HomeMy WebLinkAboutResolution - 2022-R0428 - East-Side Grant Façade to Aunt Whinchie's PlaceResolution No. 2022-RO428 Item No. 5.4 October 25, 2022 RESOLUTION WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the Market Lubbock Economic Development Corporation (the "Corporation"), the City Council of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the authority to approve all programs and expenditures of the Corporation; and WHEREAS, the City Council finds that it is in the best interest of the public to approve the program or expenditure, as proposed to the City Council by the Corporation, as set forth in Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the East Side Faeade Grant program or expenditure of the Corporation, in the amount set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be provided to Aunt Whinchie's Place, is hereby approved pursuant to Section 5 of the Amended and Restated Bylaws of the Corporation. Market Lubbock ES Fagade Expenditure - Whinchie's Place 9.29.22 RE 22-66 RESOLUTION APPROVING AUNT WHINCHIE'S PLACE EAST -SIDE FACADE GRANT AT 1710 EAST 4TH STREET THE STATE OF TEXAS COUNTY OF LUBBOCK At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT CORPORATION, INC., a Texas nonprofit corporation (MLI), on Wednesday, September 28, 2022, held in conformity with the bylaws, after due notice as therein provided, a quorum being present and acting, the following resolution was unanimously adopted: WHEREAS, MLI presented to members of the Board the proposal of a possible Economic Development Grant and Contract to Ms. Shelia Vanburen, owner and operator of Aunt Whinchie's Place, who is moving to 1710 E. 41' Street, located within the East Lubbock Neighborhood Empowerment Zone as designated by the City of Lubbock. The property is owned by Mr. Terry Humphrey, a previous east -side grant recipient. Aunt Whinchie's Place was created to cater to the social and emotional needs of young, underprivileged children to aid in preparing them for the ultimate Pre-K and Kindergarten Experience. The children will learn decision making skills, accountability and age -appropriate curriculum through investigative educational play practices and so much more. Ms. Vanburen chose this location because it is in a thriving lower income area of great opportunity, potential and growth. Here we find entrepreneurs following their dreams by opening and bringing in new businesses and growing the community in positive ways. Ms. Vanburen believes this is an excellent area for children to observe and learn how to become respected, productive citizens. The scope of work includes a new fence and new signage totaling $3,738 in fagade expenses. The terms and conditions of such Economic Development Grant and Contract, other than the normal terms and conditions applicable to all such Economic Development Grant and Contracts by the Corporation, are described generally as follows, to wit: Grant Shelia Vanburen Lee, owner of Aunt Whinchie's Place, an East -Side Fagade Grant totaling $1,869 for renovations at 1710 E. 4' Street, located within the East Lubbock Neighborhood Empowerment Zone as designated by the City of Lubbock, once proof of payment has been submitted. WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant and Contract offering the incentive for providing assistance to renovate their facility, meet and comply with the qualifications and purposes of the Corporation for the granting of such Economic Development Grants and Contracts. Upon Motion by Director, Mr. Barry Orr and Seconded by Director, Mr. Sonny Garza, IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Economic Grant and Contract with Shelia Vanburen, owner of Aunt Whinchie's Place for the renovations at 1710 East 4'' Street, Lubbock, Texas. Must wait one year from approval to apply again for the same property. (Expenses used in one application cannot be used in another application.) • Applicant is not eligible for grant program funding if delinquent in property taxes according to LCAD records - includes all LCAD properties listed in the applicants name • MLI disbursements are characterized as "reimbursable grants" - Applicant pays expenses first • Expenses eligible for reimbursement must relate to reasonable costs or expenses. • Receipt of an application is not a guarantee of grant approval.
