The advertisement for bids is by the City of Lubbock, Texas, for its municipally owned electric utility, Lubbock Power and Light. Any reference to Lubbock Power and Light shall be construed to mean the City of Lubbock, Texas. INSTRUCTIONS TO BIDDERS A. All bids must be quoted on the white document entitled ."City of Lubbock Request for Quotation". Such document must be signed by the Bidder. Such specifications will form a part of the contract entered into between the City of Lubbock and the successful Bidder. C. Each bidder shall thoroughly and fully inform himself of all factors which would affect the prosecution and completion of the work and cost thereof. It shall be understood and agreed that all such factors have been investigated and considered in the preparation of every proposal submitted. There shall be no subsequent financial adjustment to any contract awarded which is based on the lack of such.prior information or its effect on- the-. cost of the work: G. All sheets of the Instructions to Bidders, proposal forms, Contract Agreement, General Conditions, and Specifications shall be bound and contained together when submitted and filed with the City of Lubbock, Texas. Such sheets shall be part of the contract awarded. F. Exceptions to the specifications shall be kept to a mirimura, however, if exceptions are taken by the Bidder to the specifications, they shall be' clearly and completely noted on a separate attachment. Exceptions taken elsewhere shall not be considered as a part of the bid or subsequent contracts. If,any conflict arises between the specifications and the Bidder's proposal (other than exceptions duly noted), the specifications shall govern. GENERAL CONDITIONS A. The contract awarded to the successful Bidder shall be construed by and governed by the laws of the State of Texas. B. No payments made or certificates given shall be considered as conclusive evidence of the performance of the Contract,,either wholly or in part, nor shall any certificate or payment be construed as acceptance of defective materials, parts, systems, or work. Neither the final payment nor certificate nor any provision in the Contract shall relieve the Bidder of responsibility for faulty materials or workmanship, and he shall remedy any defects due thereto and pay for any damage to other materials or work resulting therefrom, which shall appear within a period of one year from the.date the system is placed in commercial operation. CONTRACT AGREEMENT (EQUIPMENT) THIS AGREEMENT, made and entered into this 2� day of January , 19 82, by and between The City of Lubbock, Texas acting through its Mayor and City Council thereunto duly authorized so to do, Party of the First Part, and hereinafter called the Purchaser, and General Electric Supply Co. a of , Party of the Second Part, and hereinafter called the Contractor. WITNESSETH: THAT WHEREAS, the Purchaser has caused to be prepared, in accordance with law, specifications, plans, and other contract documents for the work herein described, and has approved and adopted said documents, and has caused to be published, in the manner and for the time required by law, an advertisement for and in connection with acquiring an oil circuit breaker in accordance with the terms of this Contract; and WHEREAS, the said Contractor, in response to such advertisement, has submitted to the Purchaser, in the manner and at the time specified, a sealed proposal in accordance with the terms of said advertisement; and WHEREAS, the Purchaser, in the manner prescribed by law, has publicly opened, examined, and canvassed the proposals submitted in response to the published invitation therefor, and as a result of such canvass has determined and declared the aforesaid Contractor to be the best bidder for the said work and has duly awarded to the said Contractor a contract therefor, for the stun or sums named in the Contractor's proposal, a copy thereof being attached to and made a part of this Contract. NOW THEREFORE, in consideration of the compensation to be paid to the Contractor and of the mutual agreements herein contained, the Parties to these presents have agreed and hereby agree-, the -Purchaser for itself and its successors, and the Contractor for itself_, himself, or themselves, or its, his, or their successors and assigns, or its, his, or their executors and administrators, as follows: ARTICLE I. That the -Contractor shall (a) furnish all materials, supplies and equipment specified and required to be incorporated in and form a permanent part of the completed work; (b) Provide and perform all necessary work; and, in a good, substantial, and workmanlike manner and in accordance with the provisions of the General Conditions, and the Instructions to Bidders, (which are attached hereto and.made a part hereof) and in conformity with the Specifications Number 5E-0005-2-112381; (c) execute and complete all work included in and covered by the Purchaser's official award of this Contract to the said Contractor, such award being based on the acceptance by the Purchaser of the Contractor's proposal, or part thereof, as follows: 69KV OIL CIRCUIT BREAKER ARTICLE II. That the Purchaser shall pay to the Contractor for the performance of the work embraced in this Contract, and the Contractor will accept as full compensation therefor, the sum (subject to adjustment as pro- vided by the Contract) of Twenty seven thousand five hundred ninety dollars and no/100 (s 27,590.00 ) for all work covered by and included in the Contract award and designated in the foregoing Article I. ARTICLE III. The Contractor shall proceed with the work to be performed under the provisions of this Contract on, or within ten (10) days following, the date of public acceptance of the Contractor's proposal by the Purchaser. Contractor shall not delay the start of the work to be performed'under the provisions of this Contract except by written order from the Purchaser. If the Contract is to be signed by any person other than the President or Vice President, then a Board Resolution authorizing said person to sign and bind the firm must be included with each copy of the Contract. 69 K-%?, OIL CIRCUIT BRtXX_rR5 '••" 1. 0 CiAiFsFiL . 