HomeMy WebLinkAboutResolution - 1609 - Long Range Goals Program - Lubbock_ 2005 - 09_08_1984RESOLUTION 1609 - 3/8/84 JCB:nb RF,m IITTnN WHEREAS, The City Council has received valuable contributions from various citizen committees; and WHEREAS, The City Council believes that the future of Lubbock depends on the Community's vision and ability to turn that vision into reality; and WHEREAS, The City Council wishes to involve as many citizens from as many diverse interests as possible to help plan that future; and WHEREAS, The creative ideas of citizens can best be utilized if properly organized and their mission clarified; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: That, there is hereby created a long range planning process to provide the mechanism for the development of goals to guide the actions of both public and private groups interested in ensuring that Lubbock experiences quality urban growth in the next twenty (20) years; and That, the long range goals program shall be entitled Lubbock: 2005; and That, a citizens committee bearing the same title as the program is hereby created to be composed of a Chairman, appointed by the Mayor, and ninety (90) members who shall be appointed by the City Council. The membership of the Lubbock: 2005 Committee shall be made up of the follow- ing: 1. Representatives of various community based organizations. 2. Representatives of various professions. 3. Representatives of the community at large. That, the Lubbock: 2005 Committee shall be divided into the following Sub -Committees: Economic Development Transportation Housing and Neighborhoods Urban Design Recreation, Open Space and Cultural Affairs Health, Education, Safety and Human Services Land Use and Environment Utilities Government Structure That, each Sub -Committee shall have a chairman who is appointed by unanimous consent of the City Council, and nine (9) Committee members for a total of ten (10) on each Sub -Committee. Each Sub -Committee shall work within the mission statements as set forth in Attachment A to this Resolu- tion. That, each Sub -Committee will develop preliminary needs to be re- viewed, define the issues to be considered, conduct public hearings to receive citizen input, review the results of citizen surveys and compile the information gathered into goals statements and present those to the Steering Committee. f That, a Steering Committee of the Lubbock: 2005 Committee is hereby established, to be composed of the Chairman of the Lubbock: 2005 Committee and the Chairman of each of the Sub -Committees listed above. The Steering Committee will monitor the progress of the Sub -Committees, review the goals Istatements prepared by the Sub -Committees, prioritize the goals, conduct a public hearing on the goals developed by the Sub -Committees, develop final goals statements and a final report to be presented to the City Council. i That, the City Manager shall appoint a member of his staff to be designated as the overall coordinator of the Lubbock: 2005 Project, shall appoint other staff members to act as liaison for the Sub -Committees and shall provide all necessary assistance to the Committee. The overall coordinator shall direct the development of rules and proce- dures for the Committee and Sub -Committees, provide for the development of 'training manuals for the Committee members and orientation and training for the Committee members, coordinate and monitor the entire process, provide staff support for the Steering Committee and direct the development of the implementation plan. -2- That, the City Council shall establish the mission statements which will guide the Committees and Sub -Committees, establish the date the Committee is to complete its work, and the dates that various tasks and reports are to be made to the City Council in accordance with Attachment A to this Resolution. That, the Lubbock: 2005 Committee shall be activated for the period of time required to complete the process and make the recommendations to the City Council. Appointments for Chairman and members of the Committee shall be for the time period necessary to complete the process and make a recommendation to the City Council. ATTEST: i. W APPROVED AS TO CONTENT: ��--I / Jim­IW6'lagg, ►�i��• .. -3- LUBBOCK: 2005 Lubbock: 2005 is a community -wide project involving both the City of Lubbock staff and the community in a joint effort to develop goals for the City of Lubbock which will provide both long and short range goals for the community. First, the goals will be established from citizens' input, second, a schedule for accomplishing the goals will be developed and third, an e"valua- tion* of the achievement of the goals will be conducted on an on -going basis. The program -begins with the City Council soliciting input from numerous organizations and agencies to identify individuals within the community to serve on the nine sub -committees. Each sub -committee will focus on a special area: Economic Develop- ment; Transportation; Housing and Neighborhoods; Urban Design; Recreation, Open Space and Cultural Affairs; Health, Education, Safety and Human Services; Land Use and Environment; Utilities; and Government Structure. Each sub -committee will have between nine and eighteen members. The chairman of each of the sub- committees will serve on a Steering Committee, which will monitor the overall program and provide guidance and direction throughout the process. Following orientation and training for the members of the sub -committee, the sub -committees will identify preliminary issues and concerns and will then conduct public hearings to obtain citizen input. In addition, a citizen survey will be conducted to obtain additional input on specific goals. Each of the sub -committees, from the input obtained from the citizens, will prepare goals statements and present these to the Steering Committee. The Steering Committee is responsible for compiling this information from the various sub -committees into a goals -program to be submitted to the City Council for review. Follow- ing Council review, the Steering Committee will then conduct additional