will be used towards the cost of Professional Services (Guest Artist/Musicians/Stage Crew.Tech Crew) and/or Facility Rental 1906-003 Fiestas del Llano, Inc. Fiestas Patrias 2019 Amount Requested: $12,000 Amount Recommended: $ 7,800 Fiestas del Llano requested $12,000 to assist with costs associated with Fiestas Patrias 2019 which will be held September 13-14, 2019. The main celebration will take place using the outdoor stage at the Underwood Center for the Arts and will feature local bands including traditional Mariachi groups and Folklorico dancers. One of the goals of Fiestas Patrias is to bring awareness of the rich heritage and traditions in music, dance and art of the Mexican -Mestizo culture. Committee Comments: • Project has strong cultural and artistic components that include music and dance • Application indicates a slight increase in attendance last year over the two prior years • Applicant plans to promote the project through the Visit Lubbock website, the Underwood Center's website, social media and through press releases sent to newspapers in Midland/Odessa, Amarillo and Eastern New Mexico • Application indicates a good plan to track tourism • Application indicates good corporate support • Cultural Arts Grant funds recommended ($7,800) will be used towards the cost of Professional Services (Performers) and/or Promotion/Publicity 1906-004 Lubbock Community Theatre, Inc. Lubbock Community Theatre 2019/2020 Fall/Winter Season Amount Requested: $10,000 Amount Recommended: $ 6,000 The Lubbock Community Theatre, celebrating their 30" Season, requested $10,000 to assist with production costs, artist fees and promotion/publicity associated with the presentation of their Fall/Winter Season of plays. The productions presented will include Epic Proportions, Young Frankenstein, The Savannah Sipping Society, The Complete Works of William Shakespeare [Abridged] and a youth production of Elf, Jr. Locally renowned artist Jon Whitfill has been commissioned to construct some of the specialty pieces for Young Frankenstein which will be performed at the Underwood Center (LHUCA). There will also be special performances for the deaf and hearing impaired as well as sensory -friendly performances for patrons on the autism spectrum. Committee Comments: • Project has strong artistic merit • Application indicates very good growth in attendance, including out of town guests and room nights generated • Having one of their productions at LHUCA will provide an opportunity for increased attendance due to the size of the venue • The committee really liked that applicant is commissioning a locally renowned artist to construct some of the specialty set pieces for Young Frankenstein • Applicant has a good plan in place to track tourism and room nights generated • Cultural Arts Grant funds recommended ($6,000) will be used towards the cost of Professional Services (Directors/Set designers, Lighting/Sound Designers), Rentals (other than facilities) and/or Promotion/Publicity 1906-005 Flatlands Dance Theatre DecaDance Amount Requested: $ 1,550 Amount Recommended: $ 1,550 Flatlands Dance Theatre requested $1,550 to assist with professional services, costume and promotion/publicity expenses associated with the presentation of "DecaDance." Performances will take place November 22-23, 2019 at the Underwood Center Firehouse Theatre. In celebration of their lOt" season, DecaDance will perform favorite works from the last 10 years. A panel of company artists, board members and community members have selected ten dances to re -stage. Former Flatland Dance Theatre dancers have been invited to return to reprise their roles in these dances. A guest artist will also be invited to participate. National Cowboy Symposium & Celebration Amount Requested: $25,000 Amount Recommended: $16,750 The National Cowboy Symposium & Celebration requested $25,000 to assist with the cost of producing the 31 st Annual Cowboy Symposium and Celebration to be held on September 6-8, 2019 at the Lubbock Memorial Civic Center. Over 85 performers and participants, including national, regional and local western musicians and singers, poets, storytellers, national recognized panelists, and special presenters will appear at the 2019 Celebration. New historical sessions on music, poetry and history will be presented. Other planned components include a Youth Wild West Day (cultural and educational activities for students), horse handling demonstrations, Native American activities and presentations, and exhibits of western artworks and merchandise. Committee Comments: • Project has strong artistic and cultural merit • Project has a good history of generating tourism and room nights • Application indicates good foundation and corporate support • Applicant plans to partner with two local hotels • Application indicates a strong marketing plan, both regionally and nationally • Applicant has a good plan in place for tracking tourism and room nights • Cultural Arts Grant funds recommended ($16,750) will be used towards the cost of Professional Services (Artist/Presenter Fees) and/or Promotion/Publicity 1906-007 Lubbock