FOR e 15/20/25 MVA TRANSFORMER Sealed bids will be received in the office of Floyd Nesbitt, City Pur- chasing Director, Lubbock, Texas, prior to •4:00 P .M. on November 5 , 1980,.and publicly opened immediately there- after on the same date for: 15/20/25 MVA Transformer complete in accordance with specifications #SE-0007-1-101780 and -the Instruc- tions to 'Bidders. ' It is the sole responsibility of the Bidder to insure that his bid is actually in the office of Floyd Nesbitt prior to the above described closing time. The advertisement for bids is by the City of Lubbock, Texas, for'its municipally owned electric utility, Lubbock Power and Light. Any reference to Lubbock Power and Light shall be construed to mean the City of Lubbock, Texas. U • INSTRUCTIONS TO BIDDERS A. All bids must be quoted on the white document entitled "Ctty•of Lubbock Request for Quotation". -Such document must be signed by the Bidder. B.. These specifications #SE-0007-1-101'780 must accompany and be attached to all bids. Such specifications will form a part of the contract entered into between the City of Lubbock`and the successful Bidder. C. Each bid shall be enclosed in a sealed envelope, addressed to Floyd Nesbitt, City Purchasing Director; Lubbock, Texas, and endorsed on the outside of the envelope in the following manner: (a) Bidder's name (b) ;Proposal for: 15/20/25 MVA.Transformer D. Proposals may be withdrawn and resubmitted at any time prior to the time set for the opening of the bids, but no proposal may be withdrawn or altered thereafter. E. The City of Lubbock reserves the right to reject any and all'bids, or parts of bids, and to waive irregularities and informalities in any bid submitted. F. Each bidder shall thoroughly and fully inform himself of all factors .which would affect the prosecution and completion of the work and cost thereof. It shall be understood and agreed that all such factors have been investigated and considered in the preparation of every proposal submitted.' There shall be no subsequent financial adjustment to any contract awarded which is based on- the lack of such prior information or its effect on the cost of the work. G. All sheets of the Instructions to Bidders, proposal forms, Contract Agreement, General Conditions,.and Specifications shall be bound and contained together -when submitted and filed with the City of Lubbock, Texas. Such sheets shall be part of the contract awarded. H. Exceptions to the specifications shall be kept to a minimum, however, if exceptions are taken by the Bidder to the specifications, they shall be clearly and completely noted on a separate attachment. Exceptions taken elsewhere shall not be considered as a part of the bid or subsequent contracts. If any conflict arises between the specifications and the Bidder's proposal (other than exceptions duly noted), the specifications shall govern. i GEA'ERAL.CONDITIONS ' A. The contract awarded to the successful Bidder shall be construed by and governed by the laws -of the State of Texas. B. No payments made or certificates given shall be considered as conclusive evidence of the.performance of the Contract, either wholly or in part, nor shall any certificate or payment be construed.as acceptance of defective materials, parts, systems, or work. Neither the final payment • nor certificate nor any provision in the Contract shall relieve the Bidder of responsibility for faulty materials or workmanship, and he shall remedy any defects due thereto and pay for any damage to other materials or work resulting therefrom, which -shall appear within a period of one year from the date the system is placed in commercial operation. M • CONTRACT AGREEMENT , (EQUIPMENT) . THIS AGREEMENT, made and entered into this 2_ day of September 19 81, by and between The City of Lubbock, Texas acting through its Mayor and City Council thereunto duly authorized so to do, Party of the First Part, and hereinafter called the Purchaser, andMcG-raw-EdisM_ to.; -Power Systems Groun, a _jorporation of TPxat , Party of the Second Part, and hereinafter called the Contractor. WITNESSETH: THAT WHEREAS, the Purchaser has caused to be prepared, in accordance with law, specifications, plans, and other contract documents for the work herein described, and has approved and adopted said documents, and has caused to be published, in the manner and for the time required by law, an advertisement for and in connection with acquiring 15/20/25 MVA Transformer in accordance with the terms of this Contract; and WHEREAS, the. said. Contractor, in .response to such advertisement, has submitted to the Purchaser, in the manner and at the time specified, a sealed proposal in accordance with the terms of said advertisement; and WHEREAS, -the Purchaser, in the manner prescribed by law, has publicly opened, examined, and canvassed the proposals submitted in response to the published invitation therefor, and as a result of such canvass has determined and declared the aforesaid Contractor to be the best bidder for the said work and. has duly awarded to the said Contractor a contract therefor, for the sum or sums named in the Contractor's