The City Manager or her designee is futher hereby authorized to complete and execute any routine documents required in connection therewith. O AA q A e °ate c ° r Resolution No. 2010-R0016 Ciuic Lubbock Inc art • culture • entertainment December 16, 2009 Mr. Freddy Chavez Civic Services Director Lubbock Memorial Civic Center City Bank Auditorium -Coliseum 1501 Mac Davis Lane Lubbock, Texas 79401 Dear Mr. Chavez, The Cultural Arts Grant Review Committee for the City of Lubbock's Cultural Grants Program has determined its recommendations for the second granting cycle of 2009. This recommendation was presented to the entire Civic Lubbock, Inc. Board of Directors on December 14, 2009 and was approved as recommended. The Hotel Occupancy Tax allocation for the 2009 Cultural Arts Grant Program provided for $242,580.72 to be granted over two granting cycles. In addition, interest earned in the amount of $5,025.45 and $2,261.00 in unused grant funds from prior granting cycles was available for the program making the amount designated for the 2009 Cultural Arts Grant Program a total of $249,867.17. The Board of Directors elected to absorb all expenses related to administering the program, therefore no administrative expenses were deducted and the entire allocation was available for the 2009 Cultural Arts Grant Program. The Cultural Arts Grant Review Committee is comprised of five members; three Civic Lubbock, Inc. Directors assigned by Civic Lubbock, Inc. and two members -at -large appointed by the City Council. They are as follows: Kay Sanford, CLI Board of Directors and Chair of the Grant Review Committee Mark Bass, CLI Board of Directors Louis Kelley, CLI Board of Directors Gail Fargason, Member -at- Large appointed by City Council Ann McDonald, Member -at -Large appointed by City Council In reviewing requests and developing funding recommendations for each application, the Cultural Arts Grants Review Committee followed the Cultural Arts Grant Guidelines. A Grant Workshop was held on November 4, 2009 for all organizations wishing to apply for a Cultural Arts Grant. Eleven (11) applications were received for the second grant (December 2009) funding cycle. All eleven (11) applications are recommended for partial funding. The total amount of funding requested for this grant cycle was $209,340.00 of which $123,451.00 is recommended for funding from the City of Lubbock Cultural Arts Grant Program. This amount will be come from the remaining balance ($123,397.17) of the funds available for the 2009 Cultural Arts Grant Program after the deduction of the first grant (June 2009) funding cycle and some interest ($54.33) earned from the 2006 and 2007 Certificates of Deposits prior to closing them out. The unexpended $.50 will be carried over to the 2010 grant program. The Civic Lubbock, Inc. Board of Directors requests that the City Council consider approval of the Cultural Arts Grant allocations in the amount of $123,451.00 as recommended by the Cultural Arts Grant Review Committee and approved by the Civic Lubbock, Inc Board. Attachments Cultural Arts Grant Review Committee Recommendations December 2009 — 2nd Granting Cycle 0912-001 Lubbock Community Theatre Lubbock Community Theatre Spring Season 2010 Amount Requested: $16,000 Amount Recommended: $ 6,051 The Lubbock Community Theatre requested $16,000 to assist with various costs associated with the presentation of four productions that will take place in the spring of 2010. Performances, totaling twenty-seven for the spring season, include 2 season productions, one alternate or non -season production and one children's theatre production. These performances will take place at the newly remodeled space located at 43rd and Boston Ave. Committee Comments: • Project has strong artistic merit • Application indicates that they will continue to select productions that have name appeal to help maintain/build audiences • Applicant is encouraged to take postcards/flyers to local hotels to help promote the event to visitors as well as obtain a list of upcoming conventions from Visit Lubbock and market performances to those visitors • Applicant plans to list performance- - to and other tourism websites • Cultural Arts Grant funds recommer J ards the cost of Rentals (Scripts/Scores), SuppliesN,, L�o(+ "city 0912-002 Lubbock Arts Allian, 32nd Annual Lubboc _ r estival Amount Requested: $40,000 Amount Recommended: $27.000 The Lubbock Arts Alliance, Inc. requested $40,000 to assist with production costs associated with the 32nd Annual Lubbock Arts Festival at the Civic Center on April 15-18, 2010. Highlights