Said Amendment is attached hereto and incorporated in this resolution as if fully set forth herein and shall be included in the minutes of the City Council. Amendment 2 — Contract 12113 — Halff Associates, Inc. — Engineering Services May 24, 2017 Resolution No. 2017-RO201 SECOND AMENDMENT TO PROFESSIONAL SERVICES CONTRACT NO. 12113 BETWEEN THE CITY OF LtJBBOCK AND HALFF ASSOCIATES INC. This Second Amendment (the "Amendment") to the Professional Services Contract (the "Contract") is by and between the City of Lubbock, a Texas municipal corporation (the "City"), and Halff Associates, Inc., a Texas corporation (the "Engineer"), RECITALS WHEREAS, the Engineer and the City executed the Contract on April 9, 2015; and WHEREAS, the Engineer and the City amended the Contract on August 11, 2016 to extend the term of the Contract to September 30, 2018 and to allot an additional five hundred thousand dollars ($500,000) towards a Contract Task Order; and WHEREAS, the Engineer and the City hereby desire to enter into an additional amendment to the Contract; and NOW THEREFORE, the Engineer and the City hereby amend the Contract as follows: AMENDMENT 1. The attachment to this Amendment entitled "Exhibit 133" shall be attached to the Contract as "Exhibit D3." 2. This Amendment shall become effective upon execution by the parties, and the remainder of the Contract shall remain in full force and effect except as changed herein. (ENGINEER), dated April 9, 2015` (the Agreement). This Task Order is made for the following purpose, consistent with the Project defined in the Agreement: Task Order 3 will initiate the updates phase of the City of Lubbock Stormwater Master Plan. The consultant will assist the City with Program Management, Drainage Criteria Manual updates, modeling updates, and as well as other initiatives prioritized during Task Orders 1 and 2. Section A. - Scope of Services ENGINEER shall perform the following Services: 1. PROJECT MANAGEMENT 1.1 Meetings A project kick-off meeting will be held with all team members at the beginning of the task order. Subsequent project status meetings will be held with designated team members based on the current tasks being completed. Meeting minutes will be documented and distributed throughout the project. ENGINEER will meet bi-weekly with internal team members throughout the project and also communicate via web-conferencing as needed. The Halff Program Manager shall conduct the project status meetings with the City's staff on a regular basis, approximately every four to six (4 to 6) weeks depending on the current tasks being performed, or at the request of the City. Meetings will be held at significant project milestones with written documentation of each meeting provided. Correspondence and informal meetings will also be conducted on an as needed basis. In addition to the meeting minutes, all milestones and major decisions that require City approval will be tracked in a project decision and approval log. Meetings will be conducted in person or through web- conferencing with team members. ENGINEER will meet with the City up to nine (9) times as part of the overall project management. Meetings associated with other project tasks will be coordinated with the project management meetings to the extent possible. Additional meetings, held via conference call or web-conferencing can be held as needed. Professional Services Contract (Task Order Basis) — 2017, ExhibitD3 1.2 Invoicing ENGINEER will prepare monthly invoicing and work closely with the City on these submittals. 2. DRAINAGE CRITERIA MANUAL AND ORDINANCE UPDATES The City of Lubbock wants to ensure that the Drainage Criteria Manual standards are organized, current, and generally consistent with other City ordinances, criteria, and general practices. Task Order 2 developed draft DCM and Ordinance updates. Task Order 3 will finalize this activity and implement the updates. 2.1 Stakeholder Engagement The Draft DCM and Ordinance updates will be presented to stakeholders. Comments on the draft documents will be collected and addressed. 2.2 Final DCM and Ordinance Coordination with current City ordinances and upcoming policies will be reviewed. Workshops and presentations will be held to update and coordinate with City staff and stakeholders. Final revisions will be prepared and coordinated with comments from City staff and elected officials. Final documents will be presented for adoption by the City. 2.3 Implementation Documentation will be developed outlining the changes included in the updated manual. Workshops will be conducted to assist the DCM users with implementing the new manual. 3. STORMWATER STUDIES FOR CAPITAL PROJECTS Refine overland and playa lake flood hazards utilizing detailed 2D modeling. Identify CIPs for future fully developed conditions of the watershed. Develop projects of opportunity to inform future City thoroughfare planning, comprehensive planning and coordination with other City department initiatives. 3.1 Research and Data Collection Compile recent and ongoing study data and infrastructure plans. Review Master Thoroughfare Plan, Comprehensive Plan and other City planning documents for future landuse. 