HomeMy WebLinkAboutResolution - 2010-R0564 - Re-Adoption Of Resolution 2010-R0555 Homelessness Committee - 11/15/2010Resolution No. 2010-RO564 November 15, 2010 Item No. 6.1 RESOLUTION WHEREAS, the City Council of the City of Lubbock, Texas on October 28, 2010 adopted Resolution No. 2010-RO555 that established a Homelessness Committee; and WHEREAS, Resolution No. 2010-RO555 further provided that the City Manager would appoint one (1) employee of the City of Lubbock to serve as the City of Lubbock's liaison to the Homelessness Committee; and WHEREAS, Resolution No. 2010-RO555 further provided that the Homelessness Committee would study the issue of homelessness in Lubbock, Texas, convene itself for meetings at least once every three (3) months, and report its initial recommendations regarding homelessness issues to the City Council not later than fifteen (15) months after its appointment; and WHEREAS, Resolution No. 2010-R0555 was silent as to the expiration of the Homelessness Committee; and WHEREAS, Resolution No. 2010-RO555 was silent as to any prerequisites for appointment to the Chair of the Homelessness Committee, and as to any rights or privileges attendant to the Chair in the event the person appointed to the Chair were not a member of the Homelessness Committee; and WHEREAS, the City Council of the City of Lubbock now desires to make certain modifications to the provisions of Resolution No. 2010-RO555 to accelerate the deadline for the Homelessness Committee to report its recommendations to the City Council, to clarify prerequisites and powers attendant to the Chair of said committee, and to define the expected term of the Homelessness Committee. WHEREAS, the City Council of the City of Lubbock, Texas desires that all other provisions of Resolution No. 2010-RO555 remain in full force and effect after the aforementioned changes are adopted. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT Resolution No. 2010-R0555, as adopted on October 28, 2010, is re- adopted in identical form and substance, except as follows: 1. The City Council shall not appoint a liaison of the City of Lubbock to the Homelessness Committee. 2. The Homelessness Committee shall have no minimum required number of meetings, but instead shall meet, as necessary, at such times and locations established by a majority of the Committee members. 3. The Homelessness Committee shall report its initial recommendations regarding homelessness issues back to the City Council no later than six (6) months after its appointment. 4. The Homelessness Committee shall be dissolved one (1) year after the date of its initial appointment. 5. There shall be three (3) members appointed to the Homelessness Committee at -large. 6. There shall be one (1) member of the Homelessness Committee to be appointed by the Mayor, and that member shall act as Chair of the Homelessness Committee. 7. The City Council of the City of Lubbock shall. on the first regular meeting in December of the Lubbock City Council, appoint all Committee members except the member designated to be appointed by the Mayor. The Mayor of the City of Lubbock at that time shall appoint the member designated to chair the Homelessness Committee. Any provisions in Resolution No. 2010-R0555 that are inconsistent with the changes adopted hereby are repealed in their entirety, and are of no further force and effect.
