RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby
authorized and directed to execute for and on behalf of the City of
Lubbock a grant application to be submitted to the Texas Parks and
Wildlife Department in connection with the development of Kingsgate
Park, attached herewith, which shall be spread upon the minutes of the
Council and as spread upon the minutes of this Council shall
constitute and be a part of this Resolution as if fully copied herein
in detail.

ENVIRONMENTAL ASSESSMENT
Neighborhood Park Development
I. DESCRIPTION OF THE PROPOSED ACTION
A. Kingsgate Park Development ----
1. Purpose - To provide the local residents of this area with a
neighborhood park. Currently, this tract is undeveloped land.
This phase will provide grading and drainage work, lighting, a
jogging trail, and volleyball court. Future phases will provide
irrigation, a playground, game court, picnic units, and landscaping.
2. Description - Kingsgate Park is located in southwest Lubbock, covers
11.3 acres of land, and will serve approximately 4260 people within
the census tract. The estimated cost for Phase I is $200,000.
Note: This project is proposed by the City of Lubbock and conforms in
compliance with all local and regional plans and programs. This
project also conforms to Federal/State environmental policies and '
standards.
II. DESCRIPTION OF THE ENVIRONMENT
A. Existing Natural Environment
1. Surface and Sub -surface Geology - The oldest rock unit in the Lubbock.
area is the Pliocene Ogallala formation. This rock unit is over 250
feet thick and made up of alluvial deposits consisting of gravel,
sand, silt and clay particles, all capped with caliche. The Ogallala
is the principal water bearing unit in the high plains of northwest
Texas. The unit outcrops in the valley walls and over a part of the
flood plain in the Yellowhouse and Black Water Draws where they pass
through the city. The unit does not outcrop in the project area.
2. Paleontology - There are no known fossil sites in the area of the pro-
ject. In the event of the discovery of an area of paleontological
significance, construction would be halted and the site appraised by
experts.
3. Soil Characteristics - The surface soil of the project is erosion
deposited either by wind or water. The wind deposited soil is a fine
loam that ranges up to 80" deep. Suitability for dwellings, small com-
mercial buildings and local streets is moderate.
4. Biological Environment - The Lubbock County fauna is small, consisting
mostly of forms tolerant to drought and aridity. Bird fauna is parti-
cularly rich with water -loving species. There are no birds, mammals,
amphibians, or reptiles from this area that are presently on the
endangered species list.
Vegetation in the area consist of grass cover with coniferous tree
plantings on the site.
5. Air Quality - The quality of air in the Lubbock area is good in compar-
ison with established ambient air standards. The only pollutant that
exceeds these standards is the particulate concentration. This is un-
usually high because of the type of soil, wind speed, and large areas
of land in this area under cultivation.
B. Existing Socio-Economic Environment
1. Social Setting - Anglo-Americans compose 95% of the project population,
which has 4260 people. There are 1420 households in this area with
a median age of 27.8. The area is residential, single family homes.
2. Economic Setting - The average family income is $27,790 and.the average
home priced at $68,500.
III. ENVIRONMENTAL IMPACT OF THE PROPOSED ACTION
A. Physical Impacts
1. Sub -surface Setting - No impact
2. Surface Setting - The effects on the surface setting because of the
development of this project will be minimal. The project is not
large enough to have any significant effect on the surface environment.
3. Climate and Atmosphere - The project will have a very slight adverse
impact on the air quality and noise during construction. Upon com-
pletion of construction, there should be no remaining effects on
climate and atmosphere.
4. Biological Environment - The project will have little effect on the
biological environment.
B. Socio-Economic Impact
The impact of this project will create a functional recreation area
to draw people into the park, a gathering place for recreational and
aesthetic enjoyment.
IV. MITIGATING MEASURES INCLUDED IN THE PROPOSED ACTION
Every effort will be made during all stages of this development to minimize
the impacts on the environment.
V. UNAVOIDABLE EFFECTS ON THE ENVIRONMENT
The only adverse effects would be the limited ability to use the parks during
construction. Also the noise level may be increased slightly due to the equip-
ment needed to do the construction portion of these projects.
VI. RELATIONSHIPS BETWEEN LOCAL SHORT TERM USES AND LONG TERM PRODUCTIVITY
There will be short term effects created by construction to the playground but
this will enhance long term usage by providing additional recreational facilities.
VIII. ALTERNATIVES TO THE PROPOSED ACTION
Alternatives to this project would be to leave the area undeveloped,
or provide less site elements than what is called for. To leave this
area undeveloped will create an environment which provides no functional
use for the public.