proposal, a copy thereof being attached to and made a part of this Contract., NOW THEREFORE, --in consideration of the-compensation'to be paid to the Contractor and of the --mutual agreements herein contained, the Parties to these presents have agreed and hereby agree, the Purchaser for itself.and•its successors, and"the Contractor for itself, himself, or themselves,-or..its, his, or their successors and assigns, or its, his, or their. -executors and administrators, as follows: ARTICLE I. That the Contractor shall. (a).furnish all. materials, supplies and equipment specified and required to be incorporated in and form a permanent part of the completed work; (b) provide and perform all necessary work; and, in a good, substantial, and workmanlike manner and in accordance with the provisions of the General Conditions, and the Instructions to Bidders, (which are attached hereto and made a part hereof) and in conformity with the Specifications Number SE-0007-1-101780.; (c) execute and complete all work included in and covered by the Purchaser's official award of this Contract to the said Contractor, such award being based on the acceptance -by the Purchaser of the Contractor's proposal, or part thereof, as follows: 15/20/25 MVA Transformer • , ARTICLE II. That the Purchaser shall pay to the Contractor•for the performance -of the work embraced in this'Contract, and the Contractor will `.:accept as full compensation therefor, the sum (subj-ect to adjustment at pro- vided by the Contract) of Five hundred sixty five thousand nine hundred ' plus escalation ($_565.900.00 ) for all work covered by and included in the Contract award and designated in the foregoing Article I. ARTICLE III. The Contractor shall proceed with the work•to be performed under the provisions of this Contract on, or within ten (10) days following, the date of public acceptance of the Contractor's proposal'by the Purchaser. Contractor shall not delay the start of the work to be performed under the provisions of this Contract except by written order from the Purchaser. Contractor shall complete said work by six months after receipt of order. LUBBOCK, TEXAS C_ f + i LUBBOCK POWER b LIGHT POWER TRANSFORMER General Requirements: Each bidder shall submit written evidence•of his qualifications to Lubbock _ Power & Light Electric Distribution Department, in duplicate, not less than 10 days before the advertised date of bid opening, unless this evidence has been supplied on previous bidding with the City of Lubbock. Such evidence shall include all information necessary to certify that the bidder: 1.. Maintains a permanent'place of business. 2. Does not anticipate change in ownership, or major policy during the actual delivery time for these transformers. 3. Has adequate plant and equipment available to do the work properly and . expeditiously with normal manufacturing periods. 4. Has adequate organization and qualified manpower available to efficiently prosecute the work. 5. Has adequate technical knowledge and practical experience. ` 6. Has adequate financial status to meet the funding obligations incident to the work. 7. Has no just or proper claims pending against him regarding the quality of performance of his work. 8. The prime manufacturer of materials and equipment quoted has designed and manufactured equipment similar to the type described in these specif- itations for at least five years. He shall supply a users list and substantiate his claim of satisfactory operation in users system. In the event that certain material shortages unique to other manufacturers or.•other related appurtenances which affect the delivery specified or whichi will affect the technical make-up of the transformers, -the bidder shall , .be required to notify the City of Lubbock Purchasing Department immediately: A possible•post facto change in the purchase arrangement could result in , voiding the bid by the city council- of Lubbock, Texas:..` Where as the delivery time stated in the bid - is one basis for determining the successful bidder by evaluation, the 'City of Lubbock may at its option , require a reduction of one per cent .per month from the original total contract price or final payment to be paid to the bidder by Lubbock Power E Light, as a penalty clause. Exception to the penalty may be made in the form of written permission to extend delivery time each month of overrun and shall only be granted by the. purchasing•agent for the City of Lubbock on the advice of Lubbock Power- b• Light. Proposals may be withdrawn, altered, and resubmitted at any time before time set for opening the bid. Proposals may not be withdrawn, altered, or resubmitted after bid opening. The -City of Lubbock reserves._the right to accept the bid which,_in.it's•. judgment, is the lowest and/or best bid; to reject any and all bids, and to waive irregularities and informalities in any bid that is submitted. Bids = received after specified time of closing will be returned unopened. Al -I bidders shall attach to the bid a copy of their current pricing policy. This pricing policy will remain. in effect for the term of this bid. Alternate pricing is acceptable; such as bidding transformers at a firm -price in addition to a bi-d based on an escalation clause. If the prices are subject to an escala- .