of the Festival include: "The Art of the Brick" exhibit by Nathan Sawaya, which will include thirty pieces of contemporary artwork made entirely from LEGO building blocks, a professional theatre production of "The New Little Red Riding Hood" performed by Storybook Theatre, a performance by the Santa Fe Opera Apprentice Singers, the West Texas Comic Book Convention, the "Kiddie Flatland Film Festival" and the launch of the new book "Art of West Texas Women: A Celebration" by Texas Tech University Press. Also included will be booth artists from around the nation, demonstrating artists, Juried and Invitational Art Galleries, Children's Art Area, Young Artists and Writer's Competitions, LISD Day and the Golden Fork Culinary Competition. Committee Comments: • Project has strong artistic merit • Number of attendees and out of town guests/tourists have been steadily increasing over the last three years • Application indicates a good marketing plan with a particular focus on Texas, New Mexico and Oklahoma • Event has a good history of generating room nights • Cultural Arts Grant funds recommended ($27,000) will be used for Professional Services, Rentals, Promotion/Publicity and/or Postage 0912-003 Lubbock Symphony Orchestra Ralna English — Comin' Home Concert Amount Requested: $12,500 Amount Recommended: $ 6,500 The Lubbock Symphony Orchestra requested $12,500 for artistic and marketing expenses associated with the "Ralna English - Comin' Home Concert" on April 10, 2010. Ralna English, a nationally known performer, was born and raised in Lubbock. She was a star performer on The Lawrence Welk Show. Ms. English continues to have a strong fan base and LSO has received concert ticket orders from as far away as Arizona and Minnesota as well as Dallas and Houston. Committee Comments: • Project has strong artistic merit • Because of the potential draw from Ms. English's fan base, applicant is encouraged to post the concert on state tourism websites well in advance of the performances to help enhance tourism even more • Zip Code data will be collected from ticket purchasers to help track tourism • Cultural Arts Grant Funds recommended ($6,500) will be used towards the cost of Professional Services and/or Promotion/Publicity 0912-004 TTU — College of Architecture "MUSIC::ARCHITECTURE::ART a fusion event" Amount Requested: $10,000 Amount Recommended: $ 2,000 The Texas Tech University College of Architecture requested $10,000 to assist with professional service fees for "MUSIC::ARCHITECTURE::ART a fusion event" that will be held on May 8, 2010. This project will feature original music compositions written for specific architectural spaces exhibiting renowned art collections. David Kneupper, award- winning composer/sound designer and TTU alumnus, will be the music collaborator and Danny Nowack, a 1974 alumnus of TTU, will be the architecture collaborator. The College of Architecture is also partnering with the Southwest Collection on the project. The project 2 pairs two architecturally significant venues with three interrelated music pieces for each venue in a way that each piece is playing in a different space while overlapping into one composition. The event will conclude with a dessert reception and artist talk. Committee Comments: • Project has strong artistic merit using three different mediums, music, art and architecture; interesting and unique concept • Project has the potential to bring in visitors with marketing to the College of Architecture alumni • Applicant plans to place information at the First Friday Art Trail venues to help advertise the event in advance • Applicant plans to block rooms at a local hotel • Cultural Arts Grant Funds recommended ($2,000) will be used towards the cost of Professional Services (Musicians) 0912-005 Ballet Lubbock Ballet Lubbock: The Sleeping Beauty Amount Requested: $3,500 Amount Recommended: $3,000 Ballet Lubbock requested $3,500 for the spring 2010 production of "The Sleeping Beauty" which will be performed April 15-18, 2010 in the Firehouse Theatre at the Underwood Center. The full length ballet will be choreographed by Artistic Director Yvonne Racz Key and Laci Ratliff, one of Ballet Lubbock's most exceptional alumni, will perform the lead role of Princess Aurora as a professional guest artist. Committee Comments: • Project has strong artistic merit • Application indicates a good marketing plan for promoting event outside the local area • Since the performances take place the same weekend as the Lubbock Arts Festival and the LCU/Wayland Baptist Choir Concert, the committee would encourage