1 .1 INTENT This' specification describes the requirements for outdoor power :circuit breakers, the circuit breakers are to be installed at 3300 feet elevation and located at a substation site of Lubbock Power and Light in Lubbock, Texas. , 1.2 LIMITATIONS Sealed bids will be received by the purchasing agent of the City. of Lubbock as described on the attached bid request. Proposals may be withdrawn, altered, and re -.submitted at any time before the specified time of bid open- ing. Proposals may not be withdrawn, altered, or re -submitted after bid opening. The City of Lubbock reserves the right to accept the bid which, in its judge- _ went is the lowest and/or best bid; to reject any and all bids; .and to waive irregularities and informalities in any or all bids submitted.. Bids received after the specified time of closing will be returned unopened. All bidders shall attach to the bid a copy of their current pr'ci ing policy. '27 This pricing policy will remain in effect for the term of this bid. Alternate pricing is acceptable; such as bidding oil circuit breakers at a firm price in addition to a bid based on an escalation clause. If the prices aie subject to an escalation clause, the base indices to be used are as follows: Labor 7.60, Steel 344.9, Copper Products 206.3, and Oil 813.4. (Monthly Labor Review publication October 1981). We will accept a statement of maximum escalation. Bids will be evaluated on the basis of compliance with specifica- tions, price, delivery, and operational experience with bidders products. 1.3 OUALIFICATIOhS It is the intent of Lubbock Power and Light to obtain oil circuit breakers that incorporate advancements and improvements of the "state of the art" that have successfully been proven to give long, dependable, and reliable service. The circuit breakers described in the specification shall be manufactured in accordance with the most reliable methods employed in the industry to assure a finished product of the hichest quality available. Only new materials shall be used*to fabricate the circuit breakers described herein. 'The successful bidder shall not change the design or construction of the circuit breaker supplied from that which was indicated or described in his bid unless approval is received from Lubbock Power and Light, Distribution Engineering Department. The successful bidder shall permit authorized rez.resentatives of Lubbock Power and Light the opportunity to inspect the manufacturing facilities at a ,Lme which is also agreeable to both parties if it is decided advisable to do so. The purpose of such a visit would be to examine the circuit breakers during fabrication or test to satisfy the purchasers representative that the fi:iiEhed product unit would conform to specifications. - 1 - acceptable manufacturers for oil circuit breakers are General Electric, Westinghouse, Allis-Chalmers, McGraw -Edison, and ITE. ^'1.4 REQUIRED INFORMATION f Each bidder shall submit with his proposal, three copies of general descrip- tive literature of the units he proposes to furnish. To be included also shall be three (3) copies of applicable drawings. Include in these drawings copies of breaker outline drawing; breaker bushing drawings; bushing terminal draw- ings; breaker control schematic, wiring, and connection drawings; bushing current transformer curves for ratio and phase angling, bushing current trans- former nameplate, and connection diagram drawings, excitation characteristics, and ratio correction factor. Each bidder shall be required to furnish all applicable information as described in Section 11 of ANSI Standard C37.12-1969. Included also shall be price and delivery information. The successful bidder shall submit for approval six (6) sets of drawings and material described above as soon as is practical after receipt of order. In addition to the above items, the supplier shall include material as described in Section 12 of ANSI Standard C37.12-1969 along with any additional informa- tion the bidder feels necessary. Lubbock Power and Light shall be allowed three (3) weeks for drawing approval without delaying the date of shipment. Any work performed prior to drawing approval shall be done at the manufacturers own risk. 1.5 GUARcA.NTEE The successful bidder shall guarantee in writing that all work shall be correct and the equipment shall be of the highest quality they are capable of producing. The manufacturer shall agree to replace or repair, without expense to Lubbock Power and Light, all equipment which does not function properly or that is defective because of poor workmanship or imperfect material, which may occur within one (1) year from date of completion of equipment installation. 1.6 SHIPMENT The manufacturer shall prepare all equipment in a manner that will facilitate handling and will provide protection from darage while in transit. The manu- facturer shall be responsible for and make good any and all da.-nage caused by improper loading and/or improper preparations for shipment. The manufacturer shall be responsible for verifying that actual delivery can be made to the recuired location, and shall know of any physical limitations affectinc delivery. A.ny and all boxes and crates shall be suitably marked with Lubbock Power and Light's name, delivery destination, and purchase order number. Included with each box or crate will be a packing list showing the parts contained therein along with the purchase order number. 1.7 STAINMARDS The power oil breakers described by t_^_'_S specification shall be d sicned, 0+11 built,t:P-' tested and supplied in accordance wi^, SI Standard C37.12-1969, and all ANSI C37 Standards referred to therein. Applicable also are all newly issued A?�SI C37 Standards not listed therein but applicable to power cil circuit - 2 - breakers. rSG4-1968 shall also apply. This specification to}:es rre- Fedence over the above standards if any difference exists. Deviation from these standards will be acceptable only as described in. this specification or by special approval in writing from Lubbock -Power and Licht, Distribution Engineering Department, prior to ten (10) days 'before bid open- ing. it is the desire of Lubbock Power and Light to take advantage of the latest advances in the design of circuit breakers; the manufacturer a,ay therefore propose any alterations or deviations from the foregoing standards which he considers to be in the interest of Lubbock Power and Light. 