public hearings in various sectors of the community. The goals will be refined based on the input from the citizens, and will be presented to the City Council for final review. An implementation plan to achieve these goals will be prepared. The implementation plan will include policy statements, specific objectives, potential cost, and a schedule of activities. The plan will serve as a planning document for the City of Lubbock in future capital projects programming and activities. -1- LUBBOCK: 2005 SUMMARY OF PROCESS 1. City Council: Will review the options for a goals -setting program, approve a goal program including procedure and training manuals, appoint a steering committee; select representatives from various organizations for subcommittee appointments; review the preliminary goals statements prior to the final public hearing; -adopt goal statements; and adopt implementation plan. 2. - Staff: Will develop long-range plans for basic operations, programs and projects, trend analysis, growth scenarios,and environmental issues maps; would prepare procedures and training manuals for committee members; would conduct orientation and training for committee members; would provide staff support for committees; would coordinate and monitor the process; and would develop an implementation plan which includes policies, strategies, time schedules and an indication of the responsible implementor. 3. Subcommittees: A separate subcommittee will be appointed for eac a ement. A subcommittee will develop preliminary - needs, define issues and conduct the initial public hearing; compile information from the citizen surveys and public hearings into preliminary goal statements and present preliminary report to the Steering Committee. 4. Steerin� Committee: Will monitor the progress of the su ccommit e� es, review iew the preliminary goals compiled by the subcommittees, present preliminary goals to City Council, conduct the final public hearings, define goal statements, and present the final report to the City Council for adoption. -2- LUBBOCK: 2005 OVERALL MISSION STATEMENT The purpose of Lubbock: 2005 is to identify and develop a set of imaginative strategies to guide the actions of both public and private groups interested in'insuring that the future of Lubbock is one of quality urban growth. Additionally, the process is aimed at developing a community consensus through which the dreams for the community --those positive though often vague images, thoughts, and emotions about what we want our community to be --are turned into reality through the process of setting strategies and then following plans to achieve them. -3- 1. 2. ECONOMIC DEVELOPMENT Mission Statement: Evaluate, develop, and.recommend comprehensive community -wide goals which provide the framework for public and private policies and strategies for improved economic growth and conditions which. benefit -all citizens. Issues: Economic development Employment Commercial development and redevelopment Minority businesses Impact of State and Federal Agribusinesses Central business district HEALTH, EDUCATION, SAFETY AND HUMAN SERVICES Mission Statement: Evaluate, develop, and recommend comprehensive community -wide goals which will encourage public and private policies, practices and cooperation to insure the availability, accessibility, and quality of health care systems, basic services, and human services for all citizens. Issues: Basic services Fire Police Hearth Education Library Human services -4- 3. TRANSPORTATION Mission Statement: Evaluate, develop, and recommend comprehensive urban transpor- tation goals which.result in an economically feasible transpor- tation system that responds to business, industry and residential needs and are sensitive to the natural and man made environment. Issues: Air transportation Streets and bridges Signals and lighting Public transportation Rail transportation Pedestrian and bike facilities Movement of goods/services Financing Land use coordination 4. GOVERNMENTAL SYSTEMS Mission Statement: Evaluate, develop, and recommend comprehensive goals which provide a framework for a regional governmental system which responds to regional needs and understanding of regional com- munity issues and citizen participation. Issues: Metro -Government 5. UTILITIES Mission Statement: Evaluate, develop, and recommend goals to enforce the develop- ment, conservation, and management of resources which are sensitive to the natural environment, urban growth, and financial capabilities of the community. 515 Issues: Water development Waste water collection and disposal Solid waste management . HOUSING AND NEIGHBORHOODS Mission Statement: Evaluate, develop, and recommend comprehensive goals which promote safe and decent housing for all citizens, stable and identifiable neighborhoods, and the removal of urban blight. Issues: Land uses Preservation Financing alternatives Code enforcement (housing, weeds, junk vehicles, building codes) Traffic patterns Neighborhood self-help Public/Private Actions Redevelopment 7. URBAN DESIGN Mission Statement: Evaluate, develop, and recommend comprehensive goals which encourage a positive urban image which reflects Lubbock.'s history, heritage and progressive civic pride. Issues: Adaptive reuse` Historic preservation Street scape design (landscape, utilities, lighting, street furniture, etc.) Building facades Art in public places Public/private action Natural features �•� 8. LAND USE Mission Statement: Evaluate, develop, and recommend goals which provide an effi- cient, planned, balanced growth of residential, commercial, industrial, and public land uses which maintain natural and unique physical quality. RECREATION, OPEN SPACE AND CULTURAL AFFAIRS Mission Statement: Evaluate, develop, and recommend goals which create, enhance and preserve a variety of public and private recreational, cultural, and arts activities accessible to all citizens. Issues: Financing Maintenance Public/Private cooperation Development Assessing Interest and needs Preservation of natural areas Programming dt LUBBOCK: 2005 PROGRAM DESCRIPTION Task Time Frame 1. Staff Develops Long Range Plans November 15, 1983- February 15, 1984 In November, departments were asked to identify the need for capital projects for the next twenty years in five-year increments. 