RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock a Grant
Application to be submitted to the Texas Department of Community Affairs in
the amount of One Hundred Seventy -Five Thousand Six Hundred Ninety -Five and
No/100 Dollars ($175,695.00) for the purpose of administering programs under
the Community Services Block Grant to relieve the effects of poverty in
Lubbock County. A copy of the Grant Application is attached herewith, which
shall be spread upon the minutes of the Council and as spread upon the
minutes of this Council shall constitute and be a part of this Resolution as
if fully copied herein in detail.

INSTRUCTIONS•
This form must be completed and signed by the appropriate individuals in
order for a grant application to be evaluated and approved by the City
Manager.
1. State, as clearly as possible, the goals and objectives of the proposed
project for which a grant is being sought.
The primary responsibility of the Community Services Block Grant is to
assist low-income families and to help them help themselves by providing
information, training, and supportive services. Promotion of services
and self-help programs is enhanced by working with neighborhood
associations and representatives on the Community Services Commission.
A. Is this the fulfillment of an identifiable community (Lubbock) goal?
If so,.list the source of the identified goal.
Yes. 2005 Committee goal, United Way of Lubbock Community Needs
Assessment
B. Is this the fulfillment of an identifiable community (Lubbock) need?
If so, please provide quantifiable data (studies, etc.) that
illustrate the community need and how this grant will meet that need:
Yes. Estimates are that approximately 12% of the citizens live below
the poverty guideline within Lubbock community. This grant will be
able to assist individuals within those guidelines with emergency
assistance.

2. List at least three measures by which City Staff and City Council might
be able to evaluate the program in order to determine that it has reached
the goals and objectives described in Question 1.
- Individuals receiving bus passes
- Agencies participating in the Summer Fun Search Festival
- Number of children attending the Summer Fun Search Festival
- Clients receiving comprehensive services through Case Management
- Students involved in the Getting Involved in Government III
3. Will this program benefit the Lubbock community as a whole? If not,
please provide a detailed profile of the individuals or groups that will
benefit from the program.
Yes. Individuals within Lubbock County who are low-income and are in
need of basic human needs (food, shelter, and/or clothing)
4. Are other agencies (other than the City of Lubbock) available to
administer this program? Yes.
If so, list the agencies:
The services provided through the Community Services Department
are not duplicated within the City.

5. Are other agencies administering similar programs? If so, list the other
agencies. No.
If not, why not?
The City has been designated as the lead agency in the area due to
the resources within the system.
6. Is the program or activity provided by this grant required by state or
federal law or required as a condition of other ongoing state or federal
programs? Please explain:
Yes. This grant is used as the operating grant for the other funded
grants through the same funding sources, including:
* Energy Crisis Program
* Emergency Homeless Grant
* Weatherization Program
* Home Security
7. Does the grant require a local match? If so, in what amount? 'Is the
match in the form of cash or an in -kind contribution?
Yes. 25% of the total grant or $43,924. City's match is provided through
funding one full-time position, office space and one vehicle.

8 Is the grant for capital or operating programs? Please describe
specifically what the funds will be used for (personnel, supplies,
services, capital outlay, capital project, etc.).
Operating programs.
Personnel - Includes salary and fringe benefits for six full time
employees
Supplies - Includes cost for xerox material, postage, and office
supplies
Dues, Training, and Travel - Training seminars for staff
Services - Includes printing and updating of the Human Services
Directory
- Emergency assistance (food vouchers, utility assistance, and
bus passes)
A. If the grant is for capital outlay or a capital project, will it
result in ongoing City operational costs? Is so, explain in detail.'
No.
B. If the grant is for an operating program or programs, is it a one-time
grant which will result in ongoing City expenses, if the program is to
be continued in the future?
The continuation of this grant is contingent upon federal
appropriation. The percentage.of funding may vary from year to year.

C. Does the grant require continuation of the program, at City expense,
after grant funding has expired? If so, how long will the City be
obligated to expend local funds, and in what areas? Be specific.
No.
9. Is the grant a one-time grant, a one-time grant with an option to renew
the grant, or an on -going grant? If the grant in on -going, how many
years has the grant been provided to the City, and what year does the
upcoming period represent (2nd year, 5th year, etc.). If the grant has
an option to renew, how often can it be renewed, and what are the terms
of renewal? Please explain.
This is the 14 year of this grant being administered by the City. Grant
period is for 12 months. (Grant periods are dependent on the
availability of allocated federal funds).
Renewal of grant requires SPAG approval.

