The City Manager or her designee is further authorized to complete and execute any routine documents required in connection therewith. This recommendation was presented to the entire Civic Lubbock, Inc. Board of Directors on June 28, 2010 and was approved as recommended. The Hotel Occupancy Tax allocation for the 2010 Cultural Arts Grant Program provided for $238,983.57 to be granted over two granting cycles. In addition, interest earned in the amount of $3,646.34 is available for the 2010 program, making the amount designated for the 2010 Cultural Arts Grant Program a total of $242,629.91. The Board of Directors elected to absorb all expenses related to administering the program, therefore no administrative expenses will be deducted and the entire allocation will be available for the 2010 Cultural Arts Grant Program. The Cultural Arts Grant Review Committee is comprised of five members; three Civic Lubbock, Inc. Directors assigned by Civic Lubbock, Inc. and two members -at -large appointed by the City Council. They are as follows: Kay Sanford, CLI Board of Directors and Chair of the Grant Review Committee Mark Bass, CLI Board of Directors Louis Kelley, CLI Board of Directors Gail Fargason, Member -at- Large appointed by City Council Ann McDonald, Member -at -Large appointed by City Council In reviewing requests and developing funding recommendations for each application, the Cultural Arts Grants Review Committee followed the approved Cultural Arts Grant Guidelines and Procedures. A Grant Workshop was held on May 4, 2010 for all organizations wishing to apply for a Cultural Arts Grant. Accompanying this document are the results of the Cultural Arts Grant Review Committee meeting held on June 14, 2010. Nineteen (19) applications were received for this first grant (June 2010) funding cycle and seventeen (17) are recommended for partial funding. The total amount of funding requested for this grant cycle was $218,400.00 of which $129,150.00 is recommended for funding from the City of Lubbock Cultural Arts Grant Program. Of the seventeen (17) grant awards recommended, three (3) of the grant awards cover an entire season (or year) of events. Those organizations chose to submit one application for an entire season rather than submit an application for each of the two granting cycles. With that in mind, the Committee recommended an amount that is approximately 53% of the Hotel Occupancy Tax and interest allocated for the 2010 Cultural Arts Grant Program. The Civic Lubbock, Inc. Board of Directors requests that the City Council consider approval of the Cultural Arts Grant allocations in the amount of $129,150.00 as recommended by the Cultural Arts Grant Review Committee and approved by the Civic Lubbock, Inc Board. The Downtown Art Market occurs on the second Saturday of each month and is held at the Tornado Gallery, both inside the Gallery and in the courtyard of the Tornado Gallery. The event highlights the work of over 35 visual artists and makes available for purchase fresh produce and flowers. All visual artists, both professional and non-professional, are invited to participate as long as they produce work that is original and handmade. Local musicians and bands also perform. Committee Comments: • Project has good artistic merit; unique and innovative event • The Committee struggled with this application. The Committee determined that this application was not eligible for consideration because the Tornado Gallery, who actually puts on this event, is not a non-profit organization, which the Cultural Arts Grant Guidelines and Procedures requires • The Committee encourages the Tornado Gallery to apply for and obtain a 501(c)3 designation so that this great event can be eligible for grant funding; another option would be for the Arts Alliance or another non-profit organization to take over the planning, execution and funding of the event 1006-002 Lubbock Community Theatre Lubbock Community Theatre Fall Season 2010 Amount Requested: $15,000 Amount Recommended: $ 7,000 The Lubbock Community Theatre requested $15,000 to assist with various production costs associated with the presentation of three productions that will take place in the fall of 2010. The three productions will consist of two (2) season productions and one (1) children's production and will take place at the newly renovated Boston Ave Theatre. The requested funds would cover costs associated with actors, directors and designers, production supplies and materials and advertising/promotion. Committee Comments: • Project has strong artistic merit • Applicant plans to put postcards at the various hotels to advertise to visitors • Applicant should continue to insure that all performances