Symphony Orchestra 2019/2020 Masterworks Season, Pops & Family Concerts Amount Requested: $60,000 Amount Recommended: $45,000 The Lubbock Symphony Orchestra requested $60,000 to assist with musician fees and guest artist fees associated with the presentation of the 2019/2020 Masterworks Season, Pops and Family Concerts. Performances will be held on various weekends beginning in September of 2019 and ending in May of 2020. In addition to the regular Masterworks performances, the Symphony will be presenting its very popular Halloween-themed "Maestro Mash" Family Concert, complete with a "Learn to Conduct" educational workshop and an Instrument "Petting Zoo' followed by a free concert with fun and spooky music. The season will also include two Pops Concerts: The Music of Led Zeppelin in October and A Night at the Movies in May. 4 Committee Comments: • Project has strong artistic merit • Application indicates good foundation and corporate support • Application indicates a good history of generating tourism and room nights • Overall 2018/2019 attendance showed growth with an increase of 25% over the prior year • Applicant plans to partner with a local hotel • Cultural Arts Grant funds recommended ($45,000) will be used towards the cost of Professional Services (Musician and Guest Artist Fees) • Grant funds were considered for the entire season; future applications for the 2019;`2020 Season may not be considered 1906-008 West Texas Watercolor Society West Texas Watercolor Society 2019 Fall Membership Show Amount Requested: $ 700 Amount Recommended: $ 700 The West Texas Watercolor Society requested $700 to assist with costs associated with the presentation of their Fall Membership Show at the Legacy Events Center. The show will run from September 6 through November 4, 2019. All artists, from novice to professional, are judged together which allows the novice and intermediate artists to gage their growth in artistic principles and techniques. Committee Comments: • Project has strong artistic merit • Applicant has a good marketing plan in place; plans to promote the show through various online tourism websites and calendars • Applicant has a good plan in place for tracking tourism and room nights generated • Cultural Arts Grant funds recommended ($700) are to be used towards the cost of Professional Services — Judge ($200) and Other - Artist Awards ($500) 1906-009 West Texas Watercolor Society West Texas Watercolor Society 2019 Winter Show Amount Requested: $ 700 Amount Recommended: $ 700 The West Texas Watercolor Society requested $700 to assist with costs associated with the presentation of a Winter Show at the Buddy Holly Center. The show will run from November 22, 2019 through January 19, 2020. All artists, from novice to professional, are judged together which allows the novice and intermediate artists to gage their growth in artistic principals and techniques. Committee Comments: • Project has strong artistic merit 5 • Applicant has a good marketing plan in place; plans to promote the show through various online tourism websites and calendars • Applicant has a good plan in place for tracking tourism and room nights generated • Cultural Arts Grant funds recommended ($700) are to be used towards the cost of Professional Services - Judge ($250) and Other - Artist Awards ($450) 1906-010 The Lubbock Chorale Vivaldi Gloria and Messiah Singalong Amount Requested: $ 4,500 Amount Recommended: $ 2,925 The Lubbock Chorale requested $4,500 to assist with costs associated with the presentation of Handel's "Messiah": A Community Singalong & Vivaldi's "Gloria". The performance will be held on December 13, 2019 in the Hemmle Recital Hall at the Texas Tech University School of Music. The Chorale and chamber orchestra will perform Vivaldi's "Gloria", a Christmas favorite, followed by a performance of Part I (Christmas/Nativity portion) of Handel's masterpiece "The Messiah", for which the entire audience will be invited to join the Chorale in singing all six choruses of Part I and closing with a seventh chorus (added from Part 11): "The Hallelujah Chorus." Committee Comments: • Project has good artistic merit • Application indicates a good plan for marketing the event throughout the South Plains and Eastern New Mexico • Application indicates a good plan for tracking tourism through zip code data provided from Select -a -Seat • Cultural Arts Grant funds recommended ($2,925) will be used towards the cost of Professional Services (Orchestra Musicians/Soloists.?Graphic Designer) and/or Promotion/Publicity 1906-011 Lubbock Christian University Theatre Lubbock Christian University presents Once Upon a Mattress Amount Requested: $13,000 Amount Recommended: $ 7,700 The Theatre Area of the Communications/Fine Arts Department of Lubbock Christian University requested $13,000 to assist with costume rental and orchestra musician fees for the fall musical production of Once Upon a Mattress scheduled for October 11-12, 2019. The production will be held in conjunction with LCD's Parent/Family Weekend festivities and will include a cast and crew of over 35 and an orchestra of at least 