HomeMy WebLinkAboutResolution - 2780 - Contract - TDCA - Homeless Emergency Service & Job Training - 03_10_1988Resolution #2780 March 10, 1988 Item 30 DGV:dw RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to execute for and on behalf of the City of Lubbock a Contract and all related documents by and between the City of Lubbock and the Texas Department of Community Affairs for services to homeless individuals during the term of the Contract, attached herewith, which shall be spread upon the minutes of the Council and as spread upon the minutes of this Council shall constitute and be a part of this Resolution as if fully copied herein in detail. Expansion of comprehensive services to homeless individuals to provide follow-up and long-term services to enable homeless individuals to make the transition out of poverty; or b. provision of assistance in obtaining social and maintenance services and income support services for homeless individuals; or c. promotion of private sector and other assistance to homeless individuals. Implementation Plan: (Identify the purpose(s) and describe the activities that the State intends to support with the EHP funds for each project.) The State of Texas will negotiate with potential recipient entities for the following types of services via contractual agreements. a. Expansion of comprehensive services to homeless individuals to provide follow-up and long-term services to enable homeless individuals to make the transition out of poverty; or Expanded outreach efforts (including hiring staff) to provide -- food/health/transportation assistance, -- shelter assistance (transitional and/or permanent), -- pre -interview job counseling, -- job referrals, placement and follow-up, and -- cooperative purchasing information; In-service staff "training for program and outreach workers to learn all the benefits/services available to the low-income homeless to facilitate iocal service delivery; Alteration of existing services to give a specified priority to serving the homeless with new efforts for information and referral systems, networking. coalition building, and public information/awareness campaigns. b. Provision of assistance in obtaining social and maintenance services and income support services for homeless individuals; or Penewed efforts/coordination for providing the following assistance/services: -- obtaining GED's by working with educational institutions; -- loan assistance/family budgeting by working with lending and financial institutions; -- co-op purchasing/cooking/dependent care, etc. by working with neighborhood councils or groups; and -- tutoring and related assistance to reduce illiteracy and unemployability. Reassignment of staff or recruitment of staff/volunteers to assume new job roles to assist with serving and documenting assistance to the homeless. c. Promotion of private sector and other assistance to homeless individuals. ` Formation of the following types of committees/groups -- local bankers, building owners, hardware/lumber retailers. public officials and social service entity representatives to identify local needs and resources relative to assisting the homeless; -- local representatives from Section 8 Housing, housing authorities, Job Training and Partnership Act, and other social service programs or entities to exchange service information and client lists. Implementation of hiring incentives (free/reduced advertising, trainee stipen(ls, etc.1 to those in the private sector to hire or ntherwise assist hnmrlcss individuals. McKinney Homeless Assistance Act of 1987 (Public Law 100-77) and services/activities approved in the State of Texas FFY '87 Emergenc Community Services Homeless Grant Program application, the Contractor shall: 1) Prnvirla infnrmatinn and rafarral to anPnriPs/hnmPlPts in need of HnmPless 3) to comply with Assurance #8 of the Texas FFY '87 EHP grant application, provide to the Department information to substantiate current or planned coordination among local organizations receiving Stewart 8. McKinney Homeless Assistance Act funds on behalf of the homeless; NOTE: At a minimum, the information to be required within 60� days after the contract commencement date shall be as follows: -- name of other area programs (by county) specifically supported by the Stewart B.
