HomeMy WebLinkAboutResolution - 1374A - Amendment #1 To Contract - HDR Inc - Overpass C-1 - 09_22_1983RESOLUTION 1374-A - 9/22/83 r1 C�%950 see JWF:da RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to execute for and on behalf of the City of Lubbock an Amendment No. 1 to a Contract dated May 28, 1983 entered into by and between said City and Henningson, Durham & Richardson, Inc., herein called "HDR", said Amendment No. 1 adding special and miscellaneous services herein authorized by the City by execution of this said amendment pursuant to Subdivision VII (17) of said original contract, this said Amendment No. 1 being submitted in form of letter of agreement submitted by HDR for acceptance by said City dated September 9, 1983, attached herewith which shall be spread upon the minutes of the Council and as spread upon the minutes of this Council shall constitute and be a part of this Resolution as if fully copied herein in detail. Box 2000 Lubbock, Texas 79457 Re: Quirt Avenue Dear Mr. Bertram: vv - At your request, we have reviewed the cost estimate of the "C-1" Design Concept contained in the report entitled "City of Lubbock - Quirt Avenue Extension Feasibility Study" dated May, 1980. We have found the unit prices used in determining the estimated construction cost to be higher than unit prices currently bid by contractors on similar projects. Upon further investigation of the "C-1" Design Concept, we found the vertical clearance shown for the overpass structure to be 23 feet above the existing railroad tracks. Current railroad design requires 26 feet of vertical clearance. It is our recommendation that schematic plans using current design criteria and an estimate of construction cost based on current unit prices be prepared to aid the City of Lubbock in determining if it is feasible to build an overpass at this time. We will prepare schematic plans using information previously obtianed in conjunction with current design criteria for vertical clearances and make other design modifications as directed by City of Lubbock engineering staff to determine an estimated construction cost of the "C-1" Design Concept. We will use current unit prices in the preparation of the cost estimate. The actual construction cost at the time the project is bid will depend on future price fluctuations within the construction industry. (HDR) in association with Parkhill, Smith & Cooper, Inc. (PSC) is pleased to submit to the City of Lubbock (City) the following proposal for providing additional professional services to prepare supplemental planning and cost information with regard to the Quirt Avenue grade separation project. The Special Services will include the following elements of work. A. SCOPE OF ADDITIONAL SPECIAL SERVICES Section VII (17) - Schematic Design of Overpass "C-1" Design Concept The schematic design phase consists of a review of the City's Overpass "C-1" Design Concept as contained in the report entitled "City of Lubbock - Quirt Avenue Extension Feasibility Study" dated May, 1980. Based upon information obtained from field topographic surveys, property surveys, and meetings with City of Lubbock engineering staff, Concept "C-1" design will be analyzed to the detail necessary to evaluate structure type, traffic safety, traffic performance, right-of-way requirements, utility relocations, drainage, railroad modifications and ease of construction. These analyses will provide the basis for development of an estimated construction cost of the Concept "C-1" design, with design modifications and adjustments as necessary to meet the present needs of the City. In addition to obtaining all topographic surveys, property surveys, and property ownership information, all existing utilities within the project area will be located to determine potential conflicts with the proposed roadway, structure, and storm drainage designs. Page Two September 9, 1983 The final proposed aligment for "C-1" will be determined to minimize conflict with existing railroad facilities. Preliminary plan and profile sheets: for the roadway and intersecting streets and preliminary bridge and retaining wall layouts will be developed for use in preparing the preliminary construction cost estimate. Design Concept "C-1" may require modification to the existing railroad facilities. In the event this is determined, engineering analyses will be performed in sufficient detail to determine the extent of rail modifications and associated construction costs. Schematic design of relocated railroad facilities will not be performed. Preliminary bridge structure depth as related to the proposed profile grade of Quirt Avenue will be developed in sufficient detail as necessary to develop estimates of construction cost. A schematic bridge layout will be prepared for Overpass Design Concept "C-1". The layout will include the necessary roadway geometry, as related to a specific structure and also to the railroad under the structure. Approximate span lengths and the approximate total length of structures will be identified. Minimum vertical clearances will be determined for structures over all roadways and railroads. Operational needs and possible temporary modifications to the Atchison, Topeka and Santa Fe and Burlington Northern Railroads will be identified. In development of the bridge layout the following tasks will - be performed. 1. Obtain and review basic roadway widths, roadway geometry and profiles. 2. Prepare schematic layout establishing basic dimensions of structure. 3. Confer with ATSF and BN Railroads for horizontal clearances and operational requirements. 4. Modify and verify geometrics including vertical and horizontal clearances. 5. Prepare schematic bridge layout for structure including information required by ATSF and BN Railroads and City. Page Three September 9, 1983 Storm drainage requirements will be evaluated to determine the most economical and efficient means of draining the project while ensuring protection of adjacent properties. The proposed pavement drainage system will be evaluated to determine the number and location of inlets and manholes, the length and diameters of pipes, and the need for any special drainage structures. Upon completion of the schematic design, quantities will be calculated based on roadway geometrics, bridge and retaining walls, limits of paving, preliminary storm drainage design, utility adjustments and/or relocation, and pavement section. Costs for railroad modifications, if required, will include track adjustments and new track construction. Cost estimates for the proposed signalization system will be based on the preliminary signal design developed with the City staff. Cost estimates for additional right-of-way to be purchased for the "C-1" design will be based upon information provided to HDR by City of Lubbock right-of-way agents. Upon completion of project cost estimates, a design memorandum will be prepared outlining the design criteria used and any special conditions of design and construction. The memorandum will include a design narrative, schematic plans, drainage area map and recommendations for utility relocations, railroad modifications, right-of-way acquisition, and total estimated project cost. Schematic Design of Overpass "C-1" Design Concept For development of the schematic design the following tasks will be performed: 1. Develop Project Criteria for Bridge Alternative a. Design Speed b. BASIS OF COMPENSATION For providing the Scope of Additional Special Services outlined above, we propose to be paid in accordance with Section VII of our contract dated May 28, 1983. Section VII covers special assignments and services not included in our basic compensation. For the above services rendered, the City shall pay HDR on an hourly basis in accordance with the schedule set forth in Section VII. In addition, the City shall pay HDR for all non -labor expenses at cost plus fifteen percent (15%). The total amount which the City shall pay to Page Five September 9, 1983 HDR for the above additional special services rendered shall not exceed Thirty -Five Thousand and Noj100 Dollars ($35,000), unless the scope of services is increased and the City and HDR mutually agree to increase the maximum amount. Partial payments for the above services shall be made monthly, by the City, in accordance with Section VI, Paragraph A of our contract dated May 28, 1983, upon presentation of monthly statements by HDR for such services. C. TIME FOR COMPLETION The estimated time for completion of the above services is forty-five (45) calendar days after the City's written authorization to HDR to proceed with the work. We are submitting this proposal in six (6) copies. This proposal shall constitute Amendment No. 1 to the contract between HDR and the City of Lubbock dated May 28, 1983. If this proposal meets with your approval, please execute all copies in the space provided below, keep three (3) copies for your files, and return three (3) copies to this office.
