Item 2) Construct access road on west side of SHB at a cost of $33,595 and 5 days. Item 3) Construct cake loading emergency pad at a cost of $16,591 and 5 days. Item 4) Install new MH on the dewatering centrate line at a cost of $20,316, and 7 days. Item 5) Replace cake hopper gate actuators at a cost of $98,594 and 5 days. Item 6) Construct retaining wall, slab and stairs at SHT 6 & 7 at a cost of $15,568 and 3 days. Item 7) Reconstruct valve vault walls at SHT 6 & 7 at a cost of $9,235 and 3 days. Item 8) Install conduit and wire for additional lighting at a cost of $68,446 and 3 days. Item 9) Remove additional concrete paving east of SHB at a cost of $22,105. Item 10) Replacement of deteriorated wall penetrations in SHT 7 at a cost of $5,188. Item 11) Additional WAS and NPW pipe supports in SHB at a cost of $25,422. Senior Engineer City of Lubbock, Texas August 16, 2017 Page 2 Items recommended for inclusion with Change Order #3 are described in more detail as follows: Item 1 Archer Western has proposed $2,944 and one additional day for work and materials required to construct a new sidewalk on north end of SHB Odor Control between the odor control area wall and Administration Building parking as requested by the Engineer through PCM #26. The Engineer and RPR have reviewed the proposal, and have found the cost and effort to be in line with what would be expected given the small quantity of concrete involved (6 cu yd). Please note that an element of the associated PCM that would have extended the SHB Odor Control wall to the northwest corner of the SHB was eliminated from this item due to the high cost quoted by the masonry subcontractor. Item 2 Archer Western has proposed $33,595 and five additional days for work and materials required to construct a new access road from the main plant access road to the west side of the Solids Handling Building (SHB), serving the new transformers and rollup door as requested by the Engineer through PCM #26. The Engineer and RPR have reviewed the proposal, and have found the cost and effort to be in line with what would be expected given the small quantity of concrete involved (65 cu yd). Item 3 Archer Western has proposed $16,591 and five additional days for work and materials required to construct an emergency cake loading pad allowing for loading of sludge trucks from the horizontal cake conveyor using a front-end loader. This is a different emergency loading approach than assumed during design, in which a roll -off bin was to be placed at the end of the conveyor. The Engineer and RPR have reviewed the proposal, and have found the cost and effort to be in line with what would be expected for the small quantity of concrete involved (13 cu yd), and the complexity of the installation. 8900A.30 I Fekete003.doa Mr. Zoltan Fekete, P.E. Item 4 The Engineer requested with PCM #27 that Archer Western submit a proposal for replacement of an existing 12" diameter 45 degree bend fitting, and a 12" by 20" reducer fitting on the Centrate line near the Solids Handling Building with a new 60" diameter concrete manhole similar to the other two manholes installed on the Centrate line. The purpose of this new manhole was to allow the piping from the building to the manhole to be easily isolated for maintenance of the line due to buildup of Struvite that has been experienced in the existing 12" line section. A manhole was not originally included at this location due to the proximity of the centrate line to the Solids Handling Building. This work was done on an emergency basis, as the Centrate line had become unusable due to blockage with Struvite near the Solids Handling Building. Archer Western is requesting $20,316 and an additional seven days be added to the Contract for purchase and installation of the manhole. The Engineer and RPR have reviewed the proposal, and have found the cost and effort to be in line with what would be expected for this unforeseen condition. The following documents are attached to support Item 4: Potential Contract Modification (PCM) #27 dated January 11, 2017 from Jason Anderson of Carollo Engineers with the Engineer's request for proposal. 2. PCM #27.2 Proposal dated July 12, 2017 from Curtis Weston of Archer Western with the cost backup for the additional work. Item 5 The Engineer requested with PCM #28 that Archer Western submit a proposal for procurement and installation of the equipment required to improve the closing speed of the three Cake Hopper slide gates to a closing time of between 20 seconds and 30 seconds utilizing a replacement Rotork actuator, and replacement gate stem. This concept was discussed with the Contractor in a conference call on January 10, 2017, and has been discussed with the City at several construction meetings. The Rotork actuators originally installed were provided per specification, and are similar to actuators used successfully by the Engineer on other projects with cake loading facilities. The cake hopper capacity is approximately 90 cubic yards, and is sized to allow storage of dewatered sludge through a 3-day weekend without needing to haul to disposal. The side slopes to the three outlet gates are very steep to prevent cake from sticking to the sides and preventing full emptying of the hopper, a problem common to other facilities. Senior Engineer City of Lubbock, Texas