are listed on the Visit Lubbock website and other tourism websites • Cultural Arts Grant funds recommended ($7,000) will be used towards the cost of Professional Services, Supplies/Materials and/or Promotion/Publicity 1006-003 Lubbock Arts Alliance 14th Annual Take in the Local Color! Lubbock Artist's Studio Tour Amount Requested: $10,000 Amount Recommended: $ 7,000 The Lubbock Arts Alliance requested $10,000 to assist with advertising and production costs associated with the "Take in the Local Color! Lubbock Artist's Studio Tour" which will be held on November 13-14, 2010. The goals of the project are to provide community awareness and education in the visual arts, offer a venue for local artists to showcase their works, facilitate a quality visual art program for students to attend, and attract visitors/tourists. This event allows audiences the unique opportunity to observe the artists in their working environment, many of which are private homes. Approximately six artists are showcased at each studio location. In 2009, there were ten locations with over 56 Lubbock County artists participating and over 5,000 patrons attending the free and open to the public two-day event. Committee Comments: • Project has strong artistic merit • Application indicates strong marketing plan for outside the Lubbock area • Project historically generates good tourism numbers; good tracking methods are in place to determine out of town attendees and room nights generated • Project provides access to some artists whose work can only be seen at this event • Cultural Arts Grant funds recommended ($7,000) will be used towards the cost of Promotion/ Publicity 1006-004 Lubbock Christian University Theatre "Carousel" Musical Production Amount Requested: $ 6,000 Amount Recommended: $ 3,000 Lubbock Christian University Theatre requested $6,000 to assist with hiring orchestra musicians for the fall musical production of "Carousel" which will be held on October 8-9, 2010. The production will be held in conjunction with LCU's Parent/Family Weekend festivities and will include a cast and crew of over 35 and an orchestra of 21. Committee Comments: • Project has strong artistic merit • Application shows steady growth in attendance over the last three years 2 • Application indicates a good marketing plan outside the region; includes marketing to alumni and families of current students • Cultural Arts Grant funds recommended ($3,000) will be used towards the cost of Professional Services — Orchestra Musicians 1006-005 Louise Hopkins Underwood Center for the Arts First Friday Art Trail Amount Requested: $11,800 Amount Recommended: $ 9,000 The Louise Hopkins Underwood Center for the Arts requested $11,800 to assist with marketing efforts for the First Friday Art Trail. This event will be held monthly from September of 2010 through August of 2011 and provides an evening of arts, entertainment and food. First Friday Art Trail is free to the public and is designed to showcase the visual and performing arts, created and produced by regional artists, in downtown venues that include galleries, museums, restaurants, studios and showrooms. Committee Comments: • Project has strong artistic component; unique event • Event has grown significantly since its inception in 2004; average attendance is 2,500 attendees per month • Tourism numbers as shown on the application indicate steady growth • Project creates great exposure for the venues and the artists • Application indicates strong marketing plan for advertising outside the region • Cultural Arts Grant funds recommended ($9,000) will be used towards the cost of Promotion and Publicity • Grant funds were considered for the entire year long program; future applications for this timeframe may not be considered 1006-006 The American Wind Power Center "The Legacy of the Wind" — Windmill Mural (Final Phase) Amount Requested: $12,000 Amount Recommended: $ 5,000 The American Wind Power Center requested $12,000 to assist with the costs associated with the specialized sealant and labor (artist fees) for the finalization of the 6,000 sq. ft. Windmill Mural, "The Legacy of the Wind". The mural is located at the American Wind Power Center and compliments the current exhibits in the Museum. The mural focuses on the history of the American Windmill, from the old posts mills utilized to grind grain, through the water pumping era, to the wind farms with large electricity -producing wind turbines. Committee Comments: • Project has strong artistic merit 3 • The Museum has a very good history of attracting thousands of visitors annually on a state, national and international level; the mural is a beautiful enhancement to the Museum • Applicant has a good