BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Manager of the City of Lubbock BE and is hereby autho-
rized and directed to make application to the Governor's Office of General
Counsel and Criminal Justice on behalf of the City of Lubbock for FY85
Criminal Justice Project funds for the Crime Eye Camera Program, Selective
Law Enforcement Unit and a School Resource Officer Program.

JOB DESCRIPTION
This job assignment will require one person of the rank of Police
Officer with four years longevity, to be assigned to the Detective
Division of the Police Depart;ment. This officer will be respon-
sible for the installation and maintenance of Crirrye Cameras as
well as assisting the project director in determining where the
best location for CrimEye might be. These cameras will be
checked for proper installation, prevention of accidental ex-
posure of the film and reloading of these cameras. In certain
exigent circWstances, this officer may be required to take ex-
posed film from a recently tripped camera for immediate develop-
ment in order to facilitate prosecutive action.

CITY BENn_7ITS
1. Education Incentive Pay -In October -of 1977, the City Council
authorized this fringe benefit to all Police and Fire person-
nel. This fringe benefit provides monthly payment to help
defer the expenses of a college education. The officer must
take classes related to law enforcement. The City of Lubbock
pays $110.00 per month to Police that have approved college
degree plan.
2. Clothing Allowance -The City of Lubbock furnishes uniforms
to all 6ff icers. Police officers that have duties that would
not reqiure the wearing of uniforms are compensated for at the
rate of $50.00 per month.
;. Workers' Compensation -All City of Lubbock employees are
covered by this insurance. The purpose of workers' compen-
sation is to cover full-time employees who have sustained an
on-the-job injury.
4. Longevity Pay -State Law reqiures the City of Lubbock to pro-
vide this fringe benefit to all Police personnel.
5. Stability Pay-r."his'fringe benefit was authorized by the
Lubbock City Council in October of 1968. An employee who has
three or more years of service receives a once -a -year check
based on years of service. Police personnel receive the dif-
ference between their longevity pay and the amount of their
stability pay.
6. Insurance -The City of Lubbock currently pays life and medical
insurance -estimated at 3.9 of annual salary.

BLiDGET INARRATIVE
TRAVEL
The City of Lubbock travel policy allows employees 18� per mile
for travel on city business in their personal vehicle. It is estimated
that the Crimeye officer will travel 1,200 miles monthly maintaining
cameras. This totals at 14,400 miles per year. Cost for this mileage
is 2,592.00. The 1985 budget shows that C.J. will furnish $1,036.80
while the City contribution will be $1,555.20

PART IV. Pi-OGRAM NAlv-,ATIVE. The following suggested corms is provided for use
with applications for criminal justice funds. For
specific detail see Instructions, Part IV, Program
Narrative, Attachment M, "Uniform Grant & Contract
Management Standards."
1. OBJrCfIVES AMID NEED FOR THIS ASSISTAICE. Brief and concise s=wy of the
background and nature of the problem. Include specific data and cite sources.
The City of Lubbock has experienced a continuing rise in the number of robberies
in the last several years. The number of robberies had increased over 200%. In
an attempt to combat business robberies, the City of Lubbock purchased 40 cameras
and with grant monies an additional 60 cameras. Twenty-four suspects were
identified and 24 arrest were made due to CrimEye pictures.during fiscal
year 1983.
2. RESLLTS OR BEIEFITS EXPECTED. Brief and concise narrative of the overall
purpose of the project, or what is expected to be accomplished by the project.
The project will provide the Lubbock Police Department with a specialized unit
with the primary responsibility of business robberies. This unit works with
businesses in Lubbock to help prevent the crime of robbery.

3. APPROACH.
a. Statement of tasks involved in producing the results or benefits
expected.
The police officer assigned to the CrirrEye unit will be responsible to the
project director for the installation and maintenance of CrimEye cameras
as well as assisting the project director in determining where the best lo-
cations for Crim ye cameras might be. His duties will include instruction
and supervision of the cameras installed in businesses throughout the city.
These cameras will be checked for proper installation, prevention of acci-
dental exposure of the film. The officer may be regiured to take exposed
film for immediate development in order to facilitate prosecution.

format attached). The indicators should conform to the performance
indicators outlined in the appropriate program description in the

Business robberies in Lubbock will be recorded and monitored by the officer.
He will track those robb�-ties which occur within businesses with CrimEye
cameras. He will do follow-up if a suspect is identified and an arrest is.
made. He will also track businesses without cameras to establish trends and
needs for preventative measures.