2.0 DETAIL 2.1 RATING The outdoor oil circuit breakers described above will be installed in 67KV solidly grounded WYE system, and shall be of the following specifications: 72.5 KV Maximum rated voltage 2500 nominal 3 phase I.VA 160 KV rated low frequency withstand voltage 350 KV rated BIL impulse withstand voltage 1200 amp. rated continuous current 19000 anp. rated short circuit current 5 cycle rated interrupting time 20 cycle rated reclosing time Standard reclosing duty cycle 3 phase rating 60 Hertz rated frequency 2.2 CONSTRUCTION The three pole breakers shall be built in a single tank assembled on a single wide-angle frame for pad -mounting. The unit ASA 70 (Sky Gray) or approved equal. The bushings shall be 69 KV, 350 KV BIL Standard ANSI oil -filled TBI type com- plete with power factor taps. Bushing shall be-Sky,Gray,in color. Each unit shall be supplied. with 12 - 600:5A, M.R.C.T.Is with relaying accuracy of C2O0. Two C.T.'s per bushing. All C.T.'s will be wired out to terminal board ev_uipped with shorting strips for changing C.T. ratios. 2.3 CONTROL Operating mechanisms which are acceptable are either pnE,:rnatic, hydraulic or stored energy. The system supplied shall be ccniplete with all the necessary auxiliary components which are required to give satisfactory operation and shall be trip and pump -free. The tripping mechanism to be supplied shall be DC Shunt trip coil for 125 volt operation. Closing mechanism shall also be operated from 125 volts DC. The breaker control compar =ent shall be supplied v:_th ten (10) spare auxiliary switches, ie. five "A" ccntacts and five "B" contacts, in addition to those normally su=plie6 as standard. teazer voltage sall be 230 volts AC. The control Fanel shall be su___ied with a tuc-pole vis- i:.le break ciscon.necting device in the DC trite circuit separate from the re- c.,;-4-red ciscc.Lnecting device in the DC closing circuit. - 3 - 2.4 TiSTS The manufacturer shall perform and supply results of tests as described in C37.09-1964 and C37.09A-1964. 2.5 ACCESSORIES one (1) set of tank lifters shall be supplied. A pneumatic, hydraulic or electric type lifter is preferred over a manual type lifter. Necessary tools to manually close and trip the breaker shall be supplied. Special tools shall be supplied if required by the design to operate or maintain the breaker. The following additional accessories shall be incorporated in each of the breakers covered by this specification. 1. Oil drain valve and filling connection and sight gauge for each tank. 2. Position indicator, air tank pressure gauge (if applicable) and operation counter visible without opening housing door. 3. Provision for travel recorder. 4. External manual trip device which shall block electric closing after tripping breaker until manually reset. 5. Motor control, low pressure cut-off, and alarm air pressure switches with adjustable setting differential, if applicable. 6. Mechanism and control, housing door props. 7. Control cabinet light with door operated switch. 8. Running time meter with scale of 0-99,999 hours for compressor motor, if applicable. ::. 6 OIL Insulating oil in sufficient quantity to adequately fill the oil circuit breaker shall be furnished. The oil to be used in the oil circuit breakers shall be pure insulating oil of proper dielectric strength; unmixed with any other substance; uncontaminated by shipping container residue; and prepared and refined especially for use in high -voltage -oil circuit breakers.. The quality of oil,.and the--specific-quality control'tests to be made, shall be in-accordance.with latest ASTM'specifications. The supplier--shall-furnish the purchaser with the name of`the oil manufacturer and test specifications for the oil furnished. The dielectric strength of the oil when tested between one inch discs placed 0.10 inches apart, shall -be a minimum of 22,000 volts when drawn from the shipping containers; and shall be a minimum of 28,000 volts after dehydration and purification, if tested again as the oil is being inserted into the oil circuit breakers. It shall also meet a minimum test of 30,000'volts when drawn fro*n the sampling device in the bottom globe valve, after it has been in the breaker for a period of 46 hours. 3.0 INSTRUCTIONS All materials and equipment shall be F.O.B., Lubbock, Texas. 4.0 QUANTITY Quantity ............. Upon examination of the contract documents, it is found that the following items must be clarified in order for the contract to be properly executed: 1. In the Table of Conformance to Specifications which was a part of our Quotation No. 011582-1, exceptions were noted to Items 3.2.3, 4.3, and Section 11, I.C. In order to expedite the complete execution of this contract and to avoid any future misunder- standings, it is respectfully requested that our Quotation No. 011582-1, including the Point Requirements List and Table of Conformance be incorporated as part of the contract documents. 2. A minor disparity is also noted regarding delivery of the material in that Article 3 of your Contract Agreement indicates completion of the work by October 28, 1982. In accordance with our quoted delivery time of 9 months after receipt of order for the HPM-7010 Master Station and 120-150 days ARO for the remote terminal units, based upon our having initially received the order on February 10, 1982, the deliveries would be on or before November 10, 1982 for the master station and not later than July 10, 1982 for the remote terminal units. In accordance with our telephone conversation of March 17, 1982 with Mr. Joe Graham of Lubbock Power & Light, we are submitting herewith the executed copies of the contract with our quotation documents attached. REMOTE POINT LISTS SECTION I INTRODUCTION 1.1 GENERAL OUTLINE This document sets forth equipment and operation specifications for a supervisory control and data acquisition (SCADA) system for control and monitoring electric power distribution substations. 1.2 SYSTEM DESCRIPTION The SCADA system shall be comprised of a dual computer 'master station with dual color CRT displays, hardcopy outputs, and the specified number of remote units complete with cabinets, interposing. relays, and associated electronic subsystems. Communication between the master station and remote units is intended to be over leased tele- phone lines. Strict adherence to these general specifications is requested to facilitate consideration of proposals. Any exceptions to the specifi- cations should be clearly stated; if nQ exceptions are listed, it is assumed that the bidder meets all requirements as specified. - 1.3 EQUIPMENT RELIABILITY The manufacturer shall supply Lubbock 'Power and'Light, a customer's list for the past three (3) years, of user's of similar equipment as is being quoted to meet these specifications. 