RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute for
and on behalf of the City of Lubbock, Amendment 4 for Contract No. 12113 for Design Services
related to Capital Improvements Project studies performed as part of the City of Lubbock
Stormwater Master Plan, by and between the City of Lubbock and Halff Associates, Inc., of
Richardson, Texas, and related documents. Said Contract is attached hereto and incorporated in
this resolution as if fully set forth herein and shall be included in the minutes of the City Council.

FOURTH AMENDMENT TPOPROFESSIONAL SERVICES CONTRACT NO.12113
BETWEEN THE CITY OF LUBBOCK AND HALFF ASSOCIATES, INC.
This Fourth Amendment (the "Amendment") to the Professional Services Contract (the "Contract") is by and
between the City of Lubbock, a Texas municipal corporation (the "City"), and Halff Associates, Inc., a Texas
corporation (the "Engineer").
WITNESSETH:
WHEREAS, prior amendments to professional services Contract number 12113 incorporated exhibits
through "Exhibit 134" and terminated the agreement as of September 30, 2019.
WHEREAS, the City has determined the need for additional design services which are to be performed by
the Engineer as part of the City of Lubbock's Stormwater Master Plan.
NOW, THEREFORE, the City and Engineer agree to the following terms in this FOURTH
AMENDMENT:
1. The attachment to this Amendment entitled "Exhibit D5" is incorporated herein to the Contract as
"Exhibit 135".
2. Additional time is granted to complete the tasks as described in "Exhibit D5" and the Contract terminates
at the close of business on September 30, 2020, unless a mutual agreement in writing is made by the City
and the Engineer to further extend the term.
3. This Amendment shall become effective upon execution by the parties, and the remainder of the Contract
shall remain in full force and effect except as changed herein.
THIS THIRD AMENDMENT IS EFFECTIVE ON THIS 6th DAY OF December 2018.

City of Lubbock
Stormwater Master Plan
Task Order #5
This Task Order is made as of , 2018, under the terms and conditions
established in the PROFESSIONAL SERVICES CONTRACT (Task Order Basis) between the City of
Lubbock, Texas (CITY) and Halff Associates, Inc. (ENGINEER), dated _April 9, 2015_ (the
Agreement). This Task Order is made for the following purpose, consistent with the Project defined in
the Agreement:
Task Order 5 will provide professional services related to updating Master Drainage Plans for playa
basins as part of the City of Lubbock Stormwater Master Plan. The consultant will coordinate with the City
to determine the playa basins that will receive updated Master Drainage Plans.
Section A. - Scope of Services
ENGINEER shall perform the following Services:
1. MASTER DRAINAGE PLAN UPDATES
Master Drainage Plan Updates were initiated and conducted as part of Task Order 3. Task Order 5
will continue the MDP updated process for additional playa basins. The MDP update process used
for Task Order 3 will be continued and the updates will focus on developing areas of the City and
locations of future annexation.
1.1 Prioritize Playa Systems
This task will rank each playa sub -system based on current and predicted growth. The prioritized list
will be presented to the City to determine which systems will receive an MDP update.
1.2 Perform 2D Modeling
Hydrologic and hydraulic modeling will be performed on the prioritized playa sub -systems using
software capable of 2D modeling analysis. The playa systems will be modeled based on assumed
future fully developed conditions based on City planned land use and typical development patterns.
The objectives of modeling will be to identify expected stormwater runoff volumes and the impacts of
runoff to the major thoroughfare crossings.
1.3 Develop MDP Mapping
The datasets used to develop the MDP models will be stored in a standardized GIS database for use by
the development community and other stakeholders. Additionally, the results of the hydraulic
modeling will be used to develop inundation areas and expected flowpaths of the stormwater runoff.

1.4 Document MDP Final Report
The assumptions, model parameters, and results for each playa system will be documented in a MDP
Final Report.
Section B. - Schedule
Perform the Services and deliver the identified tasks according to the following schedule:
The schedule of services performed will be completed within 12 months of task order notice to
proceed.
Section C. - Compensation
In return for the performance of the foregoing obligations, City agrees to pay to ENGINEER the
amount of $ _250,000_ , payable in accordance with the Professional Services Contract (Task Order
Basis) and this Task Order #_5_.

Section D. - City's Responsibilities
In addition to the list of activities contained in Exhibit "C" of the Professional Services Contract (Task
Order Basis), the City shall perform and/or provide the following:
No additional activities to Exhibit C are required for Task Order #5.
This task order does not waive the parties' responsibilities and obligations provided under the
PROFESSIONAL SERVICES CONTRACT (Task Order Basis) between City and ENGINEER.
