WHEREAS, The City Council has received valuable contributions from
various citizen committees; and
WHEREAS, The City Council believes that the future of Lubbock depends
on the Community's vision and ability to turn that vision into reality; and
WHEREAS, The City Council wishes to involve as many citizens from as
many diverse interests as possible to help plan that future; and
WHEREAS, The creative ideas of citizens can best be utilized if
properly organized and their mission clarified; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
That, there is hereby created a long range planning process to provide
the mechanism for the development of goals to guide the actions of both
public and private groups interested in ensuring that Lubbock experiences
quality urban growth in the next twenty (20) years; and
That, the long range goals program shall be entitled Lubbock: 2005;
and
That, a citizens committee bearing the same title as the program is
hereby created to be composed of a Chairman, appointed by the Mayor, and
ninety (90) members who shall be appointed by the City Council. The
membership of the Lubbock: 2005 Committee shall be made up of the follow-
ing:
1. Representatives of various community based organizations.
2. Representatives of various professions.
3. Representatives of the community at large.
That, the Lubbock: 2005 Committee shall be divided into the following
Sub -Committees:
Economic Development
Transportation
Housing and Neighborhoods
Urban Design
Recreation, Open Space and Cultural Affairs
Health, Education, Safety and Human Services
Land Use and Environment
Utilities
Government Structure
That, each Sub -Committee shall have a chairman who is appointed by
unanimous consent of the City Council, and nine (9) Committee members for a
total of ten (10) on each Sub -Committee. Each Sub -Committee shall work
within the mission statements as set forth in Attachment A to this Resolu-
tion.
That, each Sub -Committee will develop preliminary needs to be re-
viewed, define the issues to be considered, conduct public hearings to
receive citizen input, review the results of citizen surveys and compile
the information gathered into goals statements and present those to the
Steering Committee.
f That, a Steering Committee of the Lubbock: 2005 Committee is hereby
established, to be composed of the Chairman of the Lubbock: 2005 Committee
and the Chairman of each of the Sub -Committees listed above. The Steering
Committee will monitor the progress of the Sub -Committees, review the goals
Istatements prepared by the Sub -Committees, prioritize the goals, conduct a
public hearing on the goals developed by the Sub -Committees, develop final
goals statements and a final report to be presented to the City Council.

That, the City Manager shall appoint a member of his staff to be
designated as the overall coordinator of the Lubbock: 2005 Project, shall
appoint other staff members to act as liaison for the Sub -Committees and
shall provide all necessary assistance to the Committee.
The overall coordinator shall direct the development of rules and proce-
dures for the Committee and Sub -Committees, provide for the development of
'training manuals for the Committee members and orientation and training for
the Committee members, coordinate and monitor the entire process, provide
staff support for the Steering Committee and direct the development of the
implementation plan.

That, the City Council shall establish the mission statements which
will guide the Committees and Sub -Committees, establish the date the
Committee is to complete its work, and the dates that various tasks and
reports are to be made to the City Council in accordance with Attachment A
to this Resolution.
That, the Lubbock: 2005 Committee shall be activated for the period
of time required to complete the process and make the recommendations to
the City Council. Appointments for Chairman and members of the Committee
shall be for the time period necessary to complete the process and make a
recommendation to the City Council.

LUBBOCK: 2005
Lubbock: 2005 is a community -wide project involving both the
City of Lubbock staff and the community in a joint effort to
develop goals for the City of Lubbock which will provide both
long and short range goals for the community. First, the goals
will be established from citizens' input, second, a schedule for
accomplishing the goals will be developed and third, an e"valua-
tion* of the achievement of the goals will be conducted on an
on -going basis.
The program -begins with the City Council soliciting input from
numerous organizations and agencies to identify individuals
within the community to serve on the nine sub -committees. Each
sub -committee will focus on a special area: Economic Develop-
ment; Transportation; Housing and Neighborhoods; Urban Design;
Recreation, Open Space and Cultural Affairs; Health, Education,
Safety and Human Services; Land Use and Environment; Utilities;
and Government Structure. Each sub -committee will have between
nine and eighteen members. The chairman of each of the sub-
committees will serve on a Steering Committee, which will monitor
the overall program and provide guidance and direction throughout
the process.
Following orientation and training for the members of the
sub -committee, the sub -committees will identify preliminary
issues and concerns and will then conduct public hearings to
obtain citizen input. In addition, a citizen survey will be
conducted to obtain additional input on specific goals. Each of
the sub -committees, from the input obtained from the citizens,
will prepare goals statements and present these to the Steering
Committee. The Steering Committee is responsible for compiling
this information from the various sub -committees into a goals
-program to be submitted to the City Council for review. Follow-
ing Council review, the Steering Committee will then conduct
additional public hearings in various sectors of the community.
The goals will be refined based on the input from the citizens,
and will be presented to the City Council for final review.
An implementation plan to achieve these goals will be prepared.
The implementation plan will include policy statements, specific
objectives, potential cost, and a schedule of activities. The
plan will serve as a planning document for the City of Lubbock in
future capital projects programming and activities.