marketing plan that reaches beyond the Lubbock area • Cultural Arts Grant funds recommended ($5,000) are to be used towards the cost of Professional Services — Artist Fees 1006-007 Ballet Lubbock The Nutcracker 2010 Amount Requested: $ 9,000 Amount Recommended: $ 6,500 Ballet Lubbock requested $9,000 for the production of "The Nutcracker 2010", which will be performed December 9-12, 2010. The funds requested are for costs associated with Promotion and Publicity, including their "Spirit of the Season" weekend promotion package and general print/television/radio advertising, and choreography fees. The production features original choreography and is a full length, classical ballet with guest artists and approximately 150 local and regional dancers. Committee Comments: • Project has strong artistic merit • Application indicates a good marketing plan outside the region; the continuation of the Spirit of the Season weekend package will encourage additional tourism • Good tracking methods are in place to determine out of town attendees and room nights generated • Applicant plans to partner with a local hotel • Project has a good history of generating room nights • Cultural Arts Grant funds recommended ($6,500) will be used towards the cost of Promotion/Publicity, promotion of the "Spirit of the Season" weekend package, and/or Choreography Fees 1006-008 Lubbock Moonlight Musicals Moonlight Dinner Theatre — Irving Berlin's "White Christmas" Amount Requested: $10,000 Amount Recommended: $ 7,000 Lubbock Moonlight Musicals requested $10,000 to assist with costs associated with the presentation of "White Christmas" which will be held December 23 and December 26-31, 2010. The production will take place at the Lubbock Memorial Civic Center. Funds requested would be used for actors, musicians, rental of scripts/royalties/music and set materials. Committee Comments: • Project has strong artistic merit 4 • Applicant plans to make announcements at the Moonlight Musical events at the Wells Fargo Amphitheater which will help promote this new event to visitors attending the summer events • Committee encourages applicant to evaluate marketing strategies; include more regional advertising to increase the potential for overnight stays in hotels; insure that event is promoted on state tourism websites • Cultural Arts Grant funds recommended ($7,000) will be used towards the cost of Professional Services — Actors/Musicians, Rentals — Scripts/Royalties/Music and/or Supplies/Materials — Set Materials 1006-009 Prairie Winds Chorus Laugh -In with the Prairie Winds Chorus Amount Requested: $ 1,000 Amount Recommended: $ -0- Prairie Winds Chorus requested $1,000 to assist with costs associated with the presentation the Prairie Winds annual event entitled "Laugh -In with Rowena and Martina" which will be held September 11, 2010. The show is designed to promote the American music art form of barbershop music. Committee Comments: • Project has strong artistic merit • Committee was concerned that the application reflected that the number of visitors and room nights generated were not tracked for the prior Cultural Arts Grant • Committee was concerned about the decline in attendance for this event as reflected in the application • Committee encourages applicant to develop tracking methods and build a history of tracking visitors and room nights generated for events for which they would like to request grant funding. When those processes and tracking history are in place, applicant is encouraged to submit a grant application during a future grant cycle 1006-010 Heavenly Productions, Inc. "It's Not Over ... Yet!" Musical Drama Amount Requested: $ 7,000 Amount Recommended: $ 5,000 Heavenly Productions, Inc. requested $7,000 to assist with soloists/musician fees, facility use fees and advertising/promotion costs associated with the presentation of a new musical drama "It's Not Over ... Yet!" which will be performed September 25, 2010. The featured artists for this presentation will be Brandon Kizer, Pervis Evans, and Russell White, all of whom have performed with Grammy award winners and/or Grammy nominees in the past. Committee Comments: • Project has strong artistic merit 5 • Applicant has budgeted well for marketing and promotion; has presented a good marketing plan for the project • Applicant is partnering with a local hotel; applicant is strongly encouraged to use the room block for performers and others to assure that room nights are generated • Cultural Arts Grant funds recommended ($5,000) are to be used towards the cost of Professional Services — Soloists/Musician Fees and Promotion/Publicity 1006-011 National Cowboy Symposium & Celebration, Inc. National Cowboy Symposium & Celebration Amount Requested: $25,000 Amount Recommended: $15,000 The National Cowboy Symposium & Celebration, Inc. requested $25,000 to assist with bringing in nationally recognized headline entertainers as well as over 100 performers and participants (poets, musicians, storytellers, panelists, chuck wagon cooks, and special presenters) for the Annual National Cowboy Symposium and Celebration. The event will be held September 9-12, 2010. Committee Comments: • Project has strong artistic and cultural merit • There is a good history of bringing tourists to Lubbock and generating room nights • Application indicates new event components which keeps the event fresh and encourages past attendees to come back as well as generate new attendees • Applicant is working with Visit Lubbock to develop new marketing strategies • Application indicates strong marketing plan for outside the area and region • Cultural Arts Grant funds recommended ($15,000) will be used towards the cost of Professional Services — Artist Fees 1006-012 Fiestas del Llano Fiestas Patrias 2010 Amount Requested: $10,000 Amount Recommended: $ 4,000 Fiestas del Llano requested $10,000 to assist with costs associated with funding culturally significant Hispanic performers for Fiestas Patrias 2010 A Bicentennial Celebration, which will be held September 15 and September 17-19, 2010. Featured will be traditional Folklorico dance and Mariachi music as well as regionally and nationally known Hispanic performers. This celebration provides the opportunity to experience the music and dance of the Hispanic culture and participate in a traditional celebration. Committee Comments: • Project is a multi -day festival which has the potential to generate overnight stays • Project has strong cultural components, including music and dance 2 • The youth art competition and exhibit is a good component to the event • Marketing budget indicates strong in-kind support from local and area media; indicates plan to promote the project statewide through several tourism websites and in Midland/Odessa, Amarillo, Hobbs and Clovis • Committee recommends that applicant follow through with plans to market to those coming to town to attend the TTU Football game • Committee is concerned with the significant drop in event attendance and tracked room nights generated over the last couple of years as reflected in the application; recommends that the applicant look for new and fresh ideas to reinvigorate attendance • Cultural Arts Grant funds recommended ($4,000) will be used towards the cost of Professional Services -Artist Fees 1006-013 Broadway Festivals 2010 Broadway and Texas Avenue Street Dance Amount Requested: $20,000 Amount Recommended: $10,000 Broadway Festivals requested $20,000 to cover the cost of musicians for the 2010 Broadway and Texas Avenue Street Dance to be held in October of 2010 on the grounds of the Lubbock Town Square (County Courthouse). As many as three (3) bands will perform. Broadway Festivals would like to build on the success of the 4th on Broadway Street Dance by providing a fall Street Dance. It is the vision of Broadway Festivals to continue to celebrate the musical heritage and rich culture of this region while drawing attention to downtown Lubbock. Committee Comments: • Project has strong artistic merit • Applicant has a good history of producing successful events • Application indicates a good marketing plan outside the region • Cultural Arts Grant funds recommended ($10,000) will be used for Professional Services — Musician Fees 1006-014 Ballet Lubbock Fall Performance — "Ragtime" Amount Requested: $ 1,900 Amount Recommended: $ 1,400 Ballet Lubbock requested $1,900 to assist with choreography fees and production related advertising for the Fall Performance of "Ragtime" which will be held on September 17-19, 2010 at the Underwood Center's Firehouse Theatre. This will be the second year for Ballet Lubbock's presentation of a fall production. Last year marked the debut of their new fall production and exceeded all of their expectations. The Fall Performance, which will rotate every four years between four standard ballets, will feature full-length classical ballets in a more intimate venue. 