August 16, 2017 Page 4 features an active bottom with two rotating screws to prevent bridging of solids in the opening, and a slide gate. The combination of the dryness of cake achieved by the new dewatering centrifuges and the steepness of the side slopes of the hopper result in an unusually fast transport of cake from hopper to hauling trailer, even if the active bottom screws are not turning. The actuator shaft of the center hopper gate was replaced with a shaft with the coarsest thread available to increase closing speed to 90 seconds, and while a significant improvement, and one that has allowed the cake loading facility to be used for more than a year, this speed was still found to be too slow as to provide the ease desired by plant staff to completely fill a trailer using all three gates. The Engineer worked extensively with the hopper manufacturer, Custom Conveyor Corporation, to arrive at the best solution. After investigating the application of a variety of alternative actuators, some allowing closing in as little as 5 seconds but at a cost of $100,000 per actuator, Custom Conveyor recommended a replacement Rotork actuator identical in configuration to the existing actuators, but with much faster travel. Installation of these new actuators will not require modification of the related electrical systems. Installation does require replacement of the gate shaft on all three gates. Archer Western received a quote from Custom Conveyor of $64,960 for three new Rotork actuators with stems ($21,653.33 per actuator). The new actuators will result in a closing time of 20 seconds or less, which is expected to be adequate time to close gates without overfilling the receiving trailer, and to allow use of all three gates to avoid the need to re -position the cake truck as has been necessary when using the center gate alone. The total cost of the proposal, including the trial center stem and nut, removal of the original actuators, and installation of the new actuators is $98,594, with five additional days requested. The Engineer and RPR have reviewed the proposal, and have found the cost and effort to be in line with what would be expected. The following documents are attached to support Item 5: 1. Potential Contract Modification (PCM) #28 dated February 13, 2017 from Jason Anderson of Carollo Engineers with the Engineer's request for proposal. 2. PCM #28.2 Proposal dated July 12, 2017 from Curtis Weston of Archer Western with the cost backup for the additional work. Item 6 The Engineer requested with PCM #29 that Archer Western submit a proposal for construction of a new retaining wall, slab, and aluminum stair in front of the Sludge Holding Tank 6 and 7 control room doors. The existing grading around the control room is such that mud slides down and builds up against the double doors to the room, blocking required access to and from the room, and creating a safety concern. The Contractor was requested to prepare a proposal to construct a new retaining wall and slab at the doors to prevent mud from impeding access to the room. The drawings and details attached to the PCM suggested application of the retaining wall detail used for Sludge Holding Tank 7, with aluminum stairs provided similar to that provided for access in the Polymer Room under PCM #41. The Engineer and RPR have reviewed the proposal, and have found the cost and effort to be in line with what would be expected given the small quantity of materials, and complexity of the installation. The following documents are attached to support Item 6: 1. Item 7 The Engineer requested with PCM #30 that Archer Western submit a proposal for replacement of the Sludge Holding Tank 6 and 7 inlet valve vault. The existing valve vault walls were constructed with CMU block, and the grout is failing causing the walls to collapse. The condition of the walls presents a serious safety concern, and collapse could result in damage to the valves within the vault. The Contractor proposes to use the CMU walls as a form against which to pour new concrete walls. The grating on the top will be re -installed on the new walls. Archer Western proposes $9,235 and three additional days for this work. The Engineer and RPR have reviewed the proposal, and have found the cost and effort to be in line with what would be expected given the small quantity of concrete, and limited access for installation. Item 8 Archer Western has proposed $68,446 and three additional days for work and materials required to construct the following additional project elements as requested by the Engineer through PCM #31: Installation of additional conduit and wire to allow the City to install LED lights in the locations indicated in the attached markups of the Conformed Drawings. The City has the lights and would perform installation of the lights. The proposal is for the Contractor's electrical subcontractor to run the required conduit and wire. The Engineer and RPR have reviewed the proposal, and have found the cost and effort to be in line with what would be expected given the length of PVC -coated conduit and wire required. Item 12 Archer Western is requesting $11,853 and three additional days for removal of the 20-inch diameter duckbill valve in the centrate tank to enhance centrate flow from the centrifuges. Removal of this valve was necessitated