2.1 t 2.2 SECTION 2 COMMUNICATIONS COMMUNICATIONS AND MESSAGE SECURITY The SCADA system will operate in a master/slave configuration. The master station will initiate all operations and the remote stations will answer only when requested to do so by the master station. At the beginning of each transmission, there will be a, short delay (supplier shall state length of delay in milliseconds) after the transmitting dataset has been turned on and before the .message is sent-. This conditions the'line so the receiver on the line can be ready to recognize the intelligence that follows.. . No remote will respond to a message unless it passes the security checks and contains an interrogation or control -command valid.for that station. The coning scheme used to transmit control and in- dication data between stations will provide for elimination of errors caused by interference conditions on the interconnecting communications link. Message security is to be guaranteed by use of a Bose-Chaudhuri (BCH) 31/26-bit code (26 information bits and 5 parity bits); The 5 parity bits wi1J be generated using the, polynomial x5+x2+1. This technique will provide 100% detec- - tion of all single -bit errors, all 2-bit errors, and all errors that are within the 5-bit span. COMMUNICATIONS CHANNELS Communications from the master to the remote; or remote to master,' will utilize a voice -grade circuit (supplied by others) of leased telephone lines. Each circuit will have a maximum line loss -of 20 DB and a response curve of as much as 6-DB per 1000 Hz.- The SCADA system vendor will supply transient protection for communi- cations equipment at each end to at least 10KV. -All communications will be at the polling rate of 1200 bits per second. The system will be designed to operate over either a 2-wire or 4-wire circuit, and the vendor will quote the line switching equipment at the master station designed to switch a maximum of 4 circuits to the modem but equipped to switch,the initial 2 remotes only. The lin, multi- plexing equipment must be capable of operating either 2-wire or 4-wire. 2 SECTION 3 MASTER STATION 3.1 INTRODUCTION The master station will consist of a processor, disc, 48-line-by- 807character color graphic CRT, light pen, keyboard, 30-character- per -second impact printer, and necessary communications equipment. The hardware and software delivered will be the vendor's standard, including both an on-line SCADA operating system and an off-line station file editor. The SCADA operating system will be based in a PROM or ROM memory which is non-volatile and never require re- loading.- The station file editor will be disc -based, allowing the purchaser to edit the various station or system files in an off- line mode. The editor will also allow the purchaser to create his .own data base complete with station one -lines, analog limits, scale factors, breaker numbers, etc. The bidders are expected to quote materials and equipment necessary for dual system. 3.2 MASTER HARDWARE 3.2.1 COLOR CRT. The color CRT provided will have 48 lines with 80 char- acters per line and be capable of displaying 8 colors plus comple- ment and background color. A software program will be required to offset the entire display one character position every 2 hours to prevent burning the CRT face. 3.2.2 ALARM LOGGER. The alarm logger will be a Teletype Model 43 Printer or equivalent; thermal printers are not acceptable. Information printed will consist of all solicited and unsolicited operations by time of day, station name, device number, and device status. Distinctions will be made between solicited and unsolicited changes of status. Also required will be provision to log all status and analog data from any remote upon demand. Automatic hourly logs of KWH data will also be provided. 3.2.3 CONSOLE. The master station electronics, modem,_and color CRT will be mounted in a color -coordinated desk console approximately 32" deep by 66" wide by 28" high with an electronics pedestal (for 19" rack -mount equipment) on the side.The purchaser will only be required to provide power for the CRT and printer and terminate the telephone lines to complete installation of the master station and/or console. 3.2.4 TELEPHONE LINE MULTIPLEXER. A solid-state line -switch will be provided to multiplex an individual telephone circuit per RTU; re- lay multiplexing is not acceptable. The line switch will be cap- able of operating 2-wire or 4-wire, half -or full duplex. 3 3.3 POWER REQUIREMENTS The purchaser will supply 120 VAC 60 Hz power for the master station. 3.4 SYSTEM EXPANSION The master station will be capable of, and completely wired for, expansion to a maximum of 64 remote terminals, although the modems and communications cards provided initially will be for the specified number of remotes only.. Future expansion will be accomplished by the addition of plug-in printed circuit boards and modifications to the data base using the station file editor; no rewiring or reprogramming of the system will be required. In addition, the system is to have the capability of performin4 basic engi- neering programs and be designed to allow a full range of engineering pro- grams with only minor modifications or additions to the system. One line diagram development.data and LP&L engineering programs and data are to be stored on magnetic tape in addition to the computer system memory. The system required to input the information on magnetic tape and the system need- ed to put the data into the system memory is to be quoted with the master station. This is to facilitate replacing data which may have been lost_ due to system problems. 3.5 SYSTEM REDUNDANCY In order to promote the maximum in system reliability, the following will be qquotedtsted by the supplier for the master station -:in order. to achieve a fully' -dual 1. A second CPU with full back-up capability. 2. A second color CRT. 3. A second Teletype Model 43 Printer or equivalent to allow logging func- tions to be separated from operations recording functions. with two printers on the system, one will record all.station and system logs, while the second will record all system operations by time of day, station num- ber, circuit number, and device status. 4. A second disc drive to provide the purchaser the ability to copy the con- tents of one disc onto a second disc, which will be stored for future reference. .. 