RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock a Selective Law
Enforcement Unit and Program to fund one full time officer to concentrate on
daytime house burglaries, attached herewith, which shall be spread upon the
minutes of the Council and as spread upon the minutes of this Council shall
constitute and be a part of this Resolution as if fully copied herein in de-
tail.

4. Are other agencies (other than the City of Lubbock) available to
handle this project? Are other agencies handling similar programs?
No other agencies can handle this project since it is a particular
function of the Police Department to handle crime. There are no
other similarly existing programs in local agencies sharing this
jurisdiction.
5. Is the activity provided by this grant required by state or federal
law or as a condition of other ongoing state or federal programs?

6. Does the grant require any local match? If so, is the match in the
form of cash or an in -kind contribution?
The grant proposal shows that the grant requires a 40/60 match
between State/City funds for 1987-88, with matching funds coming
from city appropriations. Because of the unavailability of State
funds the actual match percentages are 25-City/75-State. The
attached Expenditure and Revenue Projection shows the relation of the
State/City funds through 1988-89.
7. Is the grant for capital or operating programs?
Program operation.
A. If capital, will it result in ongoing City operational costs? If
so, explain in detail.
B. If operating, is it a one time grant which would result in any
ongoing City expenses if the program is to be continued in the
future?
The grant projects through the year 1988-89, with each year
showing another 20% of the cost of the program being funded by
the City. In other words, 1987-88 (this proposal) shows a 40/60
State/City split, 1988-89 shows 20/80. This is the end of the
grand period. By this time it is projected to show a significant
decrease in the daytime burglary rate.
8. Other comments.
Even though this proposal originally showed a 40/60 split, lack
of State revenue changed the proposal to a 25/75 split.

Grant Proposal Evaluation
1. State, as clearly as possible, the goals and objectives of the pro-
posed project.
Simply stated, the goals of this project are to decrease the daytime
house burglary rate, increase the percentage of cases cleared, and
increase arrests of active burglars in order to get these offenders
off the street and make our homes more safe.
A. Is this the fulfillment of an identifiable community goal? If so,
list source.
Recent community studies (2005 Committee) list "police protection"
as a very high priority for the City. This project is a good step
as we increase the efficiency and overall effectiveness of the
Police Department.
B. Is this the fulfillment of an identifiable community need? If so,
please provide quantifiable data studies, etc.).
The Police Department Annual Reports show some 340 of the residential
burglaries in Lubbock occur during daytime hours. Basically, these
burglaries occur during the 8:00 a.m. to 6:00 p.m. time span when
there are the fewest number of people at home and burglars stand the
least chance of detection. There stands the need to prevent, deter,
apprehend and clear these burglary cases.
2. State indicators by which the staff and City Council might be able to
evaluate the program in order to determine that it has reached the
stated goals and objectives noted in No. 1.
Given a year's time, the program sets out to accomplish:
a) An additional 44 felony arrests per year.
b) An additional 37 misdemeanor arrests per year.
c) A .5% decrease in daytime burglary occurrences.
d) A 1.2% increase in clearance of these cases.
e) Analysis of all daytime house burglary reports for intelligence
purposes.
3. Will this project benefit the community as a whole? If not, please
provide a detailed profile of the group receiving the benefit of the
program.
By decreasing the burglary rate for the City, preventing and detering
burglary occurrences, plus incarcerating offenders, all the community
would benefit from the program.

JOB DESCRIPTION
This -program calls for one Police Officer giving 100% of his time to
the project. This officer will devote his full time and attention
to the prevention or deterence of daytime residential house burglaries
and the apprehension of the persons committing them.
The officer will divide his time among three functions: Crime analysis,
field observation, and patrol. He also will seek to provide additional
intelligence information to the officers in the field, develop new
leads where there were previously few or none, and coordinate an effort
against this crime with the various divisions of his department.