3.2 Detailed Hydrology Prepare detailed hydrologic parameters and models adequate for street and inlet level 2D modeling. 3.3 Detailed 2D modeling of Playa lakes and overflows Utilizing the City's selected 2D modeling program, prepare 2D modeling of playa lakes and overflows. Playa lakes and systems will be prioritized based on developing watersheds, existing flood damages, and potential grant funding. Updates will provide regulatory data for developing watersheds to minimize future flood risk. Updates will also inform future capital projects to address existing flooding risk and needs. 3.4 Floodplain Delineations and Analyze Flood Hazards Existing and Future Fully Developed Floodplains and data will be provided with adequate detail for incorporation with the City's ongoing model inventory. Database structure will be prepared for efficient reference of flood data and regulatory water surface elevations. Professional Services Contract (Task Order Basis) — 2017, ExhibitD3 2 Flood hazards and at risk structures will be identified and listed. Non -regulatory products such as depth grids and floodplain change detection deliverables will also be developed. 3.5 Conceptual Alternatives Conceptual alternatives including future thoroughfare crossing locations, stormwater infrastructure sizing, and conceptual estimates of probable cost will be developed for flood mitigation alternatives and future planning level watershed improvements. Benefit cost analysis will be developed for each mitigation alternative. 4. MASTER DRAINAGE PLAN UPDATES A Master Drainage Plan Update Pilot was conducted as part of Task Order 2. Task Order 3 will implement the update methodologies identified during the pilot study for playa systems that have been developed since the previous MDP, are currently being developed, or will be developed in the future to identify potential drainage related issues and help guide land development as the Citygrows. 4.1 Prioritize Playa Systems This task will rank each playa sub -system based on current and predicted growth. The prioritized list will be presented to the City to determine which systems will receive an MDP update. 4.2 Perform 2D Modeling Hydrologic and hydraulic modeling will be performed on the prioritized playa sub -systems using software capable of 2D modeling analysis. The playa systems will be modeled based on assumed future fully developed conditions based on City planned land use and typical development patterns. The objectives of modeling will be to identify expected stormwater runoff volumes and the impacts of runoff to the major thoroughfare crossings. 4.3 Develop MDP Mapping The datasets used to develop the MDP models will be stored in a standardized GIS database for use by the development community and other stakeholders. Additionally, the results of the hydraulic modeling will be used to develop inundation areas and expected flowpaths of the stormwater runoff. 4.4 Document MDP Final Report The assumptions, model parameters, and results for each playa system will be documented in a MDP Final Report. 5. GIS Application and Data Delivery The City of Lubbock Stormwater Master Plan was a multi -year project that looked at a broad range of activities performed by the Storm Water Department. Several of these activities required the development of GIS applications and data. This task will document and prepare these applications and data for delivery to the City. 5.1 Drainage Analysis Review Tracking Application The DAR tracking application was built around the City's drainage analysis inventory and allowed the City to track new DAR submittals and compare them to previously accepted submittals. The DAR tracking application will be documented and guidance will be provided to the City for the continued use and maintenance of the application. Professional Services Contract (Task Order Basis) — 2017, Exhibit D3 5.2 Stormwater Project Tracking Application The Stormwater project tracking application is a GIS based database that allows the City to track drainage issues and potential CIP related projects. This application will be documented and guidance will be provided to the City for the continued use and maintenance of the application. 5.3 Drainage Analysis Inventory GIS Database The drainage analysis inventory GIS database contains all the historic drainage related submittals that have been developed or submitted to the City. Documentation will be developed and guidance will be provided to the City for maintaining this GIS database. 5.4 Stormwater Master Plan GIS Data Delivery In addition to the drainage analysis inventory, a variety of other GIS datasets were developed to support the master planning process including. but not limited to, drainage complaint hot spots, basin delineations, updated storm drain inventory, floodplains, and depth of flooding. Each dataset will be documented and prepared for delivery to the City. Section B. - Schedule Perform the Services and deliver the related Documents (if any) according to the followingschedule: The schedule of services performed will be completed within 12 months of task order notice to proceed.
