BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock a Grant
Application and all related documents. Said Grant Application to be
submitted to the Texas Commission on the Arts and to be in the amount of
FIFTEEN THOUSAND AND NO/100 DOLLARS ($15,000.00) for the purpose of
purchasing works of art for the Municipal Building, a copy of the Grant
Application is attached herewith, and shall be spread upon the minutes of
the Council and as spread upon the minutes of this Council shall constitute
and be a part of this Resolution as if fully copied herein in detail.

The City of Lubbock recently restored a forty (40) year old former Department Store in the
Central Business District to serve as the new City Hall. The contemporary design of the
building provides a unique setting for a permanent exhibit of contemporary art works that
wouldenhance the interior design and expose the citizenry to West Texas artists. The
Lubbock Municipal Arts Committee has developed a comprehensive plan with a strong conceptual
statement designating the central light well as the focal point of the exhibit. Escalators
located adjacent to the light well, would allow visitors to examine the works as they travel
between floors. Specific areas have been designated to display such media as tapestries,
prints, lithographs, earthenware, oils, watercolors and blown glass. The conceptual
statement is comprised of the following components: (1) The central light well serves as
the project nucleus. Art work located here will be visible from all levels, conveying a
progression of the overall concept. (2) The main level will exhibit art works enhancing
the informal atmosphere created by the various public service offices and the City Council
Chambers. (3) The second level will exhibit art works supporting the formal atmosphere
works complementing the relaxed atmosphere created by the Lunch Room.
Objectives to be pursued by the City with this project include: (a) Purchase contemporary
works of art depicting the West Texas environment and life styles. (b) Provide access to
quality art work not normally encountered by the average citizen. (c) Improve awareness of
local talent both from within and beyond the community. (d) Encourage private sector
contribution of quality art for public places. (e) Provide an aesthetically pleasing work
environment.
City Hall is the juncture between local government and the citizens. It serves as the central
location for such public gatherings as hearings, conferences, committee meetings, and tours.
Exposing a significant number of people to the various art media can help publicize the
artistic talent found in the community and throughout the region.