Other law enforcement agencies will be informed of robberies and pro-
vided with pictures of the suspect. This has increased the number of
suspects arrested.

territorial jurisdiction of the applicant, or cover an area not readily
identifiable -by the applicant's name, describe.
Cameras will be located within the City limits of Lubbock; however, pictures
of suspects will be distributed among local law enforcement agencies.

apprehend and/or prevent crimes such as residential or non-residential burglaries and
armed robberies at special times, days or locations or a combination of all. Units
could be in marked vehicles and in uniform. This would provide 3328 hours of time in
:he Special Law Enforcement Project category. Statistics prove that in 1983 alone
t4.20% of all residential burglaries that can have a time increment attached occurred
n daylight hours. This is a significant indication that extra patrol should be
'mplemented during these hours. This should either prevent or detect the perpetrators
n these areas. The same is also true of armed robberies in the hours when the
east amount of manpower is available.

The objective of this Grant is to reduce selected major crimes at specific
sites and at selected times. The need is to benefit the Citizens of Lubbock
by protecting their property and lives from such crimes as Burglary and
Robbery.
2. RESULTS OR BENEFITS EXPECTED. Brief and concise narrative of the overall
purpose of the project, or what is expected to be accomplished by the project.
This project would entail the use of off -duty personnel in marked vehicles
patrolling a selected location at irregular hours and on different days of
the week to prevent and detect crimes such as residential burglaries during
day or night hours or robberies occurring in frequence in a paticular location.
This Selected Law Enforcement Unit would consist of a Sgt. and three men for
an approximate total of sixty four(64) hours per week for a twelve(12) month
period.

One Sergeant and three Police Officers would work four hour (4) shifts

1. OBJECTIVES AND NEED FOR THIS ASSISTANCE.
Studies by the President's Commission on Lair Enforcement and the Administration
of Justice, as well as other studies, document that most citizens hold positive
views of the police. However, these studies also show that adolescents are
more likely than adults to express negative attitudes about the police. Although
young people are a minority of the population, they frequently interact with law
enforcement officials in situations which produce mutual hostility between them.
From these encounters, youth develop orientations which undermine law enforcement
efforts, and these orientations continue into adulthood.
The purpose of the School Resource Officer Program is to improve the relationships
youth have with the police by improving their attitudes towards the police.
2. RESULTS OR BENEFITS EXPECTED.
In this program, youths will meet police officers in the schools, a setting they
are familiar with and feel at home in. This will let than interact with the
police officers in a personal, relaxed, and unofficial atmosphere. By building
repport in this manner, it is hoped that the youngsters will develop a better
understanding of the police, will develop positive attitudes about the law and
their role in the law, and learn that the police are not only enforcers of the
law, but their friends as well.
3. APPROACH.
a. The School Resource Officer will work in an assigned Junior High School, during
regular school hours. The officer:wi.11:
1. Act as liaison between the police department and the assigned school,
2. Be available to interact with the students on a personal and informal basis,
3. Act as a guest speaker, making presentations to classes, PTA groups, etc.,
on Criminal Justice subjects,
4. Provide needed referral information to students (drug abuse, suicide
prevention, etc.),
5. Investigate family offenses that affect the welfare of students and make
appropriate referrals, and ,
6. Perform directed patrol, as needed, in areas adjacent to his assigned school.
b. Goals for the program are:to:
1. Address 100% of the student population in target schools,
2. Address 10% of the student population in SRO feeder schools,
3. Address 100% of active PTA at the target schools,
4. Increase the number of individual student contacts to 75% of student
population in target schools,

