I ns i ght S o f t w a r e .COI Contract Resolution - Information Technology: Consider a resolution authorizing the Mayor to execute purchase order Contract 10000423??? with InsightSoftware.com, Inc., for the purchase of report -writing software to supplement the City's Enterprise One Financial System. In July 2010 the City purchased 12 licenses for Insight report -writing software to empower end- users to create their own financial and management reports with less dependence on a programmer to write reports. The Insight report -writing software is end-user friendly and allows staff to obtain year-end and month-end accounting processes, the annual budget process, open records requests, grant reporting; reporting for other governmental agencies, job cost tracking, and many other needs in the Accounting, Purchasing, Fiscal Policy, Warehouse, Human Resources, Risk Management, and Health Benefits departments. With end-users creating their own reports, the Information Technology Department has been able to focus their efforts on application development projects rather than report writing. In July the purchase was limited to a few users in each department, with the plan that the scope of the contract would be expanded to additional users and reports writers when additional funding was approved in the FY 2010-11 Operating Budget. This purchase order authorizes the City to purchase 25 additional Insight licenses. InsightSoftware.com of Houston, Texas, is the sole source provider for Insight ® Financial Reporting Software that goes directly to the updated Enterprise One Financial System tables via a Java Database Connector connection, which in turn enables end users to have direct access to the users' real-time data with no set-up requirements, i.e. software application understands JD Edwards tables and the relationship between the tables. Consequently, this is a sole source procurement exempt from competitive bidding pursuant to Texas Local Government Code 252.022(a)(7)(A). $49,020 is appropriated in the Adopted FY 2010-11 Information Technology Operating Budget, and $20,700 is appropriated in the Adopted FY 2010-11 LP&L Budget.
