A RESOLUTION OF THE LUBBOCK CITY COUNCIL SUPPORTING THE POSITION OF
THE COUNTY OF SCURRY TO LOCATE A STATE DETENTION FACILITY NEAR SNYDER IN
SCURRY COUNTY, TEXAS.
WHEREAS, the City of Lubbock is a West Texas Community of 178,529
persons; and
WHEREAS, the Lubbock City Council is responsible for the adoption
of resolutions deemed to be in the best interests of the City of Lubbock
and its South Plains area; and
WHEREAS, the State of Texas does not have a Texas Department of
Corrections detention facility in West Texas to serve the criminal
justice system; and
WHEREAS, Scurry County is centrally located in West Texas and is
thus well suited to provide Regional access to all of West Texas; and
WHEREAS, the economy of West Texas and the South Plains areas of
Texas has been largely dependent on agriculture and oil related
industries; and
WHEREAS, with the downturn of agriculture and the oil related
industries the unemployment rate of West Texas and the South Plains area
has increased by 100%; and
WHEREAS, the diversification of business and industry in this area
is vital to the survival of many West Texans and the South Plains; and
WHEREAS, the location of a state detention facility in West Texas
will provide diversification of business and industry and will provide
economic benefits to all of West Texas and the South Plains area; NOW
THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City of Lubbock supports the efforts of Scurry County,
Texas to locate a Texas Department of Correction Detention facility in
Scurry County, Texas; and
THAT it is further resolved that the State of Texas has in the past
been heavily dependent on the taxes generated by West Texas and the South
Plains areas needs of this State and the Texas Department of Corrections;
and
THAT it is further resolved that the Lubbock City Council would now
encourage the State of Texas to serve this area of the State by location
of a Texas Department of Corrections Detention Center in Scurry County,
Texas.