Yes. Currently = 25.69%

11. Are grant audit costs reimbursed.by the grant?
Yes, currently = $2,000
12. What is the immediate (twelve-month) impact of the grant program on City
employee allocation and utilization? How will this affect their work
hours, productivity, etc. on City programs and activities?
No impact. The grant authorizes the funding of seven full-time employees
whose responsibilities are dedicated to grant authorized activities.
13. What is the long-term (five-year) financial and manpower impact of the
grant program both on the community and on the City organization?
The FY 1990 grant will provide $175,695 to the Community Services
Department with which to provide social services to
Lubbock County. Funding of this grant allows the city to meet the needs
of low-income families through emergency assistance, as well as to
continue to be the nucleus of social services through their information
and referral 24 hour service. Non -renewal of the this grant after FY
1990 would mean loss of basic needs being met to people with lack of
resources.

14. Provide, in as. much detail as possible, a 5-year Revenue and Expenditure
Projection for the grant related program beginning with the current year
or the first year this grant will be in effect. Show any ongoing costs
to the City, even if the grant si only for one year. If the grant is
renewable or ongoing, show the estimated revenues and expenditures for
future years that you intend to renew/continue the grant (up to five
years).
Be sure to fully explain the source and type of revenues (in -kind)
contribution, reimbursement of expenses, etc.) and fully explain the
specific types of expenditures (payroll for 1/2 time clerk, purchase
desk, capital project construction, etc.). Attach additional sheets if
necessary.

ACTIVITIES DESCRIPTION 4
Contractor shall:
1. Comply with 42 U.S.C. Section 9904(c)(3) and maintain a governing board which
shall be so constituted that:
• 1/3 of the members are elected public officials currently holding office or
their representatives.
• at least 1/3 of the members are chosen in accordance with democratic
selection procedures adequate to assure they are representatives of the poor
in the area served.
• the remainder of the members are officials or members of business, industry,
labor, religious, welfare, education, or other major community groups and
interests.

2. The contractor shall coordinate at least seven neighborhood i
meetings.in the community.
3. Conduct quarterly meetings with social services providers in order
to identify gaps .within community resources.
4. Conduct quarterly Homeless providers meetings to coordinate efforts
to meet the Homeless needs.
5. In cooperation with community organizations and churches, provide
150 tracking services to assist in tracking clients to avoid
duplicating services to clients and give agencies the ability to
extend limited resources.
6. In cooperation with the Resources United attend monthly meetings.

120 low-income elderly home -owners with security
devices, including sensory lighting, door viewers,
hard-core doors adn smoke detectors.
Emergency Services
5.2E 9. In cooperation with Project Help, Inc., provide utility
assistance to 150 families to benefit 450 low-income person:
not assisted with other funding.
5.3A 10. Operate an Energy Crisis Program to serve 220 families
with 660 low-income persons in order to assist in
meeting urgent and immediate needs.
5.6 11. Provide services to 500 low-income needy clients with
emergency assistance with transportaiton, food, medical
aid or utility assistance.
5.6D 12. In cooperation with Citibus, provide bus passes to 1,000
low-income residents in need of transportation assistance.
5.7B 13. Operate a county -wide Emergency Homeless Program to
assist 85 families with 336 low-income persons on the
verge of being evicted with rent/utility assistance.
Nutrition
6.3 14. The contractor, in cooperation with the Texas Department of
Human Services and the South Plains Food Bank provide
emergency food assistance to 100 families with 400
low-income persons in the county through the use of
two food pantries.
Linkage with Other Programs
7.1 15. Provide and operate a HELP Line -Information and Referral
component for 9,000 low-income individuals so as to
assist them with effective use of services/programs.
7.2A 16. Provide Case Management services to 120 low-income persons
in need of such services.

7.5A 17. In cooperation with Project HELP, Inc. provide 200
oscillating fans and 100 blankets to 300 low-income
elderly persons.

and -their parents on summer program information.
19. Update, publish and distribute 500 social services
directories to assure the effective delivery of such
services to low-income individuals.