5. Reduce by 20% the number of referrals to the Juvenile Probation Office
(Students from target schools),
6. Improve student attitudes about the police to 50% of the student population
in the target schools,
7. Counsel and/or refer to other agencies - students with drug or alcohol
problems,
8. Counsel with parents of students in target schools.
These goals are designed to improve citizenship, induce voluntary compliance
to criminal laws, and reduce juvenile criminal conduct among the target schools
student population.
C. Data will be collected each month from activity sheets and reports provided by
the resource officers.(ex: copy of current report from pilot SRO program
attached). Juvenile referral data from the target schools will be obtained
from records in the Juvenile division. The measure of attitude improvement
will be obtained by conducting end of the school year surveys in the target
schools.
d. Other efforts - The primary sup ort comes from the Lubbock Public Schools,
They help select the participat ng schools and resource officers, and provide
office space, furniture, and ph nes. Other cooperating agencies are the Lubbock
County Juvenile Probation Offic , the Lubbock County Juvenile Board, Texas
Department of Human Resources, ubbock Council on Alcoholism, etc.
On January 23, 1984, the Lubbock Police Department and Lubbock Public Schools
implemented a pilot program wit one officer in one Junior High School to see
if a School Resource Officer Pr gram was feasable (see attached operating
guidelines). The initial Ur
s of the pilot program has shown the need to
expand the program and make it permanent part of the Lubbock Police Department.
4. GEOGRAPHIC LOCATION.
The location of the project will be in schools operated by the Lubbock Independent
School District, within the city lifts of Lubbock, Texas.

General Instructions
INSTRUCTIONS
This form is designed so that application can be made for
funds from one or more grant programs. In preparing the
budget, adhere to any existing Federal grantor agency
Videlines which prescribe how and whether budgeted
amounts should be separately shown for different functions
or activities within the program. For some programs, grant•
or agencies may require budgets to be separately shown by
function or activity. For other programs, grantor agencies
may not require a breakdown by function or activity. Sec.
tions A, S. C, and D should include budget estimates for
the whole project except when applying for assistance
which requires Federal authorization in annual Or other
funding period increments. In the latter case, Sections A, B.
C, and D should provide the budget for the first budget
period (usually a year) and Section E should present the
need for Federal assistance in the subsequent budget pers.

PART IV
PROGRAM NARRATIVE
Prepare the program narrative statement in accordance with
the following instructions for all new grant programs. Re-
quests for continuation or refunding and changes on an
approved project should respond to item 5b only. Requests
for supplemental assistance should respond to question 6c
only.
1. OBJECTIVES AND NEED FOR THIS ASSISTANCE.
Pinpoint any relevant physical, economic, social, financial,
institutional, or other problems requiring a solution. Dem-
onstrate tthe need for assistance and state the principal and
subordinate objectives of the project Supporting document
tation or other testimonies from concerned interests other
then the applicant may be used. Any relevant data based on
planning studies should be included or footnoted.
2. RESULTS OR BENEFITS EXPECTED.
Identify results and benefits to be derived. For example,
when applying for a grant to establish a neighborhood
health center provide. a description of who will occupy the
facility, how the facility will be used, and how the facility
will benefit the paneral public.
i APPROACH.
a. Outline a plan of action pertaining to the scope and
detail of how the proposed work will be aceom
plidwd for each grant program, function or activity,
provided in the budget. Cite factors which might ac-
celerate or decelerate the work and your reason for
taking this approach as opposed to other. Describe
any unusual features of the project such a design or
technological innovations, reductions in cost or time,
or extraordinary social and community involvement.
b. Provide for each grant program, function or activity,
Quantitative monthly or quarterly projections of the
accomplishments to be achieved in such terms as the
number of jobs created; the number of people served;
and the number of patients treated. When accom-
plishments cannot be quantified by activity or tune
tion. list them in chronological order to show the
schedule of accomplishments and their target dates.

the results and successes of the project- Explain the
methodology that will be used to determine if the

The phrase "Federal financial assistance' includes any form of loan,
grant, guaranty, insurance payment, rebate, subsidy, disaster assistance
loan or grant, or any other fora of direct or indirect Federal assistance.
12. It will assist the Federal grantor agency in its compliance with
Section 106 of the National Historic Preservation Act of 1966 as amended
(16 U.S.C. 470), Executive Order 11593, and the Archeological and Historic
Preservation Act of 1966 (16 U.S.C. 469a-1 et seq.) by (a) consulting with
the State Historic Preservation Officer on the conduct of investigations,
as necessary, to identify properties listed in or eligible for inclusion
in the National Register of Historic Places that are subject to adverse
effects (see 36 CFR Part 800.8) by the activity, and notifying the Federal
grantor agency of the existence of any such properties, and by
(b) complying with all requirements established by the Federal grantor
agency to avoid or mitigate adverse effects upon such properties.
13. It will comply with the Uniform Grant and Contract Management Standards
(UGCMS) developed under the directive of the Uniform Grant and Contract