--tion clause, the base indices to be used are to be the indices in effect at the time these specifications were released to the bidders. The key indices are to be taken from the U.S: Department of Labor, Bureau of Labor Statistics, Monthly Labor Review publication. The locations will be: a. Special, consideration will be given to the bids'with the best delivery. EQUIPMENT SPEC1FUATIONS POWER TRANSFORMER 1.0 General 1.1 Purchaser. The potential purchaser, for equipment covered by these specifications, is Lubbock Power E Light, headquartered in Lubbock, Texas. 1.1.1 All mail communications, addressed to Lubbock Power and Light, should be sent.to the attention of Neville Davidson, Electric Distribution, Box 2000, Lubbock,.Texas 79457. .1.1.2 -All questions referred to Lubbock Power S Li-ght by telephone, should be directed to Neville Day.idson, telephone number A.C. 806-763-9381, Ext. 2570. 1.2 Utilization of Equipment 1.2.1 The equipment covered by these specifications is to be used as a step down between Lubbock Power & Light's 69KV transmission and 12.50 distribution. 1.2.2 The substation is located in the City of Lubbock. Such locations shall--be-herein set forth as "paint of destination". Delivery shall be made to a railroad siding selected in advance by LPEL. Bidder shall notify LPEL in advance of ' shipping date so such siding may be designated. 2.0 General Specifications •12.1 Materials and Workmanship: All materials shall be -new material" of high quality which shall give long life and reliable operation.. Parts subjected to high -temperature shall be of such design that serious• deformations shall not occur within the normal life of the'equipment. All equipment shall be modern in design and shall not have been in prior service except as required by factory tests. The workmanship shall be of high quality in every detail. 2.2 Electrical Equipment: All. electrical equipment furnished under these specifications shall be designed, constructed,. and rated in accordance with the Standards of the I.E.E.E., U.S.A.S.I,. A.S.T.M., N.E.M.A., A.N.S.I., E.E.I., and shall pass temperature and voltage tests as re- commended therein. In selecting capacities of equipment, it shall be assumed that the equipment-may'be operated continuously.at conditions of maximum power requirements unless otherwise stated. Under these - ..conditions -of maximum stress and power requirements, deleterious effects. shal I not exceed those permitted by the most stringent.of the above applicable standards. ' 2.3 Equipment Drawings: Preliminary drawings showing principal dimensions of the equipment shall be submitted with each copy of the Bidder's' proposal at -the time the bids are opened. Five copies of each drawing required to show detailed arrangements of equipment, foundation plans, foundations bolt locations, pipe connection locations, principle dimensions, weight with and without oil, and wiring shall be submitted by the Seller to LP&L for signature and approval within 45 calendar days after the date that the contract is awarded. 2.3.1 Drawings and catalog cuts shall be provided by the Seller where specified or -directed; provided, however, --the Seller will not be required to supply drawings which will disclose propriety design or confidential manufacturing information. Bidder shall submit with his bid .a .listing of any types of specifications, or drawings which.he will consider to be proprietory.. 2.3.2 .The Seller shall submit five"(5) copies of*all catalog cuts and 'f ive -(5) sets -of prints of al l other drawings to LP&L for checking and signature. The drawings and catalog cuts shall be accompanied by a letter of transmittal. The trans- mittal letter shall include a list of the numbers and dates of the drawings submitted, the contract number and the item number. Drawings shall be complete, and shall bear the date, the name, and number of the project, drawing number, and the Seller's stamp of approval. One set of the Seller's drawings will be returned to the Seller, marked with corrections to be made, if any; the other set will be retained by LP&L._ The Seller shall then submit one reproducible set and one set of prints of corrected, drawings to LPEL. All changes made by the Seller after such drawings have teen checked by-LP&L.shall be resubmitted in the same manner. -2- 1& 1. 2:3.3 All work done by the Seller on items or portions of -items; for which drawings are required, before he has received copies. of such drawings signed by LP&L, shall be at the Seller's risk. 2.1 A. Review of the Seller's .drawings .shalI not relieve the Seller of any responsiblity. The Seller shall remain responsible • for agreement and conf ormi ty 'of his working - drawings with the contract drawings and specifications. 2.4 Packing and Shipment 2.4.1 All equipment shall be carefully packed to prevent damage in shipment. The seller shall be responsible for the safe arrival of the equipment and shall replace or repair at his own expense any equipment lost or damaged prior to its delivery at the point of destination specified herein.' Oil for the transformer shall be.del.ivered in.barrels, or in bulk hauling equipment. 