BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed
to execute for and on behalf of said City an application with respect to water
rights at the Justiceburg site to be presented to the Texas Water Development
Board, attached herewith which shall be spread upon the minutes of the Council
and as spread upon the minutes of this Council shall constitute and be a part
of this Resolution as if fully copied herein in detail.
Passed by the City Council this27th day of March , 1980.

B. Location of Structure:
(1) Watercourse: South Fork of the Double Mountain Fork of
the Brazos River, Brazos River Basin.
(2) From County Seat and nearby town:
a. Location from County Seat: 21 miles in a southeast
direction from Post, Garza County, Texas.
b. Location from nearby town (if other than County Seat):
Eight miles in an easterly direction from Justiceburg,
a nearby town shown on county highway map.
(3) Station 0+00 on the centerline of the dam is S 290 30' W
(bearing) 5,000 feet (distance) from the northwest corner
of Section 55 of Block 5 of Houston and Great Northern
Railroad Co. Original Survey, Abstract No. 120, Kent
County, Texas.
(4) Location of Dam: Section 55 of Block 5 of Houston and
Great Northern Railroad Co. Original Survery, Abstract
No. 120, Kent County, Texas; Section 56 of Block 5 of
Houston and Great Northern Railroad Co. Original Survey,
Abstract No. 466, Kent County, Texas; Sections 69 and 70
of Block 5 of Houston and Great Northern Railroad Co.
Original Survey, Garza County, Texas.
C. Reservoir:
(1) Acre-feet of water impounded by structure at normal maximum
operating level - 115,937.
(2) Surface area in acres of reservoir at normal maximum
operating level - 2,884.
D. This is not a U.S. Soil Conservation Service floodwater -
retarding structure.
E. This drainage area above the dam is 394 square miles.
3. Appropriation:
A. Appropriated water will be used as follows:

55 of Block 5 of Houston and Great Northern Railroad Co.

(2) Location from nearby town: Eight miles in an easterly
direction from Justiceburg, a nearby town shown on attached
vicinity map.
(3) The diversion will be from a proposed on -channel reservoir.
(4) Rate of Diversion:
a. Maximum 31,200 gpm

Water which is diverted but not consumed as a result of the
above stated use will be returned to the City's sewage treatment
plant, on the North Fork of the Double Mountain Fork of the
Brazos River, Brazos River Basin.
D. Surplus Water
Water which is diverted but not used beneficially will be
returned to the South Fork of the Double Mountain Fork of
the Brazos River at a point S 040 45' E (bearing) 3,500 feet
(distance) from the northwest corner of Section 55 of Block 5
of Houston and Great Northern Railroad Co. Original Survey,
Abstract No. 120, Kent County, Texas.
4. General Information:
A. The proposed works will be located on land acquired by
eminent domain.
B. No irrigation is proposed.
C. If a permit for the appropriation is granted, either in whole
or in part, construction works will be begun within two years
after such permit is issued. The proposed work will be
completed within five years from the date of issuance of permit.
5. Maps, plats, and drawings accompany this application as required
by the Commission's Rules.
