HomeMy WebLinkAboutResolution - 2946 - Agreement - Keep Lubbock Beautiful - Litter Control - 11_10_1988Resolution #2946 November 10, 1988 Item #14 RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to execute for and on behalf of the City of Lubbock a Litter Control Service Agreement by and between the City of Lubbock and Keep Lubbock Beautiful, attached herewith, which shall be spread upon the minutes of the Council and as spread upon the minutes of this Council shall constitute and be a part of this Resolution as if fully copied herein in detail. McMINIT, MAYOR Resolution #2946 DGV:da LITTER CONTROL SERVICE AGREEMENT THE STATE OF TEXAS I KNOW ALL MEN BY THESE PRESENTS: COUNTY OF LUBBOCK § THIS agreement for litter control services is made and entered into on the date hereinafter last written by and between the City of Lubbock, a Texas home rule municipality, and Keep Lubbock Beautiful, a Texas not for profit corpor- ation. WITNESSETH: WHEREAS, the City of Lubbock desires to provide a healthy and clean environment for its citizens; and WHEREAS, Keep Lubbock Beautiful, a Texas not for profit corporation, also desires to keep the City healthy and beautiful; and WHEREAS, both parties to this agreement believe that their goals may be met through cooperation; NOW THEREFORE: Keep Lubbock Beautiful will provide the City of Lubbock the following services: 1) Public Education - through the use of PSAs, articles, presentations, workshops and seminars, Keep Lubbock Beautiful will work on public education of litter dynamics, solid waste disposal and litter and debris removal and abatement. 2) Clean Ups - during April, National Keep America Beautiful month, Keep Lubbock Beautiful will assist in the coordination and implementation of various clean-up/recycling projects throughout the city. 3) Landscape Beautification - Keep Lubbock Beautiful will work cooperatively with all agencies involved in landscaping entrances into the City, the Lubbock International Airport, and other public lands. In addition to the above stated services, Keep Lubbock Beautiful will conduct its services in accordance with the 1968-89 goals statement which is attached hereto as Exhibit A. The City of Lubbock hereby agrees to provide Keep Lubbock Beautiful with $15,000 in initial funding in exchange for the services to be provided by Keep Lubbock Beautiful in accordance with this agreement. The term of this agreement shall be for one year, commencing with the date of execution hereinafter stated. This agreement may be amended or terminated at the request of either party upon thirty (30) days written notice to the other party. Va �ver,, First Assistant City Attorney GOALS OF KEEP LUBBOCK BEAUTIFUL 1988 - 89 1717 AVENUE K, SUITE 226 LUBBOCK, TEXAS 1) TO REDUCE LITTER IN THE CITY OF LUBBOCK BY 20% BY AUGUST, 1989. 2) TO INCREASE THE VOLUME OF RECYCLING MATERIALS BY 20% BY JULY, 1989. 3) TO ASSIST THE CITY WITH THE IMPLEMENTATION OF THE "ALLEY DEBRIS REMOVAL" PROGRAM THROUGH PUBLIC EDUCATION. AND ALLEY CLEAN UP PROGRAMS. 4) TO ASSIST THE CITY WITH LITTER AND DEBRIS LAW EDUCATION. S) TO CREATE AN ORD NAHCE BOOKLET, WRITTEN IN LAYMAN'S TERMS, TO HELP EDUCATE CITIZENS. 6) TO DEVELOP AND IMPLEMENT THE GLAD "BAG-A-THON" PROGRAM ON A LOCAL BASIS AND REMOVE A MINIMUM OF 10 TONS OF LITTER AND TRASH THROUGH THE PROGRAM. 7) TO INCREASE PARTICIPATION IN THE STATE DEPARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATIONS "ADOPT A HIGHWAY" PROJECT BY 10%. 8) TO CREATE, DEVELOP AND IMPLEMENT OTHER "ADOPTION" PROGRAMS SIMILAR TO "ADOPT A HIGHWAY" FOR USE WITHIN THE CITY. 9) TO IMPLEMENT "WASTE IN PLACE" (A K-6 GRADE SOLID WASTE MANAGEMENT PROGRAM IN THREE ELEMENTARY SCHOOLS. 10) TO WORK ON A COOPERATIVE BASIS WITH THE PARK BOARD AND AIRPORT BOARD IN IMPLEMENTATION OF AN AIRPORT LANDSCAPE PROGRAM. l EXHIBIT A