2. Council Review Goals Program Options January 16-20, 1984 The members of the Council will review the various alternative approaches to conducting a goals program. 3. City Manager and Mayor Review Goals February 6, 1984 Program with the Chamber of Commerce City Manager and Mayor will review the Future of Lubbock goals program with the Executive Director of the Chamber of Commerce to investigate a possible consolidation with the Goals for the 80's program and solicit support. 4. Staff Develops Trend Analysis, Growth February 1-June 15 Scenarios, and Environmental Issues Maps 1984 The Planning Department staff will prepare trend analy- sis; growth.scenarios, and related maps which will, be presented to the members of the sub -committees as background information in establishing goals. 5. Staff Develops Procedures and February 1-April 5 Training Manuals 1984 The City Manager's and Community Development staff hired for this project will develop procedures manuals and training materials to be used in training members of sub -committees to conduct public meetings. am Lubbock: 2005 Project Description 6. Council Solicits Input for Committee Appointments February 27- March 23, 1984 The Counci 1 wi 11 request nominees from organizations and agencies for appointments to the various sub -committees. Agencies wi 11 be asked to nominate at least two people more than what is needed to allow the Council to select appointees to the sub -committees. For those agencies which need to nominate representatives bas'ed on specific expertise in a particular area, those assignments will be identified to facilitate the appointment process. 7. City Manager Review Procedures Manual and Training Materials April 15, 1984 The City Manager will review the procedures manual and training materials to be used for sub -committee orienta- tion. 8. Council Reviews the Program Description April 26, 1984 and Procedure and Training Manuals The City Council will review the program description and the procedure and training manuals to be used during the process. 9. Staff Develops Information Packet for Sub -Committees April 15-June 15 1984 The Future Lubbock Project staff will prepare individual packets for each of the sub -committee members. The information will be used during the training program and as back-up information during the goal -setting process. 10. Council Adopts Goal Program, Procedure Manuals and Timetable May 24, 1984- The City Council formally adopts the goals program, the program description, procedure manuals and timetable.. ST Lubbock: 2005 Program Description 11. The Mayor Appoints the Chairman of the Steering Committee and the Council Appoints the Members of the Sub -Committee May 24-June 7, 1984 From the list of nominees received from organizations and agencies, the City Council will appoint members to the sub -committees and wi l l designate the chairman of each sub -committee which would then form the Steering Commit- tee. The Mayor will appoint the Chairman of the Steering Committee. 12. City Manager Identifies Staff Liaisons May 24-July 15 The City Manager appoints specific staff members to serve as liaisons to the sub -committees. Training for the staff liaisons would be conducted. 13. Council Reviews Trend Analysis, Growth Scenarios, and Environmental Issues Maps July 12, 1984' The Council reviews the trend analysis, growth scenarios, and environmental issues maps that will be presented to the sub -committees during the training process. 14. Staff Conduct Committee Training July 15-August 15 1984 The staff will conduct a central orientation program for the members of the sub-committees.The training will include basic information on conducting public hearings, establishing goals, and a general over -view of the trend analysis, growth scenarios and environmental issues maps. -10-. Sub -Committees Identify Preliminary Needs and Issues August 15-Sept. 15 1984 The sub -committees will conduct planning sessions to identify preliminary needs and issues that will be used during the public hearings. 16. Staff Conduct Citizen Survey August 15-Oct. 15 1984 The Future Lubbock Project staff wi 11 develop a survey instrument and conduct a citizen survey to obtain input which will be provided to the respective sub -committees and used in formulating goals statements. 17. Sub -Committee Will Conduct Public Hearings Sept. 15-Oct. 15 1984 The .sub -committees, with staff assistance, will advertise and conduct the public hearings to obtain citizen input on goals. 18. Sub -Committee Compile Goals and Oct. 1-Dec. 10 Present to Steering Committee 1984 The sub -committees, with staff assistance, will prepare goals statements from the information obtained at public hearings and from the citizen survey and will present goal statements to the Steering Committee. 19. Steering Committee Refine Goals Feb. 15-April 15 Statements 1985 Following the public hearings, the Steering Committee will refine the goals statements from the citizen input obtained. 23. The City Council Will Review the April 4, 1985 Goals Statements Presented by the Steering Committee 24., Council Adopt Goals Statements April 18, 1985 The City Council will formally adopt the goals statements as the goals for the City of Lubbock for the next twenty years. 25. Staff Develop Implementation Plan April 18-June 30, 1985 The staff will develop an implementation plan to achieve the goals. The implementation plan will include policy statements, specific objectives, potential cost, time- table and other pertinent information. -12-. Lubbock: 2005 Project Description 26. City Manager Review Implementation Plan July 15, 1985 The City Manager will review the implementation plan that has been developed by the City staff. 27. Council Review and Adopt Implementation August 8, 1985 Plan' The City Council will review the implementation plan _ developed by the staff and will adopt the plan as the formal planning document for City projects. 28.
