RESOLUTION
WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the
Market Lubbock Economic Development Corporation (the "Corporation"), the City Council
of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the
authority to approve all programs and expenditures of the Corporation; and
WHEREAS, the City Council finds that it is in the best interest of the public to approve the
program or expenditure, as proposed to the City Council by the Corporation, as set forth in
Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Downtown FaVade Grant program or expenditure of the Corporation, in the
amount set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be
provided to Century House Redemption d.b.a. Kingdom Towers, is hereby approved pursuant
to Section 5 of the Amended and Restated Bylaws of the Corporation.

Project 1629 161h St. (Kingdom Towers)
Century House Redemption, led by Ron Betenbough and doing business as Kingdom Towers, is offering
transitional housing (sober living) for individuals coming from homelessness, incarceration and
rehabilitative programming at 1629 16th St. Ron and Rick Betenbough founded Betenbough Homes in
1992 and have built nearly 7,000 homes in communities across West Texas and are committed to
providing more home for less money. Century House is renovating the building at 1629 16th St., located
within the Downtown TIF. The scope of work will include new signage, renovated curb and gutter and
new landscaping totaling $63,122 in expenses.
The MLI Board is being asked to consider a Downtown Facade Grant for Century House Redemption
totaling $25,000 at 1629 16th St.

RESOLUTION APPROVING CENTURY HOUSE REDEMPTION
DOWNTOWN FACADE GRANT

THE STATE OF TEXAS
COUNTY OF LUBBOCK
At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC
DEVELOPMENT CORPORATION, INC., a Texas nonprofit corporation (MLI), on Wednesday,
December 5, 2018, held in conformity with the bylaws, after due notice as therein provided, a
quorum being present and acting, the following resolution was unanimously adopted:
WHEREAS, MLI presented to members of the Board the proposal of a possible Economic
Development Fagade Grant and Contract to the Century House Redemption at 1629 16'h Street,
Lubbock, Texas. The terms and conditions of such Economic Development Grant and Contract,
other than the normal terms and conditions applicable to all such Economic Development Grant
and Contracts by the Corporation, are described generally as follows, to wit:
Grant the Century House Redemption, owned by Ron Betenbough, dba Kingdom Towers,
$25,000 towards the cost of work that includes new signage, new curb and gutter and landscaping
totaling $63,122 in fagade expenses to the facility at 1629 161h Street, Lubbock, Texas 79401.
WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant
and Contract offering the incentive for providing assistance to renovate their facility meet and
comply with the qualifications and purposes of the Corporation for the granting of such Economic
Development Grants and Contracts.
Upon Motion by Director, Mr. Brett Cate, and Seconded by Director, Mr. Chris Carpenter,
IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Economic
Grant and Contract with Century House Redemption, owned by Ron Betenbough doing business
as Kingdom Towers, at 1629 161h Street, Lubbock, Texas. This Economic Development Grant and
Contract will be on the normal terms and conditions of such Downtown Grant Program and
Contract offered by MLI to existing businesses and business prospects and authorize the CEO to
enter into and execute all documents related to the Economic Grant and Contract.
