HomeMy WebLinkAboutResolution - 3099 - Support East West Freeway & Railroad Relocation Project - 05_11_1989Resolution #3099 May 11, 1989 Item #16 JCR: js Ppgni IITTnm WHEREAS, the Lubbock Urban Transportation Plan shows the need for an East-West Freeway along the Brownfield Highway/4th Street corridor; and WHEREAS, all citizens using this corridor would enjoy improved safety, improved traffic flow, and reduced transportation costs by construction of said freeway facility; and WHEREAS, the State Department of Highways and Public Transportation, City of Lubbock, County of Lubbock, Texas Tech University, and the Atchison, Topeka and Santa Fe Railway have agreed to cooperate in construction of said freeway facility; and WHEREAS, the State Department of Highways and Public Transportation has agreed to reimburse the City of Lubbock for not less than ninety percent (90%) of actual costs of engineering studies, right-of-way acquisition costs, and associated damage costs to the Santa Fe Railway for relocation of the Santa Fe Railroad line (based on attached preliminary cost estimates and route); NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Council of Lubbock agrees to provide right-of-way con- tract administration services for the acquisition of a relocation route and railroad construction within the selected route; subject to: (1) Reimburse- ment of not less than ninety percent (90%) of all railroad relocation costs by the State Department of Highways and Public Transportation, and (2) A favorable Environmental Assessment by the State Department of Highways and Public Transportation. THAT,the City Council further agrees to obtain long-term financing through the issuance of certificates of obligation for the City's share of right-of-way costs, not to exceed ten percent (10%) of the total right-of- way costs, for the acquisition costs of the East-West Freeway.
