RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute for
and on behalf of the City of Lubbock, Amendment No. 11 to Contract No. 12234 for construction
administration services for roof replacement in connection with the Lubbock Preston Smith
International Airport Terminal Building Modifications, by and between the City of Lubbock and
RS&H, Inc., and related documents. Said Amendment is attached hereto and incorporated in this
resolution as if fully set forth herein Ajpdii j beliocluded in the minutes of the City Council.

PROJECT PROPOSAL / PROJECT WORK SCOPE —
ADDITIONAL SERVICES FOR VARIOUS PROJECTS
PROFESSIONAL SERVICES WORK PLAN
The City of Lubbock (the Airport) under a separate Amendment has authorized RS&H to develop
documents in coordination with the Construction Manager at Risk (CMAR) for terminal
improvements. This Amendment provides for Construction Administration Services for GMP
No.1 which includes Roofing Replacement for the existing terminal.
This Work Plan will discuss the additional services performed and requested, beyond the scopes
of the previously mentioned amendments, towards the completion of design phase services.
The resulting documentation for all project tasks will be addressed as one project.
The Work Plan describes the scope of services by RS&H, Inc., the Architect/Engineer (A/E) for
the Construction Administration phase for this work. This Work Plan includes a Project Schedule
and a Project Proposal. The Project Schedule defines the durations of work that are the basis of
the Work Plan and Project Proposal. The Project Proposal provides the basis of the estimate for
the required compensation and defines the task efforts and deliverables required for the Project.
PROJECT DELIVERY METHOD
The project delivery method will integrate efforts between RS&H and the CMAR for the benefit
of the Airport for the construction of the Project.
Funding Expectations — The Project's bid cost is $4,221,550.00 In addition a reasonable
change order allowance must be budgeted to accommodate normal industry occurrences in low
bid contracting and unforeseen costs relating to remodeling. Scope changes may cause the
actual cost to vary significantly as the Project progresses. Changes to the project cost require
changes in the A/E efforts and may require increases to the compensation indicated in the
Project Proposal.
Project Schedule/Duration — Construction activities, are scheduled for a total of 7 months
through substantial Completion with one additional month anticipated for final completion. The
actual schedule may vary significantly as the Project progresses. Changes to the project
schedule require changes in the A/E efforts and may require increases to the compensation
indicated in Project Proposal.

PROJECT TASKS
Below identified by Tasks is the anticipated work provided under this work order.
A.BASIC SERVICES
Task A.1.0 Construction Administration
The services commencing after completion of the Construction Documents and Contract award
are anticipated to include responses to Contractor's reasonable requests for information,
interpretations, periodic site observations, evaluation of work, certification of payments,
submittals, changes in the work and project close-out. The A/E's efforts are limited in duration
as described in the Project Schedule.
Site visits will be at intervals appropriate to the stage of the work, generally monthly. Exhaustive
or continuous site visits to observe the quantity or quality of the work are not required or included.
The anticipated task efforts and site visits described as follows:
Task A1.1: Project Initiation — Establish project guidelines, systems and reporting procedures
Task A1.2 Pre -construction Conference - Prepare for and attend one pre -construction
meeting and then develop and distribute minutes of the meetings.
Task AU Shop Drawings Submittal Review — Receipt, logging, distributing, tracking,
reviewing, annotating, and determination of disposition and returning of Contractor submittals
including required shop drawings, required product data and one re -submittal for deficient initial
submittals.
Task A1.4 Substitution Request Submittal Review— Includes a reasonable number of
voluntary substitution requests and one resubmittal for deficient initial submittals.
Task A1.5 Payment Applications Submittal Review- Includes administrative submittals and
applications for payment.
Task A.1.6 CST's/RFP'slChanges - Includes the issuance of Clarifications and / or Requests
for Proposals and follow on Change Orders which may be required due to unforeseen conditions,
RFI items or changes due to multi package design and construction strategies.
Task A.1.7 RFI Contractor Inquiries - Includes a reasonable number of RFI's seeking
clarification of document requirements, approval for minor changes, direction on coordination
items, tentative acceptability of substitutions, etc.
Task A.1.8. CCA Contractor Inquiries - Includes a reasonable number of Contractor Corrective
Action requests and directives. Receipt, logging, distributing, tracking, reviewing, determination
of response, production of documentation and returning of Contractor inquiries and document
changes.

Task A.1.9 RCOs Clarifications/Changes — Includes a reasonable number of Requests for
Change Orders arising from the Contractors determination or interpretation that work is expected
that is not considered to be a part of the contract scope. A cost Evaluation Consultant will support
this effort.
Task A.1.10 Agency Coordination Provide necessary
communications/coordination/scheduling and reporting with Local/Municipal/FAA agencies
relative to respective requirements.
Task A.1.11 Site Visits, Conference Calls Meetings — The A/E, as a representative of the
Owner, so as to provide on -site representation on a monthly basis to: 1) Maintain familiarity with
the project and to keep the Owner informed about the progress and quality of the portion of the
Work in progress, 2) Endeavor to guard the Owner against defects and deficiencies in the Work
and 3) Determine in general if the Work is being performed in a manner indicating that the Work,
when fully completed, will be in accordance with the contract documents. Exhaustive or
continuous site visits to observe the quantity or quality of the work should not be required and
are not included. Included is the presence at the construction site of the multiple discipline team
members to provide their individual expertise as periodic, but not resident project
representatives. Also included are visits to the project site by the appropriate discipline and
Project Management staff for a reasonable number of meetings with Airport and Contractor. This
includes:
O/AE/CMAR weekly calls ( 28 plus 4 through closeout = 32 total with approximately
1.5 hours with average 1.5 RSH staff members + consultant per call. + 1 hr. admin
per call
Project Management Visits — One pre -construction visit, 7 monthly visits + 1 punch -
list and one follow-up closeout meeting (1 person)
Arch itectu ral/HVAC-P-FP/Cons ultant 6 Additional Site Visits — (1 person) 1 punch -
list visit (1 person)
Task A 1.12 Closeout and As -built Review - Includes the observation of the systems and
components of the project, documentation of required corrections, visit of reported corrections
(as identified above) from substantial completion list, verification of final completion (as identified
above, receipt, review and processing of all closeout documentation for operations and
maintenance manuals and receipt, review, acceptance and CADD/REVIT incorporation of
contractor recorded as -built markups.
