As you mentioned, because the basin was designed for future P removal, the only thing necessary to achieve Bio-P removal would be to add the mixers in the anaerobic cells as well as a wall pump mixer for internal recycle. There are a few options that I have outlined below: If you were to put in all required equipment now, the scope would consist of (4) anaerobic mixers (TR50-2.33- 6/8, 2.7HP) and (2) IR REZI pumps(RZP 50-3.31-4/8 525, 5.6HP, designed for 2-3Q at 60 Hz, so 3.0-4.5 MGD each at 60 Hz). The mixers would require starters and the REZI Jet Pumps should be installed on VFD's to allow full control of the pumping rates and avoid flow induced harmonics. Ovivo's scope of supply would include the mixers, pumps, 1 hoist per unit, retrieval rails and all hardware required for installation, all these components would be provided in 316 SS just like the mixers on the current project. The wall pumps also require a mounting flange which is included with the pump and manufactured from 316 SS. The pipe to transfer liquid from the anoxic zone to the anaerobic zone is not included in this scope of supply and would need to be supplied by the contractor. Just like regular pumps, the wall pumps require a certain amount of head to operate, since the static head is minimal at best, a duck bill valve should be included for installation on the opposite side of the wall to induce a small amount of head. This valve should also be supplied by the contractor. The pipe flange will require some field welding to the pipe installed in the wall which would be done by the contractor. The installation of the duck bill valve may also require field welding by the contractor. I have included cut sheets for these mixers and pumps for electrical design requirements. The control panel would require some additional 1/0 as well as some programming which is also included in this scope of supply. Price for this option would be $333,250. 2. If the equipment were to be put in 2-5 years from now as you mentioned, the scope would be the same but you may want to add a few percent to your budget for material escalation. Another option that you could consider for the short term, as you mentioned below, would be operate the system with the equipment that you currently have in place but we could reprogram the way that the IR gate functions and use the automated IR gate to force anaerobic conditions in the anoxic zone for a period of time allowing you to achieve some Bio-P removal. It is not as efficient as the dedicated anaerobic cells but would reduce the use of chemicals in the short term. This option would require a site visit as well as modifications to the program which we could provide for $7,200 but would not require additional instrumentation. Based on the design influent TP concentration of 7.0 mg/L you could expect the following performance: Options 1,2: effluent TP = 0.5-1.0 mg/L (typical, not a guarantee) Option 3: effluent TP=2.0-3.0 mg/L (typical, not a guarantee) Do nothing: effluent TP = 4.0-4.5 mg/L (typical, not a guarantee) If you have any questions, please let myself or Tom know. The plant is under construction and is a little less than a year away from startup. The current design includes phosphorus removal with chemical addition using alum. The design of the Carrousel basin includes an anoxic zone in addition to the aerobic zone. We also constructed the concrete basins for two small anaerobic zones for each basin, but we did not put the equipment or instruments required for Bio-P removal in the anaerobic zones. See attached drawing. The idea was that at some point in the future the plant would transition over to Bio-P removal. Some of the folks with the City of Lubbock would like us to look at adding Bio-P removal to the project now. Others want us to find out the costs, so they can budget it for a capital improvement project in the next 2-5 years. My understanding is that the only items required to convert over to a Bio-P removal system would be to add a submersible mixer to each of the anaerobic zones, a pump to send a recycle stream from the anoxic zone back to the anaerobic zone, and some additional instrumentation and programming changes. There would also be a minor piping change to reroute the raw wastewater into the basins from the anoxic zone into the anaerobic zone. Is my understanding of the situation cover all of the changes needed? I have three main questions for you. 1) Based on the scope above, if Ovivo were to provide all of the mixers, pumps, instrumentation, and programming changes, can you give me a budget price for those items? We would have a general contractor perform the piping modifications and provide the field installation and wiring. 2) The goal of switching to Bio-P removal is to reduce alum consumption. The design influent TP concentration is 7.0 mg/L. The plant has a discharge P goal of 0.1 mg/L, so I know we would still need some alum for polishing. Can you give me an estimate of the average Bio-P removal we could achieve once we bring the anaerobic zones online? Could we get down to 1.0 mg/L, or even 0.5 mg/L TP before alum addition? 3) 1 was told by Ovivo folks in the past that the current aerobic/anoxic arrangement that we are installing now has the potential to do some Bio-P removal by closing off the swivel gate to the anoxic zone from time to time to create anaerobic conditions. We have an ORP sensor in the anoxic zone and a DO sensor in the aerobic zone in the current facilities being constructed. Would any additional instrumentation be needed to do start doing limited Bio-P removal? What kind of phosphorus reduction could we achieve by cycling the swivel gate to the anoxic zone? If you would like to discuss this in more detail feel free to call me at any of the contact numbers below. My understanding is that the only items required to convert over to a Bio-P removal system would be to add a submersible mixerto each of the anaerobic zones, a pump to send a recycle stream from the anoxic zone back to the anaerobic zone, and some additional instrumentation and programming changes. Could we get down to 1.0 mg/L, or even 0.5 mg/LTP before alum addition? I would appreciate any assistance you can provide Thank you, Josh Frisinger, PE, PMP Project Manager Alan Plummer Associates, Inc. 1320 South University Drive, Suite 300 Fort Worth, Texas 76107 817.806.1704 (direct) 817.806.1700 (office) 817.870.2536 (fax) ifrisinger al'.apaienv.com www.apaienv.com TBPE Firm No. 13 This message, and any attachments to it, may contain information that is privileged, confidential, and exempt from disclosure under applicable law.