5. The system selected should have enough driving capability to -clearly power at least two CRT's at any given time. 3.6 SYSTEM OPERATION The CRT display will be organized into -at least 3 separate operating areas, as follows: 1. System Information and System Targets. This area could be the first 5 lines on the CRT, formatted as follows: the first line will be used for operator input through the keyboard and for constant display of the system time to the nearest one -second interval; the third line will display the various system targets by which the operator may access data within the system; the fifth line will be reserved for system functions, such as system load. 2. System Alarms. The bottom 8 lines of the display will be reserved for system alarms, which are presented in the order in which they.occur by substation name, time of day, device, and device status. A maximum of 8 alarms may be previewed in this area and acknowledged by the operator; `f.he operator will - not have to call up the station display to determine what status change has taken place. 4 3.. Station Displays. The remaining 32 lines will be reserved for station displays, which may be tabular, alphanumeric, or one - line schematic displays of the substation itself. This area (32 lines high by 78 columns wide) will be under full control of the station file editor,.allowing the purchaser the flexi- bility to display any type of data in any color or format de- sired. 3.6.1 SYSTEM TARGETS. As a minimum, the following system targets•will be required and will be accessible with the light pen: 1. ACKNOWLEDGE -Target. As, are detected by the system, • they will be displayed in the lefthand portion of the CRT on -the bottom 8-lines, and wil-1 disappear when the ACKNOWLEDGE target is activated with the light pen. Acknowledging alarms .,from the.list on the bottom of the CRT will eliminate the need to call up the individual substation display. 2. PAGE target. -For-those displays requiring more than one page, additional pages will be accessed_ by activating the PAGE tar- get with the light pen. 3. STATION MENU Target. A list of substations will be displayed on the CRT when the STATION MENU target is activated with the light pen. Stations will be displayed in 4 coiu_mns.of upt_o 16 stations per column, for a -maximum of 64. 4. ABNORMAL LIST Target. A .list of all abnormaI'conditions.in the system will be displayed when -the ABNORMAL LIST target is activated with .the light pen. The purchaser may -decide what is normal or abnormal for any device status within the system, as well as whether the device should be displayed on the ab- normal list at all, through the use of the station file editor. 5. -STATUS Target. When a substation one -line diagram is dis- played on the CRT, activation of the STATUS target will list. in tabular form the status of all devices within that substa- tion on a separate page of the display. 6. SYSTEM LOG Target. Activation of the SYSTEM LOG target will create a log of the data specified by the station log file. 7. PRINT Target. Activation of the PRINT target will cause what- ever information is currently displayed to be printed on the printer, except for the. one -line background itself. If this target is activated while a.one-line is displayed, all analog data for that station will be printed. if -the target is acti- vated while the abnormal list is displayed, the abnormal list will be printed. 3.6.2 STATION MENU. The station menu will consist of a maximum of 64 substations listed by name and/or number (up to-12 characters); along with a control target for each substation by.which it may be accessed with the light pen.. Selecting -6 -part i cµlar-target will cause the.station menu to disappear.and the station se�'ected to be displayed on the -CRT.. Station names or numbers -will be capable of taking on any one of four colors, depending on the station condi- tion, as follows: _ 1. White will be the normal color for substation names and/or numbers indicating the normal condition. 2. Cyan (light blue) will indicate a channel -fail condition or a remote -fail condition. 3. Red will indicate an unacknowledged alarm from a substation. 4. Magenta -will indicate that a station has'been tagged OUT OF SERVICE. Once tagged OUT OF SERVICE, all alarms will be in-_ hibited from that station and all control blocked. 3.63 STATUS SYSTEM: When a change of status is detected in any substa- - tion,.that substation name will flash in red on the station menu, When the station is called up on the display, the particular point in -alarm will be flashing. Activation of the ACKNOWLEDGE target, or the key on the key board, will acknowledge all alarms from that station, cease the flashing feature, and silence the audible alarm. The time required for the system to detect a change of status any- where within the system -will be a maximum of 3 seconds with 64 re- motes installed, using a 4-wire voice -grade communications circuit to each remote. Capability will exist to party -line a maximum of 16 remotes on a single circuit, without sacrificing the 3-second status update time. Y"3.6.4 TELEMETRY SYSTEM. All analog points within the remote terminals - will be updated in the master station approximately once every 30 seconds. Using the station file editor, -the purchaser may specify any 32 analog quantities from amy substation to -have both high and low limit capability. These limits will be checked at least once every 4 minutes, and if found to be out of limits, .will alarm in. the same manner as a status change. Normal analog quantities will be displayed in white, while out -of -limit quantities will be - displayed in green. 3.6.5 CONTROL SYSTEM: Control of -any device within a substation will re- quire a 3-step command sequence, as follows. 1. Using the light pen, select the point to be controlled (for example, OCB, reclosing relay, etc.), which will cause the command targets to appear in the lower righthand corner of the screen. The point selected will flash on the CRT, indicating it has been armed or selected. The operator -will then have 30 seconds in which to complete steps 2 and 3, or the -computer will automatically cancel the selection and.print a message to that effect. 2. Select the desired command target (for example, TRIP, CLOSE,etc.). 3. Select the EXECUTE target to cause the command to be carried out, or the CANCEL target to cancel the operation. 3.6.7 KiLOWA7"i-HOUR (KWH) LOG. At a predetermined interval (specified by.the purchaser) the master station will automatically log the KWH quantities from each substation or tie line on the printer. The computer will also keep day -to -date KWH quantity on a pre- 6 station basis, and at the end of each 24-hour interval, the total KWH used for each substation will be logged in a daily summary format. 