2.4.2- All•units and -containers shall have external identification indicating procurement contract number, installation locations and the appropriate unit number. All equipment shall be thor-. oughly protected for shipment. •2.4.3 For-all•transformers shipped by rail the Seller shall install a•vibration recorder on the rail car transporting the trans- former which shall maintain an adequate record of vibration and bumping during transit.. Recorder must be available for. inspection by LP&L's agent, prior to removal of recorder from rail car, as a condition of acceptance of delivery by Owner.. 2.4.4 No equipment, purchased hereunder, shall be shipped prior to receipt in writing, by Seller, of "Notice to Ship" as issued . by LP&L. Such "Notice to -Ship" shall not be issued earlier than 60 days prior to proposed shipping date. Seller shall notify LP&L in sufficient time, before proposed shipping date, so that "Notice to Ship" -can be appropriately issued. 2.5 Tools and Accessories: The Seller shall furnish one complete •set. of all specified maintenance tools and all usual accessories, lubri- cating devices, gauges, etc., as required for reliable and safe opera- tion. Tools -shall be new and of first-class quality. ' Tools shall be shipped in a container marked to identify the use of the tools con- tained. 2.6 Operating instructions: The Seller shall furnish with the de livered equipment four copies of instruction books covering all phases .of operation of the equipment. These instruction books shall be ill- ustrated with cuts and drawings to describe adequately the construction and the adjustment of the various parts of the equipment and to faci- Vitate the ordering of spare and renewal parts. 2.7* Field Tests: When specified, field tests of equipment to check its j performance for -comparison with guarantees -will be conducted -in a manner mutually agreed to by LP&L and the"Seller and in accordance - _3_ ` t with the latest rules of A.S.M.E. and I.E.E.E. ..In addition to other , guarantees quoted herein, it is understood that -all equipment furnished by the Seller is guaranteed to operate satisfactorily without undue wear, excessive vibration, excessive noise, excessive lubrication or; undue attention required from its operating personnel. In event of failure of the equipment to.meet its guarantees, including the operative guarantees, the Seller shall furnish at his own expense, all labor, parts, tools; -etc., required.for correcting the defective equipment. All additional costs which are incurred by LP&L due to additional tests or originally defective equipment shall be paid by the Seller.'. 2.8 Repair and/or Replacement of Defective Portions: The Seller shall provide the following minimum Warranty. The Seller shall be responsible for a period of one year from and after the date of final acceptance by the Purchaser of the work covered by the contract, for any repairs or replacements caused by defective materials, workmanship or equipment, assuming normal and proper use and maintenance, which in the judgment of LP&L shall become necessary during such period. Final acceptance shall occur upon satisfactory performance and meeting of guarantees during -performance testing.. However, if performance testing is delayed due.to no fault of the. Seller, then the Warranty period shall extend one year fromthirty (30) days after the work covered by this contract Is ready for testing. If certain portions are shown to be defective within the original warranty period, then the warranty period on those portions shall be extended one year fromandafter such time that all defects are corrected. The Seller shall undertake with due diligence to make the aforesaid repairs and/or replacements within ten (10) days after receiving written notice that such repairs or replacements are necessary. If the Se ller shall neglect to begin such repairs or replacements within. this period, -or in case of emergency, where in the judgment of LPEL delay would cause serious loss or damage, the repairs and/or replace- ments may be made by the Purchaser and charged to the Seller. The foregoing minimum Warranty is exclusive and in lieu of all other - warranties -whether written, oral, or implied, including any warranty . of merchantability of -fitness for purpose. The Seller shall also include provisions for warranty extension above the one year minimum. This -will include conditions, price and terms of extended warranty. At . the option of the owner, the bid may be evaluated using a price adjustment to reflect the extended warranty. 2.9 Equipment to be Supplied: The equipment shall be delivered as completely lo engineered, fabricated, assembled, inspected, and tested units ready for: installation and connection of external wiring. The Seller may elect at his -discretion to ship* high voltage bushings, radiators, other appurtenances, etc., in separate containers for simplified field installa- tion. Each bidder's proposal shall list all items that are so scheduled, including oil and nitrogen filling cylinders. 