16 professional musicians and 6 student musicians. Committee Comments: Project has good artistic merit Project has a good arts education component; cast members are comprised of LCU students 2 • Application indicates a good marketing plan outside the region to include postings on travel websites and contacting newspapers in smaller cities in the region as well as in New Mexico; area teachers and students will be invited to attend the production • With the production being held in conjunction with LCU's Parent/Family weekend, there is a good potential to generate room nights • Application indicates a good plan to track tourism • Cultural Arts Grant funds recommended ($7,700) will be used towards the cost of Professional Services (Orchestra Musicians) and/or Rentals (Costumes) 1906-012 Texas Tech School of Art "With as Many People as Possible" Photographic Regional Conference Amount Requested: $ 5,500 Amount Recommended: $ 3,250 The Texas Tech School of Art requested $5,500 to cover guest artist fees for three nationally recognized artists who will be participating in the "With as Many People as Possible" Photographic Regional Conference which will be held October 10-12, 2019 at Texas Tech University and the Underwood Center. The three artists are Wendy Red Star (Portland, OR), Nydia Blas (Brooklyn, NY) and Lupita Tinnen (Frisco, TX). These artists, whose work has been exhibited in major museums and institutions around the world, will bring a high -profile cultural experience to the conference attendees and to the Lubbock community. The conference will combine a series of lectures, presentations, and exhibitions to explore the overlap and convergence of the many communities that contemporary photographers foster, support, advocate for, and collaborate with through their photographic work. Committee Comments: • Project has good artistic merit • Since this is a three day conference and will include many out-of-town attendees, there is excellent potential to generate tourism and room nights; the application indicates speaker and exhibitor proposals have already been received from around the seven state region, which includes Texas, Oklahoma, Arkansas, Louisiana Mississippi, Alabama and Tennessee • Application has a good plan for marketing outside the Lubbock area • Applicant plans to partner with a local hotel • Applicant has a good plan in place for measuring tourism and room nights generated • Cultural Arts Grant funds recommended ($3,250) will be towards the cost of Professional Services (Guest Artist Fees) and/or Promotion/Publicity 7 1906-013 Ballet Lubbock The Nutcracker 2019 Amount Requested: $10,000 Amount Recommended: $ 8,000 Ballet Lubbock requested $10,000 to assist with advertising and promotion of their annual production of The Nutcracker which will be performed December 12-15, 2019 at the Lubbock Memorial Civic Center. The production will feature over 175 local dancers as well as 45 musicians in the live Nutcracker Symphony Orchestra. World-renowned guest artists will round out the cast and will serve as mentors and teachers to the students. Committee Comments: • Project has strong artistic merit • Guest artists provide mentoring and educational opportunities for the younger local dancers • Application indicates a strong marketing plan; radio and television advertising as well as digital ads will utilized; will promote extensively online through event calendars and social media sites • Applicant plans to partner with a local hotel • Application indicates good foundation and corporate support • Applicant has a good plan in place to track tourism, i.e. hotel room blocks and zip code data provided from Select -a -Seat • Cultural Arts Grant funds recommended ($8,000) will be used towards the cost of Promotion/Publicity 1906-014 Lubbock Moonlight Musicals, Inc. Moonlight Broadway 2019/2020 Season Amount Requested: $80,000 Amount Recommended: $52,800 Lubbock Moonlight Musicals requested $80,000 to assist with cost of artist fees, professional service fees and performance rights for the presentation of it 2019, 2020 Season. Productions will include the Spamalot in October of 2019, The Wizard of Oz in November/December of 2019, Into the Woods in March of 2020, The Sound of Music in June of 2020, Oliver in July of 2020 and Fiddler on the Roof in August of 2020. Twelve performances will be held in the Civic Center Theatre, 37 performances at the Moonlight Musical Amphitheatre and 8 performances at the Underwood Center for the Arts. Committee Comments: • Project has strong artistic merit • Application indicates good corporate support; applicant has submitted proposals for other grant/foundation support • This year, applicant combined all shows into one season; in the past they had two separate distinct seasons, one was their Moonlight Broadway Season and the other was their Summer Season 8 • Cultural Arts Grant funds recommended ($52,800) will be used towards the cost of Artist Fees/Professional Services (Actors, Orchestra Musicians, Conductors, Stage Directors, Choreographers, Sound Designers) and/or Script Rental/Performance Rights • Grant funds