RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock a grant application
to the Texas Parks and Wildlife Department and related documents, attached
herewith which shall be spread upon the minutes of the Council and as spread
upon the minutes of this Council shall constitute and be a part of this Resolution
as if fully copied herein in detail.

THAT the City.of Lubbock, a home rule municipal corporation of
Lubbock County, Texas, acting by and through its Mayor, hereunto duly
authorized, hereby dedicates to the public for park uses forever a parcel
of land in Lubbock, County, Texas being all the land owned by the City of
Lubbock in Sections 12, 13 and 17 of Block A, Lubbock County, Texas, and
all the land owned by the City of Lubbock in Section 18, Block A, Lubbock
County, Texas lying north of Loop 289; which parcel is further identified
as outlined on a Map attached hereto and made a part hereof; provided,
however, that the City of Lubbock reserves the right to erect, maintain,
and use all or any part of said area for public buildings, facilities or im-
provements to be constructed or erected thereon as the City may see fit.

ENVIRONMENTAL IMPACT ASSESSMENT
City of Lubbock, Texas
Athletic Complex
Description of the Proposed Action
A. Purpose
The purpose of this project is to develop an athletic complex that
would contain a softball quadruplex and approximately eighteen (18)
soccer fields. This project would serve the growing recreational
needs of the citizens of Lubbock and surrounding communities with
a facility which would be able to support most of the area teams. It
would also fill the need for an area in which to have tournaments,
which the city does not currently have.
B. Identification and Description
The project area covers 98.24 acres, located in Section 12, Block A,
within the Lubbock City limits and in Lubbock County. This area is
located in North Lubbock, in an area that is primarily agricultural
and industrial. The land is already park property that is currently
undeveloped, and has a ground cover of wheat.

and Federal and State Environmental Policies and Standards.
This project conforms with all programs, policies, and standards.
Description of the Environment
A. Existing Social and Environmental Setting
1. Surface and Subsurface Geology
The oldest rock unit in the Lubbock area is the Pliocene Ogallala
formation. This rock unit is over 250 feet thick and is made up
of alluvial deposits consisting of gravel, sand, silt, and clay
particles, all capped by caliche. The Ogallala is the principal
water -bearing unit in the high plains of northwest Texas. The
unit outcrops in the valley walls and over a part of the flood
plain in Yellowho use and Black Water Draws, where they pass through
the city. The unit does not out -crop in the project area.
2. Paleontology
There is a known fossil site in the area of the project, which is
the Lubbock Lake Site, designated as a National Historic Landmark.
This site is approximately one -quarter (4) mile from the project
area. This fossil site is located in a dried up lake -bed in the
canyon, whereas the project site is on a plateau above and adjacent
to the fossil site. In the event of the discovery of an area of
paleontological significance, construction would be halted and the
site appraised by experts.
3. Soil Characteristics
The surface soil of the project is erosion deposited either by
wind or water. The wind deposited soil is a fine loam that ranges
up to 80" deep. Suitability for dwellings, small commercial build-
ings, and local streets is moderate. The playa lakes contain sed-
iment from higher surrounding areas. The lake basins contain some
water throughout the year, but are filled only after heavy local
rains. The soil type in these lake areas is very high in organic
matter.
4. Ecologically Sensitive Areas
The project area is an undeveloped park site. It has a temporary
groundco ver of winter wheat to prevent soil erosion. The State
Board of Water Engineers ahs determined that some aquifer recharge
occurs from the playa lakes a fter heavy rains.
5. Air Quality
The quality of air in the Lubbock area is good in comparison with
established ambient air standards. The only pollutant that exceeds
these standards is the particulate concentration. This is unusually
high because of the type of soil, wind speed, and large areas of
land in this area under cultivation.
6. Biological Environment
The project area is an undeveloped park site. It has an introduced
plant cover of winter wheat to prevent soil erosion. The Lubbock
county fauna is small, consisting mostly of forms tolerant to drought
and aridity. Bird fauna is particularly rich with water -loving
species. There are no birds, mammals, amphibians, or reptiles from
this area that are presently on the endangered species list.
Social Setting
The type of development existing in the area of the project (North
Lubbock) is industrial, commercial, and agricultural. There are
3243 people in the area, with 35% single-family homes. The population
is composed of 64% white, 2% black, and 34% Mexican -American. 22%
of the population is under 18 years of age. There are no residences,
or business's located on the project site.
8. Economic Setting
The average income per family in the area is $6,697 per year.
The average cost per residence is $8,500.
3. Environmental Impact of the Proposed Action
A. Environmental Assessment and Evaluation
1. Subsurface Setting
No detrimental impact. Established g ro undcover will aid moisture
retention. Small areas of paving (road and parking lot) will not
impede water run-off.
2. Surface Setting
Established g roundcover will prevent wind and water erosion. The
sports areas will be high maintenance areas which will require
frequent mowing and, watering. This maintenance should eliminate

