These laws require permits authorizing activities in or affecting navigable waters of the United States, the discharge of dredged or fill material into waters of the United States, and the transportation of dredged material for the purpose of dumping it into ocean waters. Information provided on this form will be used in evaluating the application for a permit. Information in this application is made a matter of public record through issuance of a public notice. Disclosure of the information requested is voluntary; however, the data requested are necessary in order to communicate with the applicant and to evaluate the permit application. If necessary information is not provided, the permit application cannot be p;ocegsed nor can a permit be issued. One set of original drawings or good reproducible copies which show the location and character of the proposed activity must be -attached to this application (see sample drawings and instructions) and be submitted to the District Engineer -having jurisdiction over the location of the proposed activity. ACTIVITY Construct an earthfill dam and reservoir (Justiceburg Reservoir) on the Double Mountain Fork of the Brazos River (also known as the South Fork of the Double Mountain Fork of the Brazos River) The dam will be 3,600 feet in length (including the service spillway) with a maximum height of 138 feet and a top width of 20 feet. The service spillway will be an uncontrolled ogee crest with chute. The crest elevation will be elevation 2220.0. The emergency spillway, an unpaved broad crested weir, will have a crest elevation of 2240.0. Total volume of the dam is approx- imately 6.5 million cubic yards. Slope protection will be provided with graded stone riprap on the upstream face and grasses on the downstream face. (Continued on Attachment 1). 4b.PURPOSE To impound up to 115,937 acre-feet of water at normal maximum operating level at elevation 2220 feet MSL. To divert and use up to 35,000 acre-feet per year for municipal purposes. The City of Lubbock also makes secondary use of its treated municipal wastewater for purposes of irrigation. 4c. Do not send a permit processing fee with this application. The appropriate fee will be assessed when a permit is issued. ATTACHMENT 1 It is anticipated that a closure section will be left in the dam during construction, rather than divert the river during construction. The borrow area will probably be located in the area of the emergency spillway and in the reservoir impoundment area. A pump station and intake structure will be located at the reservoir to divert water and transport it in a pipeline to the City of Lubbock water Treatment Plant. Three booster stations will be located along the pipeline. The area inundated by the Justiceburg Dam at the maximum conservation pool elevation (2220.0 feet MSL) would be approximately 2,884 acres. Inundation at the maximum high water surface elevation 2259.2 MSL (probable maximum flood) would be 9,226 acres. The City of Lubbock will buy land to elevation 2220.0 and will have a flood easement to elevation 2245.0, or a horizontal distance of 300 feet from elevation 2220.0. There are no known residences that will be directly affected by the impoundment. Several prehistoric sites have been identified, but their importance has not yet been determined. The land use acreages at elevation 2220.0 MSL are: 26 acres of bottomland hardwood, 1,807 acres of shrubland, 0.0 acres of farmland, 484 acres of rangeland, 564 acres of sandbar and aquatic (including stockponds), and 3 acres of oil fields. It is estimated that the reservoir will be at the maximum conservation pool elevation (2220.0 feet) approximately one month out of 28 months, based on an operations study. Some soils that are considered to be prime farmland may be inundated under the probable maximum flood conditions. Several oil and gas producing wells are also located in or near the reservoir site and will be capped or protected from flooding. There are no permitted landfills located within the project site.