3.7 STATION FILE EDITOR. The station file editor will be an off-line software system which can be accessed from the'disc'utilizing a system security code. The editor will be designed to create a disc -resident data base consisting of at least -the following types of files: 1. .Station Menu File, used to create the station menu display. 2. Substation Files, which support individual substations as follows: a) Status File - b) Telemetry File c) Control File d) index to the background file to be used for station display. 3'. Megawatt -hour (MWH) Daily Log File. 4. System Log File, accessed either hourly or from a control target. on the display. 5. System Load File, which defines which telemetry points within the system are to be used -to-compute the system load, for dynamic display. 6. Background File Directory, which can include up to a maximum of 64 one-li'ne backgrounds indexed by station. _ - 7. -System Message File, used to provide alarm messages which are not already standard within the -system; this will be a global file referenced by all station files. 8. .System Communications File, which will provide parameters nec- essary to support the communications modems, line multiplexing equipment, etc. ' b lam;) SECTION 4 REMOTE TERMINAL UNITS 4.1 INTRODUCTION. All remote terminal units (BTU's) will be of a microprocessor de- sign allowing the capability to reprogram a communications format at.a later date to interface to a foreign master station. RTU's will be identical in design, allowing for one set of spare cards to be used •in any remote in the system. Individual remote point requirements are listed in Section 12. Subsystems to be provided within each remote terminal will include: 1.'.Microprocessor subsystem 2. Communications subsystem 3. Digital imput subsystem 4. Analog input subsystem 5. Control output subsytem b. Interposing relay subsystem 7. 'Modem 8. DC/DC • inverter. 4.2 MICROPROCESSOR SUBSYSTEM. The microprocessor subsystem within each remote will incorporate the use of ultraviolet erasable PROM memories, allowing the remote to be reprogrammed at a later date without program reloading due to power outages, etc. A requirement to reload any of the remote software from mag tape, cards, paper.tape, etc., will be unacceptable. Communication from the master to remote and vice -versa will be over .voice -grade leased telephone and wi"1"1 take place at 1200 bits per second using frequency shift keyed (FSK) modems within the remote. Each remote will have a unique station address code which will also _ be switch -programmable and will be capable of being strapped on the back, of -'the a lect ron i cs file from 7-5 ,150 , 3 00 , 600-,1200, and 1800 bps.. 4.3 EQUIPMENT ENCLOSURE. Each remote unit will be provided 1 n an indoor 19" rack NEMA-12 enclosure large enough to accon-rnodate a fully -expanded remote. Front access will be provided to all electronics and terminal blocks. Manufacturer will include dimensions and weight of the proposed units in his proposal.• 4.3.1 FINISH. The surface finish of the enclosure will be white enamel inside and grey enamel: outside over a phosphatized surface. 4.4 REMOTE POWER SUPPLIES. Each remote will be supplied with power from a purchaser -supplied 125VDC battery source. The DC voltage may range between 105-14oV for the 125 VDC power supply. The supervisory equipment will be - designed to function properly throughout this voltage range. Power supplies within the system will be of a DC -to -AC -to -DC type, thereby isolating the supervisory equipment from the substation batteries. All batteries and battery charging equipment will be 8 supplied by others. The SCADA system supplier is advised that this station battery is also used for other control and operating purposes within the substation and it is likely, therefore, that switching transients or other high -voltage :spiking phenomena can occur which may destroy certain com- ponents in solid-state equipment or seriously degrade their per- formance. 'The power supply will, as a minimum, meet the require- ments of the IEEE ANSI C37.90 (a)-1974 Surge Withstand Capability (SWC) Test. The vendor shall state the power requirements in watts for each remote terminal. 4.5 STATUS SUBSYSTEM. Thestatus or digital input subsystem within each remote will monitor various dry contacts throughout the substation, which will be provided for OCB's, MOAB's, and various miscellaneous alarms, All status or alarm inputs to the system will be optically isolated and capable of meeting or withstanding the requirements of the IEEE ANSI C37.90 (a)-1974.SWC Test. 4.5.1 OCB STATUS. The status of each circut breaker will be monitored by the RTU, with each status input equipped with a 3-level momentary change detection memory to accumulate up to 3 operations, such as a TRIP, CLOSE, TRIP sequence, to detect and report all. successful and unsuccessful automatic breaker operations. The memory -will_ operate in both directions, so that when a breaker is closed into a fault, a monentary-close indication will be transmitted from the remote' to the master station to indicate that the breaker has closed. This will be immediately followed by a TRIP indication signifying that the, breaker did not remain in the close position. A single form -A dry contact will be provided by the purchaser. for the monitoring of each breaker. Each operation must be acknowledged from the master station before the remote can reset its status point to guard against breaker status information being lost in transmission.' 4.5.2 RECLOSER STATUS. The status of each reclosing, latching.and relay will be monitored to allow the operator to know whether the relay is in the IN or OUT position. Wiring of these status points will not be required by the purchaser. 4.5.3 MISCELLANEOUS ALARMS. At -least 3 miscellaneous alarm status points will be provided, with a single dry A -contact for each type of alarm. All alarms will be optically buffered using the same type of input board required for OCB status. 4.6 TELEMETERING.