NEIGHBORHOOD PARK DEVELOPMENT
I. OBJECTIVES AND NEED FOR THIS ASSISTANCE
Kingsgate Park - The park land is undeveloped and there is a need for
recreational open space for the local population.
II. RESULTS OR BENEFITS EXPECTED
The above mentioned park is to be developed to provide aesthetic
and recreational facilities in an area that does not currently have
these benefits.
III. APPROACH
This project is in accordance with the City of Lubbock's
goal of developing Kingsgate Park to provide recreational facilities
not currently available to the neighborhood. Phase I includes grading
and drainage work, irrigation, security lighting, a jogging track, and
a volleyball court.
IV. GEOGRAPHIC LOCATION
Park shown on location map submitted under Part II, Section B (11).
V. RELATIONSHIP BETWEEN PROJECT AND OTHER FEDERALLY FUNDED WORK
The primary source of funding for this project comes from City of
Lubbock contingency reserves.
VI. AGREEMENT
The City of Lubbock will be sole agency to operate and maintain these
projects.
VII. LEGISLATIVE DISTRICTS
Project falls into the 19th Congressional District.
VIII. RELOCATION PERSONS AND BUSINESSES
No relocation of businesses or displacement of people is required for
these projects.

HEREBY AGREES THAT IT will comply with Title VI of the Civil Rights Actor 1964 (P. L.
86-352) and all requirements imposed by or pursuant to the Department of the Interior
Regulation (43 CFR 17) issued pursuant to that title, to the end that, in accordance with
Title VI of that Act and the Regulation, no person in the United States shall, on the
grounds of race, color, or national origin be excluded from participation in, be denied
the benefits of, or be otherwise subjected to discrimination under any program or activity
for which the Applicant —Recipient receives financial assistance from the TEXAS PARKS d
WILDLIFE DEPARTMENT and hereby gives assurance that it will immediately take any measures
to effectuate this agreement.
If any real property or structure thereon is provided or improved with the aid of
Federal/State financial assistance extended to the Applicant —Recipient by the TEXAS PARKS
& WILDLIFE DEPARTMENT, this assurance obligates the Applicant —Recipient, or in the case of
any transfer of such property, any transferee for the period during which the real
property or structure is used for a purpose involving the provision of similar services or
benefits. If any personal property is so provided, this assurance obligates the
Applicant —Recipient for the period during which it retains ownership or possession of the
property. In all other cases, this assurance obligates the Applicant —Recipient for the
period during which the Federal/State financial assistance is extended to it by the TEXAS
PARKS b WILDLIFE DEPARTMENT.
THIS ASSURANCE is given in consideration of, and for the purpose of, obtaining any and
all Federal/State grants, loans, contracts, property discounts or other Federal/State
financial assistance extended after the date hereof to the Applicant —Recipient by the
bureau or office, including installment payments after such date or account cf
arrangements for Federal/State financial assistance which were approved before such date.
The Applicant —Recipient recognizes and agrees that such Federal/State financial assistance
will be extended in reliance on the representations and agreements made in this assurance,
and that the United States and the State of Texas shall reserve the right to seek judicial
enforcement of this assurance. This assurance is binding on the Applicant —Recipient, its
successors, transferees,' and assignees, and the person whose signature appears below is
authorized to sign this.assurance on behalf of the Applicant —Recipient.
The Applicant —Recipient also agrees to comply with the -Rehabilitation Act of-1973 and the
Age Discrimination Act of 1975 and* all requirements imposed by or pursuant to the
