RESOLUTION NO.
RESOLUTION PROVIDING FOR NOTICE OF MEETING AND PUBLIC HEARING BEFORE
THE CITY COUNCIL OF THE CITY OF LUBBOCK CONCERNING THE APPROVING
OF CERTAIN REVISIONS TO THE URBMI PE NAL PLAN FOR THE MEMORIAL
CENTER CCMPIEX CCMPLEX URBAN PRMIQL PROJECT NO. TEX R-138 (C) AND
PROVIDING FOR NOTICE OF SUCH MEETING AND HEARING
WHEREAS, the Urban Renewal Law of the State of Texas requires the City
Council to hold a public hearing on a proposed Urban Renewal Plan before it
may approve the Urban Renewal Plan after notice of hearing has been given by
publications in the manner described and the City Council may proceed with
such hearing after it has received rendations from the Planning and Zoning
Commission and the Urban Renewal Agency as to a Plan conforning with the
general plan for development of the City as a whole; and
WHEREAS, said Urban Renewal Law of the State of Texas makes the same
requirements for amending an Urban Renewal Plan; and
WHEREAS, the Urban Renewal Plan for the Memorial Center Complex Project,
Project No. TEX R-138(C) as heretofore amended and revised, is on file in the
office of the City Secretary -Treasurer (hereinafter referred to as the Plan);
and
WHEREAS, it is desired by the City Council that said Plan be expanded
to the north to add additional properties, said revision requiring a change
in the boundary description, the boundary map, the land use map, and the
acquisition map; and
WHEREAS, the proposed revisions to the Plan were reviewed and approved
by the Planning and Zoning Commission on June 7, 1984, and by the Urban
Renewal Agency on May 15, 1984, and rendations were made to the City
Council; and
WHEREAS, said proposed revisions to the Plan and reoonymndations have
been reviewed by the City Council of the City of Lubbock; and
WHEREAS, it is the purpose and intent of the City Council of the City
of Lubbock, on this date and at this time and place specified in the form
of notice contained in Section 1 hereof, to hold a public hearing on the ques-
tion of passing an Ordinance approving and adopting the proposed amendment
to the Plan substantially in the form of the Resolution set forth in the
form of notice;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LUBBOCK:
SECTION 1. THAT the following notice is hereby ordered to be
published by the City Council of the City of Lubbock, said
notice to be published in the June 26 ,1984, June 27,1984, and
June 28 ,1984, issues of the Lubbock Avalanche -Journal (the official
newspaper of the City of Lubbock) said notice to be in the follow-
ing form, to -wit:

"NOTICE OF MEETING AND PUBLIC HEARING BY THE CITY COUNCIL OF THE
CITY OF LUBBOCK CONCERNING APPROVAL OF CERTAIN REVISIONS TO THE
URBAN RENEVAL PLAN FOR THE MEMORIAL CENTER CCMPLEX URBAN RENEWAL
PROJECT NO. TEX R-138(C)
"Pursuant to the provisions of the Urban Renewal Law of the State
of Texas, notice is hereby given that the City Council of the City
of Lubbock will meet at the City Hall in the City Council Chamber
on the 26th day of July, 1984, at 1:15 o'clock PM ,
C.D.T., at which time and place said -Council conduct a public
hearing on the question of, and will consider and determine whether
or not it will approve certain revisions to the Urban Renewal Plan
for the Memorial Center Complex Urban Renewal Project No. TEX R-138(C),
by passing an Ordinance substantially as follows:
'AN ORDINANCE OF THE CITY OF LUBBOCK APPROVING AND ADOPTING -
CERTAIN PEVISICNS:TO THE URBAN RENEWAL PLAN FOR THE MEMORIAL
CENTER Ca,1PLEX.URBAN RENEWAL PROJECT NO. TEX R-138(C)
'WHEREAS, certain revisions to the Urban Renewal Plan for the
Memorial Center Complex Urban Renewal Project No. TEX R-138(C)
hereinafter set forth as �Exhibit.A and consisting of a revised
project boundary, a revised project boundary map, a revised land
use plan, and a revised acquisition map, has been reviewed by
approved by the Planning and Zoning Commission of the City of
Lubbock and by the Urban Renewal Agency of the City of Lubbock;
and
'WHEREAS, the proposed revisions to the Urban Renewal Plan con-
form to the general plan of development of the City as a whole
and is cm-patible to the existing and proposed land uses, the
thoroughfare plan, and recreational and commmity facilities of
the area; and
'WHEREAS, the proposed revisions to the Urban Renewal Plan will
afford noximinn opportunity consistent with the sound needs of
the City as a whole, for the rehabilitation or redevelopment
of the Urban Renewal Area by private enterprise;
'NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF LUBBOCK'
'THAT certain Revisions to the Urban Renewal Plan for the Manorial
Center Omplex Urban Renewal Project No. TEX R-138(C) designated
as FMu bit A to this Ordinance, be and are hereby approved and
adopted.'
"At the aforesaid public hearing, each person will be given full op-
portunity to be heard, either in person or by his counsel, relative
to the subject being considered, and likewise to present to and

