HomeMy WebLinkAboutResolution - 943 - CM Recommended Amendment - USDOL - Davis-Bacon Act 30% Rule - 10_08_1981DGV:da RF,RnT.TTTTnW RESOLTUION 943 - 10/8/81 WHEREAS, the application of certain portions of the Davis -Bacon Act to federally funded projects of the City of Lubbock have resulted in inordinately high costs for labor on such projects; and WHEREAS, such high labor costs must ultimately be borne by the tax- payers of this community and the remainder of this nation; and WHEREAS, the methods fox establishing costs of labor under the Davis -Bacon Act do not result in true and accurate costs of labor; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Manager of the City of Lubbock BE and is hereby auth- orized and directed to submit this Resolution and such other comments as he may deem appropriate to the U.S. Department of Labor supporting amend- ment to the Department's rules implementing the Davis -Bacon Act, parti- cularly with regard to the so-called "30 per cent rule," limiting wage surveys to the County of the project, and liberalization of the use "helpers" in place of journeymen; and THAT amendment to the Davis -Bacon Act raising the amount requiring Davis -Bacon Act compliance form the present sum of $2,000, established in 1931, to a.m,ore reasonable amount of at .least $5,000, which is presently the amount required for bidding of contracts under state law, be sought; and THAT a copy of this Resolution be forwarded to Senator John Tower, Senator Lloyd Bentsen, Congressman Kent Hance and Congressman Jim Wright.
