HomeMy WebLinkAboutResolution - 2547 - Grant Application - GO CJD - Local Dangerous Drug Control Unit, LPD - 03_26_1987Resolution #2547 March 26, 1987 Item #16 KJ:js Q1:1Z(11 IITTf1K1 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to execute for and on behalf of the City of Lubbock a Grant Appli- cation entitled Local Dangerous Drug Control Unit, attached herewith, and such program shall provide funding for one full-time police officer for street level narcotics investigations and intelligence surveillance and dis- semination of such information collected, which shall be spread upon the minutes of the Council and as spread upon the minutes of this Council shall constitute and be a part of this Resolution as if fully copied herein in de- tail. If capital, will it result in ongoing City operational costs? If so, explain in detail. N/A B. If operating, is it a one time grant which will result in any ongoing City expenses if the program is to be continued in the future? The term of the grant is five (5) years in which time matching funds by the City will rise each year. At the end of the five (5) year period, the entire project will be funded by the City. 8. Other Comments. There is a possibility of revenue from this project through impoundment of money and property from narcotic arrests. This money and property may, by law, be used for narcotic investigations. It is not possible to project anticipated revenue because this is a "by product" of this program and not a major goal. CITY OF LUBBOCK GRANT PROPOSAL EVALUATION 1. State, as clearly as possible, the goals and objectives of the proposed project. It is the objective of this project to help alleviate the drug problem in our community through more intense concentration on enforcement of State laws concerning controlled substances and organized criminal activity. A. Is this the fulfillment of an identifiable community goal? If so, please list. The goal of this project is to reduce the number of drug abusers in our community. B. Is this the fulfillment of an identifiable community need? If so, please provide quantifiable data (studies, etc.). Studies have shown that drug abusers commit a large percentage of other crimes including burglary, robbery, and homicide. 2. State indicators by which the staff and City Council might be able to evaluate the program in order to determine that it has reached stated goals and objectives noted in Number 1. Arrests of drug abusers for drug related crimes as well as arrests for other crimes mentioned above is a good indicator of attainment of goals and objectives of this project. 3. Will this project benefit the community as a whole? If not, please provide a detailed profile of the group receiving the benefit of the program. This project will benefit the community as a whole because drug abuse may be found in all economic and ethnic groups. 4. Are other agencies (other than the City of Lubbock) available to handle this project? Are other agencies already handling similar programs? No. 5. Is the activity provided by this grant required by state or federal law or as a condition of other ongoing state or federal programs? No. 6. Does the grant require any local match? If so, is the match in the form of cash or an in -kind contribution? Yes. The local match is in the form of cash. 7. Is the grant for capital or operating programs?