the time and place specified in the form of notice and contained
in Section 1 hereof and shall then and there hold a public hearing
on the question of and consider and determine if it should adopt

BEGINNING AT A POINT, said point being the intersection of the westerly
right-of-way line of Avenue K and the southerly right-of-way line of Fourth Street;
said point also being the original Northeast Corner of the Memorial Center Complex
Urban Renewal Project, TEX. R-138(C);
TRICE, in a southerly direction along the westerly right-of-way line of
Avenue K and along the easterly line of Blocks 5, 21, 37, 53, 69, and 85 of the
Original Town of Lubbock, Texas a distance of 1,987 feet more or less to the south-
east corner of Block 85 of the Original Town of Lubbock, Texas; said point also
being the intersection of the westerly right-of-way line of Avenue K and the
northerly right-of-way line of Tenth Street;
THENCE, in a westerly direction along the northerly right-of-way line of
Tenth Street and along the southerly line of Blocks 85, 84, 83, 82, and 81 of the
Original Tbwn of Lubbock, Texas a distance of 1,505 feet rflre or less to the south-
west corner of Block 81 of the Original Town of Lubbock, Texas; said point also
being the intersection of the northerly right-of-way line of Tenth Street and the
easterly right-of-way line of Avenue P;
THENCE, in a southwesterly direction a distance of 32 feet more or less
to a point; said point being the southeast corner of Lot 24 of the E. P. Earhart

THENCE, in a westerly direction along the northerly right-of-way line of

the easterly right-of-way line of Avenue Q; said point also being the southwest

of Avenue Q a distance of 2,076 feet more or less to its point of intersection

THENCE, in an easterly direction along the southerly right-of-way line of
Fourth Street a distance of 343.3 feet more or less to an angle point;
THENCE, in an easterly direction, continuing along the southerly right -of —gay
line of Fourth Street a distance of 260 feet more or less to its point of inter-
section with the westerly right -of way line of Avenue P;
THENCE, in a southerly direction along the westerly right-of-way line of
Avenue P a distance of 32 feet more or less to a point; said point being the
intersection of the westerly extension of the southerly right-of-way line of Fourth
Street and the westerly right-of-way of Avenue P;
THENCE, in an easterly direction along the southerly right-of-way line of
Fourth Street and along the northerly line of Block 1 and 2, of the original
Town of Lubbock, Texas a distance of 545 feet more or less to the Northwest
Corner of Lot 1, Block 3 of the original Town of Lubbock, Texas;
THENCE, in a northerly direction along an extension of and along the easterly
right-of-way line of Avenue N a distance of 1,050 feet metre or less to the inter-
section of said easterly right -of way line of Avenue N with the southwesterly
right-of-way line of the Panhandle and Santa Fe Railroad;
THENCE, in a southeasterly direction along said southwesterly right-of-way
line of the Panhandle and Santa Fe Railroad a distance of 1,620 feet more or less
to the intersection of said southwesterly right -of -tray line with the northerly
right-of-way line of Fourth Street;
THENCE, in a westerly direction along said northerly right-of-way line of
Fourth Street a distance of 540 feet more or less to a point in the westerly line