7 Committee Comments: • Project has strong artistic merit • Application indicates a good marketing plan outside the region • Good tracking methods are in place to determine out of town attendees and room nights generated • Applicant plans to partner with a local hotel • Committee recommends that the applicant explore cross -promotion with other events occurring that week -end; market to visitors attending the TTU football game • Cultural Arts Grant funds recommended ($1,400) will be used towards the cost of choreography fees and/or Promotion/ Publicity 1006-015 University Interscholastic League — TTU Region 3A and 5A UIL One -Act Play Director's Workshop Amount Requested: $ 5,550 Amount Recommended: $ 3,000 The University Interscholastic League TTU Region 3A and 5A requested $5,550 to assist with costs associated with the UIL One -Act Play Director's Workshop that will be held October 22-23, 2010. The workshop is designed for theatre educators and will provide training on such topics as selecting scripts, casting parts, designing sets/costumes and marketing/advertising. Region 3A and 5A engages schools from El Paso to McKinney and from Perryton to Junction. Theatre teachers from all over the state will be invited to attend. The funds requested are to cover presenter fees, supplies/materials and promotion of the event. Committee Comments: • Project has strong educational merit • Application indicates a good marketing plan outside the region • Applicant plans to partner with a local hotel • This project is a pre -cursor for the One -Act Play Competition held in the spring and assists in generating more interest and participation in the Competition, which in turn potentially generates more room nights • Cultural Arts Grant funds recommended ($3,000) are to be used towards the cost of Professional Services - Presenters 1006-016 Louise Hopkins Underwood Center for the Arts 2010 Sixth Annual Flatland Film Festival Amount Requested: $10,700 Amount Recommended: $ 3,250 The Louise Hopkins Underwood Center for the Arts requested $10,700 to assist with costs to produce the 2010 Sixth Annual Flatland Film Festival, a celebration of independent film and video. The Festival cultivates an appreciation for the art of moving image — film, video and 8 digital medium. Funds requested would be used to provide honorariums to more prominent invited industry guests, festival marketing and promotion to attract filmmakers from around the country, marketing design expenses and assistance in renting the proper equipment to showcase higher quality films. The Festival will take place October 15-17, 2010. Committee Comments: • Project has strong artistic and educational merit • Application indicates a good marketing plan outside the region • Applicant plans to partner with a local hotel • Cultural Arts Grant funds were awarded during the last granting cycle for the 2010 Flatland Film Program which included the Film Festival, however this additional funding will allow the applicant to bring in more prominent filmmakers and have the proper equipment required to show the their films • Cultural Arts Grant funds recommended ($3,250) are to be used towards the cost for Professional Services (Panelists and Graphic Designer), Rentals (Film Projection Equipment), and/or Promotion/Publicity 1006-017 Lubbock Symphony Orchestra 2010/2011 Classical Masterworks Season and Holiday Pops Concert Amount Requested: $40,000 Amount Recommended: $30,000 The Lubbock Symphony Orchestra requested $40,000 to assist with Musician Fees and Guest Artist Fees associated with the presentation of the 2010/2011 Classical Masterworks Season and Holiday Pops Concert. The theme for this season is entitled "Darkness and Light". Performances will be held on various weekends beginning in September of 2010 and ending in May of 2011. Due to the success of the Classical Masterworks Concerts, a sixth classical concert set has been added to the season. Committee Comments: • Project has strong artistic merit • Organization has a history of strong foundation and corporate support • Expansion of the season will provide additional opportunities for tourism • Cultural Arts Grant funds recommended ($30,000) will be used towards the cost of Professional Services — Musician Fees and Guest Artist Fees • Grant funds were considered for the entire season; future applications for the Season may not be considered 9 1006-018 Lubbock Arts Alliance Lubbock Cultural District Marketing Amount Requested: $ 10,000 Amount Recommended: $ 5,000 Lubbock Arts Alliance requested $10,000 to continue marketing efforts of Lubbock's Cultural District to cultural tourists. Requested funds would be used specifically for printed advertisements, website/online/e-mail blasts and production of a promotional video. The marketing plan for the Cultural District also includes obtaining "Texas Film Friendly" certification from the Texas Film Commission which will allow the Cultural District to be a registered location for television and film production. There are 170 young musicians involved in the LYSO program ranging from 6-18 years of age. The student musicians represent 38 schools in 13 different school districts within a 150 -mile radius.
