Follow—up investigation consists of: a. Interviewing of victims, witnesses, and suspects. b. Identifying persons suspected of major criminal activity within the area. c. Collect and organize information and evidence for the successful prosecution of identified perpetrators. d. Obtaining arrest warrants for individuals when supported by probable cause. e. The Major Crime Investigation Unit will conduct follow—up investigations of all major crimes that occur within specified areas of the city. Lubbock occupies approximately 104 square miles and is populated by 188,000+ people. There are areas of the city which have experienced a substantial increase in crime which is disproportionate to other areas of the city. One, for example, is the Overton area which occupies approximately one square mile of the city. Overton is bordered on the east by the downtown area and on the west by the campus of Texas Tech University. This area is highly populated due to the high number of apartment complexes located within its boundaries. Over the years, the housing in this area has deteriorated, which, in time has led to an influx of low socio— economic individuals into the area. Along with this influx, the Overton area has experienced a substantial increase in criminal activity. For example, this small area accounts for 11.5% of the daytime house burglaries which occur within the city each month. Assault, rape, robbery, prostitution, and illicit drug activity have all increased dramatically over the past two years. At this time, the city has taken steps to increase patrol activity within specified areas of the city. A foot patrol unit has been established for these areas and whenever manpower allows, these areas are patrolled by two separate units. This program would provide for investigative personnel to be assigned only to major crimes within the areas. With the increase in patrol and this program, the City of Lubbock will be able to attack this crime problem more effectively and efficiently. 2. This program will provide two investigators who concentrate on major crimes within a small area of the city. Then, efforts will result in an increase of arrest for major crimes in the area, an increase in stolen property recovered and returned to the rightful owner, and an increase in citizen satisfaction and cooperation. Through these, the end result will be an overall decrease of crime within the specified areas. 3. The project director will select the investigators and supervise the 15A operation of the program. Both investigators will attend a 40 hour Criminal Investigation School located in Austin, Texas. The investigators will be assigned follow—up on all major crimes that occur within the designated areas. The investigators will then collect and organize evidence for successful prosecution. They will also maintain files on all assigned eases which will contain all investigative information obtained. In addition to the above, the investigators will exchange intelligence information with other divisions within the police department in order to enhance their investigative efforts. Finally, in order to monitor their success and meet report requirements, the investigators will maintain major crime statistics for the assigned area.