2.10 Service conditions: The equipment will be located in a substation area - approximately 3300 feet above sea level. KVA ratings shall .be based on a300 feet above sea level. The ambient temperature may vary between_ -30 to +110° Fahrenheit. 2.11 Material, Equipment and Services Provided by Others: The followi�g material, equipment, and services are not included in this contract.. 1. Erection of equipment 2.12 Workmanship': - Al 1 work 'shall be performed and completed in a thorough workmanlike manner and shall follow the best, modern practice in the manufacture of high quality apparatus, not withstanding'any omissions from this specification. All parts shall be made accurately to Amer- ican Standard gauges where applicable, for mai.ntenance of replacement and repairs. All special gauges and templates necessary for field erection shall remain the property of LPGL. . 2.13 Inspection: _ .2.13.1 Inspection of the.apparatus-may, at the discretion of the Owner.be_at'the Seller's .factory.'. The equipment shall not be prepared for, shipment or.,shipped before LPEL.has either inspected the equipment or waived.inspection.'. The waiving of inspection shall in no way relieve the Seller:of there- sponsibility of furnishing apparatus'in accordance with these ' specifications.. The costs of -all factory performance tests shall be borne by.. the Seller. _ 2.3 3.2 Inspectors representing LP&L-shall be given every facility to inspect the work during all stages of.manufacture, testing, and shipment, and they shall have free access at all times during working hours to all parts of the Seller's factory in- volved in the manufacture of material covered by -these speci- fications.- Copies of all Seller's specifications or orders for material, fabrication, testing, shipping, or other data that are requested by LP&L to enable its inspector to keep in close touch with every step in the manufacture of the apparatus shall be furnished promptly at the time such requests for such data are first issued. In case of revisions, additions, cancellations, thereto, LP&L shall either be notified in writing. or given revised copies of said order or specification. 2.13.3 LP&L shall not be deemed to have given final acceptance of equipment until sufficient tests have been made to determine that all of the'•requirements of this specificationhavebeen meta Such tests shall be made within two months of the date that the unit is completely installed and ready for use. If • inspection or tests show any deficiency of equipment or any part thereof, not to be as represented or specified, LP&L may refuse acceptance until the Seller has corrected such de- ficiencies at his expense. - 2.14 Certified Test Reports: 2.14.1 Certified copies of test'reports involving.all performance -5- . • _ tests made on the transformer units shall be furnished toy. LP&L, regardless of whether or not LP&L has been present.at ' .. the test. These test reports shall show that the trans,fo.rmer units complied with these specifications and with -all ippli- cable standards. 2.15 Field Testing:.".' 2.15.1 Installation: The Seller shall delegate such representative(s) to the job site as shall be qualified -to supervise the-iris-taii- ation of the transformer unit, and/or re -assembly of any items* or appurtenances that were removed for shipment; filling with oil, and purging with nitrogen bottles. 2.15.2 The Seller shall supervise all necessary tests required to initially place the "transformer units in operation, and he shall be responsible for all changes on the transformers which may result from manufacturing discrepancies and de- ficiencies. If required to make the transformers conform to the specifications,.the Seller's representative shall be available for services to LP&L until the transformer units are completely.installed, tested and operate to LP&L's.satis- faction. • 2.15.3 Performance tests to be rrade. in the field shall be -made at'. times and under conditions to be mutually agreed upon by LP&L and the Seller. _ 2.16 Applicable Documents: All electrical design materials tested .and con- structed shall confc-rm to,.' the latest standards of ANSI, IEEE, NEMA, .ASME, and other applicable standards. 2.17 Codes and Government Regulations: All -design materials, test and con- . structioh shall conform to the National Electrical Code and the National Electrical -Safety Code, and to all the applicable codes, laws and' regulations of government entities having jurisdiction, including but not limited to the above codes. 2.18 Finish: All steel surfaces to be painted shall be thoroughly cleaned and shall receive a phosphatizing treatment or equivalent prior to the application of paint. External and internal surfaces shall be coated with at least one coat of corrosion resistant paint and a minimum of —two coats of finish paint shall be applied to surfaces exposed to the weather. All transformer units shall have a uniform finish of sky gray. A suitable amount of finish paint shall-be•provided with -the unit for touch up purposes after installation. All tank compartments, radiators, etc., shall be thoroughly pressure tested after welding, but before painting, to eliminate pressure leaks of nitrogen gas, either during shipment, or after installation. 