the applicant to explore cross promotion opportunities with these groups to potentially generate even more tourism and overnight stays • Applicant plans to use the zip code tracking mechanism that Select -a -Seat offers to track out of town ticket purchasers • Applicant plans to block some rooms at two local hotels and, per the Visit Lubbock, is working with Visit Lubbock in putting together hotel/ticket promotion packages • Cultural Arts Grant Funds recommended ($3,000) will be used towards the cost of Professional Services (Guest Artist Fees) and/or Promotion/Publicity 3 0912-006 Broadway Festivals, Inc. The 20th Annual 2010 4th on Broadway Celebration Amount Requested: $40,000 Amount Recommended: $25,000 Broadway Festivals requested $40,000 for the "20th Annual 2010 4th on Broadway Celebration" to be held on July 2-4, 2010. Activities over the three days include the Fifth Annual College Baseball Hall of Fame induction ceremony which will be held in conjunction with 4th on Broadway (July 2), the Parade, the Street Fair featuring over 400 regional performers on various stages, and the Street Dance (July 3) and the Evening Concert and Fireworks (July 4). Enhancements to the 2010 event will include a Lubbock Idol Stage, with the winner getting a chance to enter the American Idol contest and a 20' x 6' portable art mural that will be painted by children during the Street Fair and displayed throughout the summer at various public locations. Committee Comments: • The music and art components reflect strong artistic merit • The College Baseball Hall of Fame Induction component will be a draw and help generate additional room nights as well as additional exposure for the entire event • Making this project a 3 -day event has the potential to increase tourism, especially since July 4th falls on a weekend in 2010 • Applicant continues to have a marketing committee with staff members from Visit Lubbock serving on the committee • Application indicates a good marketing plan to reach potential visitors • Cultural Arts Grant Funds recommended ($25,000) will be used toward the cost of Professional Services, Children's Art Mural, Advertising, and/or Postage 0912-007 Lubbock Christian University Choir LCU/Wayland Baptist Combined Choir Concert Amount Requested: $ 6,780 Amount Recommended: $ 2,000 Lubbock Christian University Choir requested $6,780 for orchestra musicians' services for the spring combined choral concert with Lubbock Christian University and Wayland Baptist University choirs on April 15, 2010 featuring the Lubbock premier of Te Deum by Mark Hayes. While spring choral concerts have been a tradition at LCU, the combined concerts began in 2008 as an effort to perform oratorio -style major choral works that employ both a choir of 120 voices and a full orchestra. Committee Comments: • Project has strong artistic merit • The application indicates a good marketing plan and includes marketing to alumni and families of current students • Applicant plans to cross -promote the event with other activities occurring that weekend 4 • Applicant plans to block room at three local hotels • Cultural Arts Grant funds recommended ($2,000) will be used towards the cost of Professional Services (Orchestra Musicians) 0912-008 Louise Hopkins Underwood Center for the Arts 2010 Flatland Film Program Amount Requested: $15,500 Amount Recommended: $10,000 The Louise Hopkins Underwood Center for the Arts requested $15,500 to fund costs associated with the year-long Flatland Film Program. The Underwood Center has made the commitment to provide film programming through a curated series of independent film screenings, educational workshops, lectures, a Flatland Kids Festival and the Sixth Annual Flatland Film Festival. The Flatland Film Program cultivates an appreciation for independent film, video and digital moving image expression. While the request covers the entire program, the Flatland Film Festival itself draws participation from filmmakers locally, statewide, throughout the U.S. and internationally. An advisory committee made up of film and television professionals from around the country has been instrumental in helping to grow the Festival. In addition, industry professionals and students from New York, Los Angeles, Austin, Dallas, San Antonio and Houston are coming to Lubbock during the summer to participate in special intensive workshop settings. Committee Comments: • Project has strong artistic and educational merit • Application indicates a good promotion and marketing plan outside the region • The establishment of the Advisory Committee composed