E IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized
and directed to execute for and on behalf of the City of Lubbock a Contract '
with the Lubbock County Historical Survey Committee, attached herewith which
shall be spread upon the minutes of the Council and as spread upon the minutes
of this Council shall constitute and be a part of this Resolution as if fully copied
herein in detail.

URBAN PLANNING ASSISTANCE PROGRAM
CONTRACT FOR PROFESSIONAL OR TECHNICAL SERVICES

AGREEMENT
THIS AGREEMENT, entered into as of this 12th day of September,
1974,- by and between the City of Lubbock,. Texas, hereinafter ref erred to as
the "City" and the Lubbock County Hisbrical Survey Committee, P. O. Box
4089, Lubbock, Texas 79409, created under the provisions of Article 6145. 1,
V.A. C.S. acting herein by and through its duly authorized agents or represen-
tatives, William C. Griggs, Chairman, and James W. Kitchen, and between
William C. Griggs and James W. Kitchen individually as Principal I nvestiga-
tors, said Committee and Investigators are hereinafter referred to as the
"Contractor",
WI TNESSETH•
WHEREAS, the City has, under date of July 1, 1974, entered into a
Contract for a grant for preparation of a Comprehensive Plan with the United
States of America, providing financial aid to the City, under the Urban Planning
Assistance Program authorized by Section 701 of the Housing Act of 1954, as
amended to date, and
WHEREAS, pursuant to such Contract, the City is undertaking certain
activities necessary for the preparation of an Urban Image Analysis Study,
and
WHEREAS, the City desires to engage the Contractor to render certain
technical advice and assistance in connection with such undertakings as assumed
by the City:
NOW THEREFORE, the parties do mutually agree as follows:
Section 1: THE GENERAL OBJECTIVE OF THIS CONTRACT
The general objective of this contract is for the Contractor to identify,
inventory, and document the historic sties within the City of Lubbock, Texas,

so that they may be preserved for the use of future generations.
Section 2: THE WORK TO BE PERFORMED BY CONTRACTOR TO ACHIEVE
THE GENERAL OBJECTIVE OF THIS CONTRACT
The work which the Contractor covenants and agrees to perform in order
to achieve the general objective of this contract includes the following:
A. Survey existing sites and structures in the City of Lubbock con-
structed before 1945..Determine which structures or sites
should be included in the Texas Historic Survey.
B. Conduct research on each site or structure selected to assure
that the history of the site or structure can be adequately told.
C. Locate and copy all available archival material relating to each
site or structure in order to insure its availability for future
generations.
D. Make a photographic record of all sites or structures.
E. Classify all sites or structures by condition, ownership, location,
leval of information, type of information, and by use of indexing

topics.
F. Submit, in appropriate form all pertinent information to the City
of Lubbock and to the Texas Historical Commission.
G. Make recommendations regarding historic sties in Lubbock to
appropriate national and state agencies.
Section 3 GUIDELINES FOR CONTRACTOR TO FOLLOW IN THE AREAS
OF IDENTIFICATION, INVENTORY, AND DOCUMENTATION.
The Contractor agrees and covenants to follow the following guidelines in
regard to the areas of identification, inventory, and documentation:
A. Identification
Contractor's researchers will endeavor to identify all important
historic sites and structures within the City of Lubbock. These
sites and structures will be identified by information obtained by
on -site survey, from other historical organizations, from library
research, county records, information furnished by individuals
and originalhnd surveys at the General Land Office in Austin.
A site file will be provided for each site or structure identified,
in which all information, photographs, etc.', will be placed.
The files will be grouped according to type of site and geograph-
ical location.
B. Inventory
Inventory involves gathering extensive information on sites and
structures which, in the opinion of the Contractor's research teams,
are of primary importance in the study. Each team will photo-
graph all sites and structures visited. All local sources will be
examined for archival information and photographs, and copies
will be made when possible. When applicable, researchers
will use oral history techniques in gathering information. Mem-
bers of research teams will be constantly on the alert for sites
and will make new site files as needs for them arise.
C. Documentation
The information gathered in Parts A and B will be sorted and re-
viewed by the Contractor. All applicable information from each
file will be arranged in proper form for inclusion in _the Lubbock
Historic Site Survey. The most historically significant sites
and structures within the city, as determined by the Contractor's
research teams, will be included in a publication detailing the
most important historic sites in Lubbock. In addition, sites
and structures deemed to be of sufficient importance will be
submitted in proper form to the Historic American Engineering
Record and the National Register of Historic Places. Duplicate
forms or reports shall be delivered to the City of any and, all
such forms or reports submitted to the Historic American En-
gineering Record and the National Register of Historic Places.
Section 4. TIME OF PERFORMANCE
The services of the Contractor are to commence upon the date first
written above, and shall be undertaken and completed in such sequence
as to assure their expeditious completion in the light of the objective
of the contract, but in any event all of the services required hereunder
shall be completed within 135 consecutive calendar days from the date
of this contract.
SECTION 5. COMPENSATION
The Contractor shall be compensated in an amount not to exceed Five
Thousand Eighty -Seven Dollars and No Cents ($5, 087.00) for services
rendered under the terms of this contract. The Contractor shall be
compensated by the City in the following manner: The Contractor shall
submit a requisition for payment, on or about the first of each month,
for services rendered during the preceding month, and the City shall
remit same payable to William C. Griggs, Chairman of the Lubbock
County Historical Survey Committee.
Section 6. TERMINATION
In the event the City elects to terminate this program and so notifies the
Department of Housing and Urban Development, or in the event the Depart-
ment of Housing and Urban Development terminates this program and
withdraws Grant Funds or in the event that all allocated Grant Funds are
expended, then upon the happening of any of the above, this contract shall
terminate with the Contractor entitled to payment for services to such
date or to the extent of available Grant funds. Written notice of any
such termination shall be given by the City to the Contractor by mailing
such notice to William C. Griggs, Chairman, Lubbock County Historical
Survey Committee, P. O. Box 4089, Lubbock, Texas 79409.
IN WITNESS WHEREOF, the parties hereto have executed this agreement as
of the date first above written.