SUMMARY OF PROCESS
1. City Council: Will review the options for a goals -setting
program, approve a goal program including procedure and
training manuals, appoint a steering committee; select
representatives from various organizations for subcommittee
appointments; review the preliminary goals statements prior
to the final public hearing; -adopt goal statements; and
adopt implementation plan.
2. - Staff: Will develop long-range plans for basic operations,
programs and projects, trend analysis, growth scenarios,and
environmental issues maps; would prepare procedures and
training manuals for committee members; would conduct
orientation and training for committee members; would
provide staff support for committees; would coordinate and
monitor the process; and would develop an implementation
plan which includes policies, strategies, time schedules and
an indication of the responsible implementor.
3. Subcommittees: A separate subcommittee will be appointed
for eac a ement. A subcommittee will develop preliminary -
needs, define issues and conduct the initial public hearing;
compile information from the citizen surveys and public
hearings into preliminary goal statements and present
preliminary report to the Steering Committee.
4. Steerin� Committee: Will monitor the progress of the
su ccommit e� es, review iew the preliminary goals compiled by the
subcommittees, present preliminary goals to City Council,
conduct the final public hearings, define goal statements,
and present the final report to the City Council for
adoption.

OVERALL MISSION STATEMENT
The purpose of Lubbock: 2005 is to identify and develop a set
of imaginative strategies to guide the actions of both public and
private groups interested in'insuring that the future of Lubbock
is one of quality urban growth.
Additionally, the process is aimed at developing a community
consensus through which the dreams for the community --those
positive though often vague images, thoughts, and emotions about
what we want our community to be --are turned into reality through
the process of setting strategies and then following plans to
achieve them.

Evaluate, develop, and recommend comprehensive urban transpor-
tation goals which.result in an economically feasible transpor-

munity issues and citizen participation.

Mission Statement:
Evaluate, develop, and recommend goals to enforce the develop-
ment, conservation, and management of resources which are
sensitive to the natural environment, urban growth, and financial
capabilities of the community.

1. Staff Develops Long Range Plans November 15, 1983-
February 15, 1984
In November, departments were asked to identify the need
for capital projects for the next twenty years in
five-year increments.
2. Council Review Goals Program Options January 16-20, 1984
The members of the Council will review the various
alternative approaches to conducting a goals program.
3. City Manager and Mayor Review Goals February 6, 1984
Program with the Chamber of Commerce
City Manager and Mayor will review the Future of Lubbock
goals program with the Executive Director of the Chamber
of Commerce to investigate a possible consolidation with
the Goals for the 80's program and solicit support.
4. Staff Develops Trend Analysis, Growth February 1-June 15
Scenarios, and Environmental Issues Maps 1984
The Planning Department staff will prepare trend analy-
sis; growth.scenarios, and related maps which will, be
presented to the members of the sub -committees as
background information in establishing goals.
5. Staff Develops Procedures and February 1-April 5
Training Manuals 1984
The City Manager's and Community Development staff hired
for this project will develop procedures manuals and
training materials to be used in training members of
sub -committees to conduct public meetings.

The Counci 1 wi 11 request nominees from organizations and
agencies for appointments to the various sub -committees.
Agencies wi 11 be asked to nominate at least two people
more than what is needed to allow the Council to select
appointees to the sub -committees. For those agencies
which need to nominate representatives bas'ed on specific
expertise in a particular area, those assignments will be
identified to facilitate the appointment process.

The City Manager will review the procedures manual and
training materials to be used for sub -committee orienta-
tion.