- A telemetry subsystem will be provided within each remote to gather and transmit .data such as feeder currents, feeder voltages', -bus voltages, _ etc. This data will be digitally multiplexed in each remote and =i converted using.a bipolar 12-bit binary A/D converter to provide an accuracy of }.D25%. Solid-state multiplexing is required; relay multiplexing will not be•acceptable.' P] 4.6.1 CURRENT AND VOLTAGE TELEMETERING. Current and voltage telemeter- ing will be provided per each individual remote requirement listed. in Section II. Transducers will be provided by others with an out- put of 0-1 ma DC and with 10K ohm or less load. Appropriate scale factors will be provided to the successful vendor. The vendor -shall state in his proposal the maximum time required to update all analog quantities within the system at a polling rate of 1200 baud. 4.6.2 DIGITAL -TELEMETRY. All remotes will be equipped with at least digital pulse accumulators for KWH quantities. These should ac- cumulate either continuously (capable of being reset from external time pulse) or be integrated over a one -hour period. A C-contact will be provided from a demand or watt-hour meter for each accumu- lator. The contents of the accumulator will be transmitted to the master station.and logged hourly. Pulse constants will be provided to the successful vendor at contract award. The maximum pulse rate will not exceed 4000 pulses per hour for any accumulat6r. 4.6.3 INSTANTANEOUS KW. - All -remote units will compute the instant- aneous power flow in KW every 2 minutes from the KWH demand meter inputs and transmit it to the master station for display. 4.7 CONTROL. Control within each remote will take place on a select -before- operate basis. Each remote will have the capability to *run inter- nal diagnostics to determine whether there is a shorted selection contact within the system or multiple or wrong points selected. An error within the control system will immediately abort any con- trol attempts and will return a message to the master station in- dicating -a control -system failure on the CRT display. 4.7.1 OCB CONTROL. Capability will exist -to trip and close each OCB within the remote. Interposing relays will be provided having a minimum of 10-amp 240VAC contacts. One form -A contact is to be provided per remote.. 4.7.2 RECLOSER CONTROL. Capability will exist to control each reclosing device associated with an OCB. A mechanical 1-atching interposing relay will be provided having a 5-amp 240VAC contact that is closed in the IN position. An additional status contact will be supplied and wired by the vendor as mentioned in paragraph 4.5. STATUS SUBSYSTEM. 4.7.3 DUST COVERS. Interposing relays will be covered with individual dust covers, or a common dust cover for the entire interposing re- lay panel. The dust cover(s) will not prohibit viewing of an in- terposing relay during operations.; 4.8 LOCAL"/ REMOTE SWITCH. -� A LOCAV REMOTE switch. will be provided for each remote to select its operating mode, and.in the LOCAL position, will prohibit re- mote control of the substation (for example, when maintenance is _ being performed within the substation). The status of the switcb 10 will be transmitted to the master station and displayed on the CRT for the operator. The switch, in the LOCAL mode, will disable the control system without prohibiting status or analog data from being transmitted to the master station. 4.9 TRANSIENT PROTECTION. All status and battery inputs to the system will be protected in compliance with the ANSI C3�.90 (a)-1974 SWC Test for solid-state equipment. The SWC Test is an oscillatory wave at 1.5 MHz nominal frequency having a 2.5KV(-0;+20%) crest value for the first half - cycle, with envelop decaying to 50% of crest value in not less than,-10 milliseconds. The surge generator utilized for.such test will have a source impedance of 150 ohms. The test wave is applied to the test specimen at a repetition rate of not less than 50 tests per second for a period of not less than 2 seconds. SECTION 5 ENVIRONMENTAL 5.1 MASTER STATION. The master station will be capable of operation within an ambient temperature• range of 10-35° C. and from 10-95% relative humidity, non -condensing. If the manufacturer's equipment differs from these specifications, he should so state in his proposal. 5.2 REMOTE TERMINAL. The remote terminal equipment will be suitable for continuous op- eration over an ambient temperature range of -20 to 600C. and from 10-95% relative -humidity, non -condensing. Printed circuit boards will be treated with conformal coating or solder mask to permit operation under adverse environmental conditions. Thermo- statically -controlled strip -heaters may be provided to meet the low temperature specification. 12 SECTION 6 SPARE PARTS 6.1 MASTER STATION In order to switch between the backup. central processor, 'color CRT terminal, and teletype printer, a manual switch will be provided to switch from one master station to a back-up. Switchover will re- quire only removal of cables from one unit to the other and switch - over time will not exceed 15*minutes. 6.2 REMOTE TERMINAL The vendor will quote one spare set of printed circuit boards (including one of each type) for the remote terminal and one spare power supply for the remote terminal. One set of spare boards and no more than two spare power supplies will be capable of maintaining all remotes. 13 SECTION 7 TRAINING 7.1 CUSTOMER TRAINING. The vendor will quote, as part of the base bid, the cost of training programs held at the purchaser's facility on the operation of the remote terminal and master station. A course curriculum, if available, shall be submitted with the proposal. The training course should last at least three days. 7.2 DOCUMENTATION. The vendor will furnish 3 copies of applicable instruction books, including system schematics, equipment layouts, and wiring dia- grams.- in addition, 3 sets of instruction manuals, including installation, operation, maintenance, and troubleshooting procedures, will be supplied. The cost of these items is to be included in the base bid. 14 " SECTION 8 TEST & INSPECTION 8.1 FACTORY TEST & INSPECTION All equipment will be set up and completely tested in the factory to assure proper connections and satisfactory operation. The manufacturer will notify the purchaser when the equipment is ready for test so -that the purchaser's representative may be present prior to shipment. The purchaser may, if he so elects, waiver this right of inspection, which will in no way whatsoever be construed to mean that the purchaser waives any rights as far as equipment operation and workmanship are concerned. The purchaser's representative shall, at all times, be permitted to visit the manufacturer's premises for the purpose of examining the equipment or any of its parts to insure that materials, workmanship, etc., are in conformance with the specifications. 