were considered for the entire year -long season; future applications for the season may not be considered 1906-015 University Interscholastic League — TTU UIL One -Act Play Director's Workshop Amount Requested: $ 5,000 Amount Recommended: $ 3,550 The University Interscholastic League requested $5,000 to assist with costs associated with the UIL One -Act Play Director's Workshop that will be held October 25-26, 2019. The workshop is designed for theatre educators and will provide training on such topics as selecting scripts, casting parts, designing sets/costumes and marketingladvertising. Committee Comments: • Project has strong artistic and educational merit • Application indicates a good history of generating room nights, although numbers for the 2018 workshop were lower than the previous two years • Applicant plans to partner with a local hotel • Application indicates a good marketing plan to promote the event to over 1,200 directors in Texas; will send direct mail to private schools in the region • Cultural Arts Grant funds recommended ($3,550) are to be used towards the cost of Professional Services (State Director/Guest Presenters) 1906-016 Lubbock Arts Alliance 2019/2020 Marketing of Lubbock's Cultural District Amount Requested: $15,000 Amount Recommended: $11,250 The Lubbock Arts Alliance requested $15,000 to assist with the marketing of Lubbock's Cultural District. The funds requested would be used for professional services which will continue the robust online presence of the Cultural District through email, social media, APP and dedicated website. The project will include the hiring of a writer to create blogs and articles which can be published online and in print publications specific to leisure travel. The physical presence of the area will be enhanced through new signage for venues reflecting the Cultural District brand. Committee Comments: • Project supports the arts, humanities and cultural tourism • Project provides additional advertising for cultural events by selling a complete "package" of the arts in Lubbock to visitors and potential visitors • Application indicates a good plan for marketing outside the local area • Application indicates good foundation support 91 • Cultural Arts Grant funds recommended ($11,250) will be used towards the cost of Professional Services • Grant funds were considered for the entire year -long project; future applications for this timeframe may not be considered 1906-0117 Lubbock Arts Alliance, Inc. 23rd Take in the Local Color! Lubbock's Artist Studio Tour Amount Requested: $ 8,000 Amount Recommended: $ 7,000 The Lubbock Arts Alliance requested $8,000 to assist with advertising and professional services fees associated with the Take in the Local Color! Lubbock Artist's Studio Tour which will be held on November 9-10, 2019. The goals of the project are to: provide community awareness and education in the visual arts; offer a venue for artists to showcase and sell their works, facilitate a quality visual art program for students to attend, and attract visitors/tourists to the region. This event allows audiences the unique opportunity to observe the artists in their working environment, many of which are private homes. The Studio Tour will showcase approximately six local artists at each studio location. Artists will display original art to include painting, drawing, pottery, fiber, jewelry, glass, leather, wood and sculpture. In addition, there will be artist demonstrations and performances by local musicians at the various studio locations. Committee Comments: • Project has strong artistic merit • Application indicates a good marketing plan; marketing efforts will include the distribution of full color brochures to 2,000 individuals on their regional mailing list • Project historically generates good attendance as well as good tourism numbers • Application indicates that tourists from Arizona, Florida, Kansas, California and throughout Texas as well as international tourists from Germany, Canada, and the Czech Republic attended last year's event; good tracking methods are in place to determine out of town attendees and room nights generated • Cultural Arts Grant funds recommended ($7,000) will be used towards the cost of Professional Services (Juror/Graphic Designer) and/or Promotion/Publicity 1906-018 Louise Hopkins Underwood Center for the Arts Flatland Film Festival Amount Requested: $12,000 Amount Recommended: $ 8,160 The Louise Hopkins Underwood Center for the Arts (LHUCA) requested $12,000 to fund marketing and professional stipends associated with the 2019 Flatland Film Festival which will be held September 19-21, 2019. This traditional celebration of Scottish heritage and culture focuses on the literary legacy of Robert Burns, Poet Laureate of Scotland, his songs and poems. Performances will be provided by Ed Miller and Friends. Mr. Miller is a folklorist originally from Edinburgh, Scotland and is internationally known as a singer and lecturer on Burns' writings. Traditional elements of the event will include "Piping in the Haggis", a Highland Dancer, as well as songs and poetry recitals.