3. Climate and Atmosphere
This project will have some adverse effects on air quality during
installation. Earth -moving equipment will increase dust and noise
levels in the areas during construction . Upon completion of the
project, dust levels should be reduced due to established ground -
cover. Noise levels may be increased due to the nature of the
sports activities, such as crowds cheering, and autanobile traffic.
Increased light levels will occur due to flood lighting of the
activity areas during night games and all night tournaments.
4. Biological Environment
The current winter wheat ground cover will be replaced by Bermuda
grass turf, thus removing a natural habitat for field -mice, snakes,
and jack -rabbits. These animals will probably relocate in the
surrounding agricultural fields.
5. Impact on Community Facilities
Upon completion of the project, other city facilities will cease
to be over -crowded and over -worked. The Parks and Recreation Dept.
currently has to limit the n unber of teams due to the lack of
facilities. With the project's completion however, increased
participation by the general populus is expected due to expanded
and improved facilities.
B. Analysis and Evaluation of Aggragate Impacts
The overall effect of this project would improve the existing site
considerably. The project would stabilize surface soils, reduce dust
levels in the area, provide an aesthetic and functional recreation
area. The recreational area would provide increased facilities for
the sports of softball and soccer, and alleviate crowded conditions
which now exist at current facilities. It would also create an area
where tournaments could be held, which the city does not now have.
4. Mitigation Measures Included in the Proposed Action
Every effort will be made by employees during construction to keep en-
vironmental impacts at a minimum. Environmental effects of construction
will be brief in duration, and the environment of the general area should
soon return to normal with the exception of increased light levels during
night games, and possible increased noise levels.
In consideration of the close proximity of the Lubbock Lake Site, workers
will be alerted to look for any items of historic or archeological sign-
ificance in the project area. Any finds will prompt the halting of any
further construction until the site has been evaluated by experts.
The existing g roundcover will be replaced by a turf groundcover which is
more suited to the purposes for which the area is intended.
The existing overhead powerl i nes will be rerouted overhead around the
perimeter of the site.
5. Unavoidable Adverse Effects to the Environment
Certain adverse effects to the environment will occur during construction.
There will be increased dust levels during earth -moving construction.
There will be increased noise levels while heavy equipment is being used
but not more than current noise levels of agricultural equipment now being
employed.
After completion, there may also be some adverse effects on the environment.
There will be increased light levels during night games.
There will be increased noise levels from crowds and automobiles during games.
6. Relationship Between Local Short -Term Uses and Long -Term Productivity
The land in the area of the project is currently unproductive. The Parks
department has no facilities there at this time. Any development would
render the land productive, whereas it is currently unused. The short-
term construction period disadvantages would be far out -weighed by the
long-term end product.
7. Irreversible and Irretrievable Commitments of Resources Which Would Be
Involved In Proposed Action, Should It Be Implemented
There would be no further irreversible commitments associated with the
athletic complex development, as the land is within park property, which
has been been previously committed to unproductive agricultural land for
many years.
8. Alternatives to Proposed Action
The only alternative to the proposed athletic complex is no development.
The land would remain in unproductive agricultural state, and the city
would not have expanded facilities for soccer and softball. Existing
facilities would remain crowded, and teams would remain limited. Lubbock
would probably not be included on the tournament curcuit due to unsuitable
current facilities which make it hard to accomodate large numbers of
players and spectators. The current wheat gro undcover leaves the land
barren for 3-4 months out of the year, which adds to the problem of soil
erosion.

PROGRAM NARRATIVE
City of Lubbock
Athletic Complex
1. Objectives and Needs
The primary objective of construction of the softball quadruplex and
soccer fields in a centralized location in the City of Lubbock is to
provide the citizens of the community with a needed supplement to ex-
isting recreational facilities.
At present, the city has seven (7) softball fields located in various
city parks. There are 550 teams in the city that play an average of
five (5) games per day per field. This makes for very crowded conditions,
plus the fact that the games are often played quite late at night.
These parks are located in residential areas, so local residents are
subjected to the noise, traffic, and bright lights that.are part of
softball games.
At present, the city has two (2) designated soccer fields that are
in reality unfit to play on due to the ground and turf conditions.
There are approximately 6000 soccer players in the city of Lubbock,
playing eight (8) games per day per field. These games are being
played in local parks in residential areas. The same problems noted
above for area residents can be reiterated here.
2. Results or Benefits Expected
The major result expected to be derived from this project will be the
construction of a softball quadruplex, pressbox/concession/restroom
facility, and approximately eighteen (18) soccer fields.
The construction of this athletic complex in a non-residential area
would eliminate many of the problems local residents suffer from
traffic, noise, night lights, and litter. It would also centrally
locate two high -participation sports and provide a facility that
would support tournaments. Preparation of fields, maintenance, and
convenience would all be easier, thereby cutting maintenance costs.
Lubbock could be promoted on a national, regional and state-wide basis
for tournaments, which would be a boost to the local economy and
reputation. The closest facility that compares with this project is
over 100 miles away. With this fact in mind, a complex of this nature
would be quite an asset to Lubbock in many ways.
3. Approach
This project involves the first phase of a two-phase, long-range
master plan. The project includes site preparation, development of a
road, and a parking lot. In addition, amenities for softball and soccer
are as follows:

The project is located adjacent to Loop 289, in north Lubbock, in
Lubbock County.
Two unusual features of this project are 1) it is the only complex
of its size within a 100 mile area of the city of Lubbock, and 2) the
softball fields will be used as soccer fields during the winter months.
4. Geographic Location
The Athletic Complex will be constructed within park property. It covers
98.24 acres in Section 12, Block A, City of Lubbock, Lubbock County. This
area is located in north Lubbock, and is bound on the south by Loop 289.
5. Relationship Between Project and Other Federally Funded Work
The Parks and Recreation Department of Lubbock is requesting matching
funds for this project from Community Development Block Grants.
6. Agreement
The City of Lubbock will take full charge of operation and maintenance
of the proposed Athletic Complex.
7. Legislative District
The City of Lubbock is located in the 19th Congressional District. It is
located in the 28th State Senate District, and Representative District 77
of the Texas House of Representatives.
8. Relocation of Persons and Businesses
No relocations will be required.
9. Overhead Utility Lines
Existing overhead utility lines will be re-routed overhead around the
perimeter of the project area.