8.2 TEST EQUIPMENT The vendorwill quote, as part of the bid, -.the -cost of a..por.table master/remote test set to check out and maintain the master and remotes. The simulator will be of a microprocessor design, with the ability to simulate any transmitted message and display any received message. Incorporated in the simulator will be 'LEA indicators for received data, as well as a digital display for telemetry data. Switchers will be provided which specify the message format to be transmitted and set the operating mode (master to remote; remote to master; master monitor; remote monitor). 15 SECTION 9 INSTALLATION & START-UP 9.1 INSTALLATION The purchaser will install the equipment furnished under the contract. All costs associated with the installation will be included in the base bid. 9.2 START-UP ASSISTANCE The manufacturer will furnish competent field engineering personnel to make the final system check-out and to direct or otherwise assist in the installation of the equipment. All costs associated with the start-up will be included in the base bid. 16 SECTION 10 WARRANTY 10.1''PARTS &'WORKMANSHIP. - All -parts and workmanship will be guaranteed for at least I year from the date the system is placed in commerical operation. During this period, all defective parts will be replaced by the manufacturer at no cost to the purchaser'. 10.2' DESIGN. Should any equipment furnished under this contract fail within a reasonable time due to inadequate des ' ign or failure of a chronic nature, the manufacturer will--f-ur'nish replacement parts and make repairs as necessary to produce correct operation. 17 SECTION 11 ADDITIONAL EQUIPMENT REQUIREMENTS AND OPTIONS I. ADDITIONAL EQUIPMENT REQUIREMENTS. A. System Maintenance All equipment including the dual computers and disks is to be covered under a maintenance agreement. This agreement is to cover all parts and labor for the life of the system and is to be renewable annually. The base bid price shall include the first year cost-. T-he cost for the second through the fifth years shall be approximated to the nearest thousand dollars and included for infdrmation purposes. B. Power -Fail Recovery System Werequire a power.system which will provide battery sustaining power for memory during line power outages. If the power is not restored before the battery power runs out, then the memory is to be trans- ferred to.the discs. When power resumes, the discs are to transfer the memory back to the computers. C. Power Conditioner In addition to the transient protection in section 4.9, we require a power conditioner. The existing power supply serving the computer is backed up on an emergency basis with a diesel powered generator. The power conditioner should be able to provide usable service when the diesel generator is in operation. As a minimum, we require an isolation transformer or transformers sized sufficiently to protect the dual system. D. Disk Subsystem (5M) We require a hard disk system for each computer. The disks should use a high performance disk drive system with fast seek times ranging from 5 milliseconds for track to track, to 45 milliseconds on maximum seek time. The data transfer rate should exceed 900 K bytes per sec- ond with a storage capability of approximately 5 M bytes each. E. Software We require certain basic utility programs which will be compatible with the quoted computer system. The software quoted should be similar to "Scott and Scott" Distribution Primary Analysis package. ON F. In order that LPEL canprovide its own internal support of both the SCADA system and any in-house developed engineering programs, we require the successful bidder to supply the selected computer system full C.P.U. operating system which should include as a minimum the following features: 1. On-line system generations in order that LP&L may integrate its own software program into the full SCADA operating system. The intent here is that the computer systems software does not have to be regenerated on a,higher level machine than that provided , with the system. 2. Basic as the language to be used in the system. 3. An interactive texts editor for program development. 4. An on-line linking loader for loading programs developed by LP&L. II. SYSTEM OPTIONS 1/0 Subsystem - In Section 6.1, a manual switchover system was speci- fied. As an option, we request price and data on an automatic switch - over system. In the optional system, a communications data link between the two processors will run internal diagnostics and transfer realtime data between the primary and standby machines. System Maintenance X As mentioned -.previously under Paragraph 10.1, Hewlett Packard material furnished with the HPM-7010 System can be covered by a separately purchased maintenance agreement which will cover all parts and labor for the life of the system and is renewable annually. The attached quotation includes the cost of a Hewlett- Packard maintenance agreement for a period of one year beginning with acceptance of the system. B. Power Fail Recovery System X The HPM-7010 System being offered includes the standard Hewlett-Packard battery backup for the master station memory. This backup capability, how- ever, does not include the capability to transfer contents of the memory to the disk in the event that a power failure exceeds the duration of the battery, since power would not be available at that time to . operate the disk. C. D. Disk Subsystem X The HPM-7010 System includes the Hewlett-Packard Model 7908 disk drives as described in the attached literature. Each disk drive has a capacity of 12 megabytes and includes a high-speed tape cartridge backup. E. Software X The base price of the HPM-/010 Master Station include provisions for conversion of the Scott and Scott DPA package to the HP system. It does not, however, in- clude the actual license and service cost for soft- ware package. While this package can if necessary, be furnished through Advanced Control Systems, it is strongly urged that the purchaser consider procuremen directly from Scott and Scott as a significant cost savings to the purchaser would be realized. II. SYSTEM OPTIONS X Although an automatic failover feature is not present ly being designed for the HPM-/010 System, it is anticipated that this feature will be availabe in the future. 10
