Martin Youth Sports Complex - 07/09/2019Resolution No. 2019-RO249 Item No. 6.15 July 9, 2019 RESOLUTION WHEREAS, former Lubbock Mayor Thomas (Tom) Allen Martin dedicated his life to law enforcement, public service, and the citizens of the city he loved, Lubbock, Texas; and WHEREAS, Tom Martin began his career as a public servant in 1970 as Public Information Officer for the City of Lubbock. He later served as a Lubbock Police Officer from 1974 to 1989. He continued his career, as the Chief of Police in San Marcos, Texas, beginning in 1990, and as the Police Chief of Grapevine, Texas, beginning in 1992, before retiring and returning to Lubbock; and WHEREAS, Tom Martin was actively involved in the community volunteering and serving with numerous community organizations. He served on the boards of the Salvation Army and Scottish Rite Learning Center. Tom was a 33rd Degree Mason and a member of Lubbock Lion's Club. He was a member of Cumberland Presbyterian Church, where he served as an elder and chair of the finance committee; and WHEREAS, Tom Martin served as a Lubbock City Council Member from 2002 through 2006, was Mayor Pro Tern from 2004 through 2006, and was twice elected as Lubbock's Mayor in 2008 and 2010; and WHEREAS, the Lubbock City Council began planning for The Lubbock Youth Sports Complex in 2004 and broke ground on the project in 2007. This successful Parks and Recreation Project was completed during Mayor Martin's service on the Lubbock City Council; and WHEREAS, in order to honor and acknowledge Tom Martin's sustained contribution to the City of Lubbock, at its June 2019 meeting, the City of Lubbock Parks and Recreation Board accepted and approved a recommendation to rename the Lubbock Youth Sports Complex to the "Thomas A. Martin Youth Sports Complex"; and, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Council hereby adopts the recommendation of the City of Lubbock Parks and Recreation Board to rename the Lubbock Youth Sports Complex to the "Thomas A. Martin Youth Sports Complex", with such name becoming effective upon the execution of this Resolution. Passed by the City Council on July 9, 2019 __ _. Former Lubbock Mayor Thomas (Tom) Allen Martin is an outstanding candidate to name a City of Lubbock Park in memory of because of his lifelong dedication to law enforcement, public service, the citizens of Lubbock, and the city he loved. Tom Martin was born December 31, 1948 and passed away March 27, 2018 at the age of 69. Tom Martin was a graduate of Lubbock High School, attended Texas Tech University where he received a B.A. in Journalism and a Master's Degree in Public Administration. He was named an MPA Distinguished Alumnus in 2014. Tom Martin worked as a news reporter for KLBK from 1968 until 1970, when he began his career as Public Information Officer for the City of Lubbock. He later served as a Lubbock Police Officer from 1974 to 1989. After his municipal government career, he began teaching classes in Criminal Justice at Wayland Baptist University and Texas Tech University. Tom was a 33rd Degree Mason and a member of Lubbock Lion's Club. He was a member of Cumberland Presbyterian Church, where he served as an elder and chair of the finance committee.