2.19 Tools: --See 2.5 . -6- 2.20 Special.Test Data: ; •2.20.1 The successful bidder shall submit impulse A est data and temperature rise test data on a transformer of the -same, voltzge class and approximate KVA rating. 2.20.2 The following additional specific test data shall be furnished for the transformer included herein, from tests performed in accordance with U.S.A.S.1. test Code C 57-12.90-1968 or,latest revision thereof: a. Resistance measurements on all windings on the rated voltage connection of the unit and the tap extremes of one unit. b. Ratio tests on the unit, on the rated voltage connections and on all tap connections. c. Polarity and phase relation tests on the unit on the rated voltage connection: d. No load loss on the unit on rated voltage connections.'-. e. Exciting current on the unit on the rated voltage connec- tion. - f. Impedance and load loss at rated current on the rated - voltage connection of the unit, and on the tap extremes• of the unit. g. Temperature rise tests on the unit for-55° C, FA/FA rating if not already available, as provided in 2.20.1 above. Note: The test listed in Item- •.e.a�L �., above, may be waived if such test data can be furnished for similar equipment units' of the same voltage class and approximate KVA ratings pre- viously manufactured and tested by bidder'(indicate date of such tests). 2.21 Service: Prices quoted in the Proposal must include services required for field inspection and also include supervision, where required, for servicing and adjustment of equipment before being placed into service. The servicing and adjustment of equipment will be by LP&L, under the supervision of the Seller. All equipment furnished under these speci- fications.shall be checked in the field by the Seller after it is assembled. The checks shall be of such breadth as is necessary to demonstrate accuracy for meters, instruments and relays; prove proper operation of all control and protective devices; proper operation of control circuits; proper operation of various mechanical features such as,,doors and switch operations; prove.proper in resistance; and to show that each item of equipment may be safely placed in service. The Seller shall correct any defect found after field assembly in a manner satisfactory to LP&L before final acceptance of the equipment is given and shalI assist in placing the equipment in service. -7- 2.,22 Delivery: Bid consideration will be given (during bid evaluations) 1 to quoted delivery date, and expected reasonable ability of bidder to meet such delivery dates. j 2.23 Bidder's Specifications: The Bidder shall include with his Proposal! all technical data on the transformer he.proposes to furnish that is - necessary for the Purchaser to establish that these Specifications are met. 2.24 Evaluation of Bids: Bidders shall supply, along with price and delivery, core losses and winding losses. Losses quoted will be guaranteed losses accurate within the tolerances listed in ANSI-057.12-. Bids will be evaluated on the basis of $3.547 per watt of core loss and . $2.397 per watt of winding loss. Test results for core loss, winding loss, and impedance will be furnished for the unit. However, should detectable gas pressure not be present', upon delivery, Seller shall provide such additional gas, as Seller shall determine, to adequately purge all compartments and/or, dry out all internal components, prior to insertion of oil by LP&L. 3.15 Short Circuit Capability 3.15.1 All windings will be mechanically and thermally self -protected in accordance with ANSI Standard.0 57-.12.00 (1968 *Sec. 10.4) 3.15.2 The Seller shall show evidence of;mechanical short circuit capability. •The following test applied to a transformer of.` .similar design and rating will be considered evidence of . adequate design. - Application of six short-circuit tests, with a maximum of two ' fully offset current faults, per phase. Each test shall be of-10-cycle duration. Applied voltage shall not exceed 105% ' of rated tap voltage nor be- allowed-to.drop- more - than 5% below rated tap voltage. -..If the above test has not been applied•to a transformer of similar rating and design to the -transformer quoted, the Seller will state in the quotation evidence to show adequate mechanical design. The dielectric r strength of the oil when tested between.one inch discs placed 0.10 inches apalrt, shall be a minimum of 22,000 volts when drawn from the shipping containers; and shall be minimum of 28,000 volts after dehydration and'purification, if tested again - as the oil is being inserted into the transformer. It shall also meet a minimum test of 30,000 volts when drawn from the sampling device'in the bottom globe valve, after it has been in the transformer for a period of 48 hours. 3.17 15KV Bushing Connectors The 15KV bushings will be mounted on the side of the transformer into a low voltage air filled junction box as shown on the attached drawing.