by the requirement to route the new Centrate line over a 54-inch influent sewer line that was found to be installed at a much higher elevation than available record drawing information suggested. The Contractor and RPR chose to go over the sewer line to avoid damage to the line, and because other existing piping would make it difficult, if not impossible, to go under the line. Going over the 54-inch line resulted in a high point where the Centrate line was intended to slope downward from its beginning at the Solids Handling Building to the Centrate Equalization Basin. Removal of the check valve required the use of a crane for removal of sections of the basin cover and the valve itself, and required the basin to be pumped down. Cost includes 158 hours of labor for $4,140, diesel fuel, and equipment at $2,650, the Contractor's labor burden at $2,401, and small tools at $414 for a total direct cost of $9,605. Item 13 Membrane covers have been installed as replacements for the original failed steel floating covers on Sludge Holding Tanks 6 and 7. Membrane covers were selected based on the structural limitations of the existing tank walls. Archer Western is requesting $29,234 and three additional days for materials and labor required to install additional membrane cover support straps. The support straps prevent the inner gas holder cover from reaching the liquid surface if there is no gas pressure in the tank. Upon delivery of the materials for installation it was found that there were 384 horizontal anchors per tank, or over 13 times as many anchors. There was no documentation from the membrane manufacturer TECON at any point in the submittal process to indicate there would be this many anchors to drill and set. Cost includes 683 hours of labor for $13,660, the Contractor's labor burden at $7,923, and small tools at $1,366 for a total direct cost of $22,949. Although the valves provided per the design were adequate, the additional valves eased construction sequencing, allowed further isolation of the RDTs during performance testing, and will give City staff more flexibility in operation and maintenance in the future. Cost includes 3 hours of labor for $69, valves at $2,064, the Contractor's labor burden at $40, and small tools at $7 for a total direct cost of $2,180. The original line was intended to be reused, but upon draining and cleaning it was determined by the Engineer that given the condition of the existing pipe it would be best in the long term to replace this line. With this replacement, both the sludge pump suction lines and the recirculation pump discharge piping is all new. It should also be noted that the 8 inch digested sludge suction line in Sludge Holding Tank 7 was replaced after the tilted cover knocked the pipe down. Cost includes 34 hours of labor for $782, ductile iron pipe and fittings at $3,550, equipment at $500, the Contractor's labor burden at $454, and small tools at $78 for a total direct cost of $5,364. Item 21 Archer Western is requesting $11,873 and two additional days for labor related to repairing and leveling the top of the wall on Sludge Holding Tank 6. This tank differed from Tank 7 in terms of the top elevation of the wall, with the elevation being significantly higher along the circumference of the tank wall at the control room. Installation of the membrane cover requires the top of the wall to be close to the same at all points along the circumference of the tank, necessitating repair and leveling. Cost includes 189 hours of labor for $4,347, repair materials at $2,228, the Contractor's labor burden at $2,521, and small tools at $435 for a total direct cost of $9,531. Item 22 The original Contract had Bid Item 6 in the amount of $150,000 for the Contractor to purchase dewatering polymer necessary for operation of the new dewatering centrifuges, and Bid Item 7 in the amount of $50,000 for purchase of thickening polymer necessary for operation of the new rotary drum thickeners. In the course of starting and operating the centrifuges to date, dewatering polymer has been purchased by the Contractor on the City's behalf totaling $221,431.60 (overrun of $71,431.60). Dewatering polymer purchases have totaled $47,398.40 ($2,601.60 remaining). The City would like to purchase one more load of polymer through the Contractor, as the price the Contractor is getting is actually lower than the price negotiated by the City, and there is no markup on polymer. This additional load is priced at $44,000. The Contractor has identified unused budget from other bid items that can be applied to this last purchase and the previous polymer cost overruns. There is $50,000 remaining unused from Bid Item 8 - Belt Press and GBT Repairs, both of which are now replaced by the new centrifuges and rotary drum thickeners, and therefore this amount will not be used for the original purpose. There is also $61,601 remaining from the original $75,000 budgeted for Bid Item 3 - Sludge Holding Tank Crack Injection. All tank repairs have been made so the remainder will not be used for the original purpose. PCM #46 seeks to re -assign the remaining $61,601 from Bid Item 3, $2,601.60 from Bid Item 7, and $50,000 from Bid Item 8 for a combined amount of $114,202.60 to cover the dewatering polymer overrun and the additional polymer load that total $115,431.60.