of film/television professionals from around the country is a positive move to help grow the Film Festival • Application indicates a plan to reserve a room block at a local hotel • The multiple day Festival and summer workshops create good potential for overnight stays • Cultural Art Grant Funds recommended ($10,000) will be used toward the cost of Professional Services, Promotion and/or Rentals (Screening Fees) 0912-009 Lubbock Moonlight Musicals, Inc. Lubbock Moonlight Musicals 2010 Season Amount Requested: $50,000 Amount Recommended: $31,900 Lubbock Moonlight Musicals requested $50,000 to assist with the professional artist fees associated with the Lubbock Moonlight Musicals 2010 Season, which will feature three family-oriented musicals to be presented throughout the summer of 2010 at the Wells Fargo Amphitheatre. The shows planned, which will include a live orchestra of 22 professional musicians, are fifteen (15) performances of "The Buddy Holly Story", six performances of the Broadway Classic "Fiddler on the Roof' and seven performances of the Disney hit "Beauty and the Beast". The cast of "The Buddy Holly Story" will be headlined by the musical director from the London production of the same show. The performances will also feature local artistic talent, music theatre students and faculty from the Texas Tech University College of Visual and Performing Arts and high school students from Lubbock ISD, Lubbock Cooper ISD, and Frenship ISD. Committee Comments: • Project has strong artistic merit and strong educational value to the students who participate in the productions • Application indicates that Visit Lubbock has been utilized as a primary marketing consultant to help develop audiences from outside the local area • The name recognition of the shows, especially "The Buddy Holly Story", has the potential to generate tourism • Attendance numbers show substantial growth over the last three summers, with total attendance for the 2009 season reaching 47,000+. • Project has the potential to attract bus tour groups and/or visitors that may be on their way to or from attending the outdoor musical in Palo Duro Canyon. • Cultural Arts Grant funds recommended ($31,900) will be used towards the cost of Professional Artist Fees 0912-010 Lubbock Centro Aztlan/Ballet Folklorico Aztlan Viva Aztlan Festival 2010 Amount Requested: $8,000 Amount Recommended: $6,000 Lubbock Centro Aztlan requested $8,000 to produce Viva Aztlan Festival 2010 which will be held March 12-13, 2010 in the Civic Center Theater and meeting rooms. The two-day Festival consists of Folklorico and Mariachi groups from surrounding states attending Master workshops as well as performing in competitions. Participants include adults and children. The Festival will bring in professional Master Instructors to conduct the workshops and judge the competitions. The Festival will also include a Mariachi competition and a concert featuring nationally acclaimed Mariachi group "Mariachi Los Arrieros" from El Paso. Committee Comments: • Project has strong artistic and educational merit • Application indicates a slight decline in attendance for the 2009 event however the event tends to generate a good number of room nights and tourism. • Websites that specifically cater to Folklorico and Mariachi groups will be utilized to promote the Festival on their event calendars; good potential to generate participation and tourism. • Cultural Arts Grant funds recommended ($6,000) will be used towards the cost of Professional Services (Mariachi/Folklorico Masters and Mariachi Concert) D 0912-011 University Interscholastic League — TTU Region 3A and 5A UIL One -Act Play Competition Amount Requested: $ 7,060 Amount Recommended: $ 4,000 The University Interscholastic League-TTU requested $7,060 to assist with costs associated with hosting the UIL Region 1 - 3A and 5A One -Act Play Competition that will be held April 19-22, 2010. The competition targets the student thespians in 3A and 5A schools with the hopes of advancing to the State Competition. UIL expects 650 visitors including 200 competitors to come to Lubbock for the competition. Region 1 consists of cities from El Paso to Fort Worth and from Amarillo to Junction. Committee Comments: • Project has strong artistic and educational merit • This project has a good history of generating room nights; they work closely with the Lubbock Sports Authority and Visit Lubbock in tracking room nights • Applicant has blocked rooms at a local hotel • Cultural Arts Grant funds recommended ($4,000) will be used towards the cost of Professional Services 7
