HomeMy WebLinkAboutResolution - 2022-R0460 - Downtown Permittable Grant to JAC Enterprises at 1624 Mac Davis LnResolution No. 2022-RO460 Item No. 7.8 November 16, 2022 RESOLUTION WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the Market Lubbock Economic Development Corporation (the "Corporation"), the City Council of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the authority to approve all programs and expenditures of the Corporation; and WHEREAS, the City Council finds that it is in the best interest of the public to approve the program or expenditure, as proposed to the City Council by the Corporation, as set forth in Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Downtown Permittable Grant program or expenditure of the Corporation, in the amount set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be provided to JAC Enterprises, LLC is hereby approved pursuant to Section 5 of the Amended and Restated Bylaws of the Corporation. Market Lubbock DT Permittable Grant - JAC Ent. 1616 Mac Davis 10.28.22 RE 22-75 RESOLUTION APPROVING JAC ENTERPRISES, LLP AT 1624 MAC DAVIS LANE DOWNTOWN FACADE & PERMITTABLE GRANT THE STATE OF TEXAS COUNTY OF LUBBOCK At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT CORPORATION, INC., a Texas nonprofit corporation (MLI), on Wednesday, October 26, 2022, held in conformity with the bylaws, after due notice as therein provided, a quorum being present and acting, the following resolution was unanimously adopted: WHEREAS, MLI presented to members of the Board the proposal of a possible Economic Development Grant and Contract to JAC Enterprises, LLP, who is renovating the property at 1624 Mac Davis Lane, which is located in the Downtown TIF. JAC Enterprises, LLP is managed by Jack and Amy Chapman, both life-long residents of Lubbock. Jack's family established its first real estate firm in Lubbock in 1943 by his grandfather, J.W. Chapman. Several members of the Chapman Family have served as President of the Lubbock Association of Realtors. Jack is an active real estate broker celebrating 45 years as a licensee. The scope of permittable work will include replacing the roof, asbestos abatement, and plumbing for $87,690 and the facade work will include the demolition of a building and painting for $51,578 for a total of $139,268 in renovation expenses. The terms and conditions of such Economic Development Grant and Contract, other than the normal terms and conditions applicable to all such Economic Development Grant and Contracts by the Corporation, are described generally as follows, to wit: Grant JAC Enterprises, LLP a Downtown Facade Grant for $25,000 and a Penmittable Grant totaling $8,769 at 1624 Mac Davis Lane, which is in the Downtown TIF, once proof of payment has been submitted. WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant and Contract offering the incentive for providing assistance for renovations to their property, meet and comply with the qualifications and purposes of the Corporation for the granting of such Economic Development Grants and Contracts. Upon Motion by Director, Mr. Henry Patel, and Seconded by Director, Ms. SuzAnn Kirby. IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Economic Grant and Contract with JAC Enterprises, LLP for improvements to the property at 1624 Mac Davis Lane, Lubbock, Texas. This Economic Development Grant and Contract will be on the normal terms and conditions of such Downtown Grant Program and Contract offered by MLI to existing businesses and business prospects and authorize the CEO to enter into and execute all documents related to the Economic Grant and Contract.
