RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Council of the City of Lubbock hereby rejects any and all bids
received for the Storm Water Vault Improvements pursuant to ITB 10 -124 -DD and orders
that no contract be entered into pursuant to said invitation to bid.

# Consider an action by the Mayor to reject all bids for Storm Water Vault
Improvements, ITB 10 -124 -DD.
ITEM SUMMARY:
Council approved a Professional Services contract with Parkhill, Smith & Cooper,
Inc. in December 2009 to design u�grades to three older storm water vaults
located at 1" Street and Avenue J, 44` Street and Martin Luther King Boulevard,
and 26`x' Street and Ivory Avenue. In addition, SCADA improvements to all five
storm water vaults were considered. This includes the three vaults mentioned
previously as well as vaults located at 47`h Street and Vanda Avenue and 98`x'
Street and Guava Avenue. The three older vaults have poor accessibility and pose
a safety hazard for ingress and egress while carrying sampling equipment.
Historically, the communication systems in all of the vaults have not been very
reliable during severe weather events and have created problems while monitoring
the systems.
Two Contractors submitted the following bids for the Storm Water Vault
Improvements Project:
• AUI Contractors, LLC — Fort Worth, Texas - $546,000
0 Utility Contractors of America, LTD — Wolfforth, Texas - $616,500
Both of these bids far exceed the Engineer's Estimate of $246,000. Staff and the
consultant recommend that all bids be rejected due to the cost.

There is $300,000 appropriated in capital project number 92173, Storm Water
Vault Replacement, for FY 2009-10 with $250,000 available for this purpose.
