RESOLUTION
WHEREAS, THE City of Lubbock, Texas passed Resolution No. 2009-R0547,
December 2, 2009; and
WHEREAS, the City Council of the City of Lubbock desires to amend Resolution
'No. 2009-R0547; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Council of the City of Lubbock hereby amends Resolution No.
2009-RO547 dated December 2, 2009 to read as follows:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock, an application for a
Transportation Enhancement Program with the Texas Department of Transportation, and
related documents. Further, the City of Lubbock, herein supports funding the
Transportation Enhancement Program, if selected, and commits to the Program's
development, implementation, construction, maintenance, management, financing and
overruns in the budget. The City's funding participation of the Program shall be 20°,o, as
required under the terms of the Program.

DESCRIPTION OF PROJECT:

The City of Lubbock Pedestrian Safety Improvements project aims to install pedestrian signal
heads with push button activation and accessibility ramps at all signalized intersections
within the City of Lubbock where they are not already present. This project expects to provide
a comprehensive system of safe pedestrian routes throughout the city which will encourage
pedestrians, including those with handicaps, to cross city streets at signalized intersections.
The second priority is to install pedestrian signal heads with countdown timers at
intersections adjacent to educational institutions as well as freeways where pedestrian
bridges are not present.
Improving the City of Lubbock's older infrastructure to meet accepted standards will increase
pedestrian safety and convenience, especially for handicapped individuals. Many
intersections in the city were constructed decades ago without pedestrian safety and
convenience as a top priority. This project will rectify this situation providing safe methods for
pedestrians crossing major streets. Countdown pedestrian signals will encourage safe-
pedestrian
afepedestrian movement near educational institutions where the highest pedestrian activity
occurs.

The safe movement of pedestrians, including those with disabilities, throughout the city
ensures that each individual can maximize his or her mobility. Pedestrian signal heads
with countdown displays around educational institutions will allow students to cross busy
streets with increased safety. These safety improvements have the potential to increase
pedestrian activity around schools and universities thereby decreasing congestion on the
city's busiest streets.

The project ensures that all citizens have safe and efficient pedestrian access to all parts
of the city. The project's primary objective of providing pedestrian activated signals in
every directions at each signalized intersection benefits not only the pedestrians crossing
the street, but also motorists driving on the streets by reducing confusion and minimizing
conflict. Accessibility ramps will ensure equal access to these facilities by individuals
with handicaps.

Safe pedestrian access improves the mobility of citizens who do not have the means for a
private automobile or public transportation. This pedestrian access has the potential to
stimulate the economy by allowing more citizens to gain entry to places of employment,
shopping and medical treatment. In tum, this increased economic activity can improve
the quality of life for individuals whose livelihood depends on pedestrian routes. Reducing
pedestrian conflicts with vehicles has the potential to prevent accidents thereby
protecting the environment from spills as well as undue stops and accelerations by
vehicles seeking to avoid hitting pedestrians.

Every mobile citizen within the City of Lubbock has the potential to benefit from the
project. Not only does the project improve pedestrian movement throughout the city, but
it also benefits motorists by minimizing pedestrian conflict and driver confusion.

the City's submission of the Statewide Transportation Enhancement Program, Pedestrian Safety

rhe members of the Citizens Traffic Commission, during the November 23, 2009 special
meeting, unanimously approved a motion to support the submittal of the City of Lubbock's

Dear Mr. Eichorst:
The Lubbock Metropolitan Planning Organization and its Policy Board are pleased
to send this letter of support on behalf of the City's Traffic Engineering
Department for the above referenced 2009 Transportation Enhancement Program
call for projects. The City's Pedestrian Safety Improvement project clearly
demonstrates that it falls within a qualifying program category and meets all
eligibility criteria. In short, the goal of improving the City's older infrastructure to
meet accepted safety standards will increase pedestrian safety and convenience,
especially for handicapped individuals. To meet this goal, the City will retrofit all
signalized intersections with push button signal heads and ramps where they do
not already exist, thereby providing a comprehensive system of safe pedestrian
routes throughout the City for all pedestrians to use regardless of mobility status.
An especially unique feature of the project will be the countdown displays at all
school crossings to allow students to cross busy intersections with an added
degree of safety and convenience not only to the pedestrian crossing aspect but
also to the motoring public as well.
I trust you will agree that the City's Pedestrian Safety Improvement program
meets all the Enhancement program requirements and is a candidate for award.
The Transportation Policy Committee recommends this project for funding and, if
approved, will amend the Transportation Improvement Program to include the
project.

I hope this letter will serve the purpose for which it was requested. This letter should
serve as Texas Department of Transportation's (TxDOT) agreement to work with the
City of Lubbock during the implementation of any City of Lubbock Pedestrian Safety
Improvement enhancement project. This safety project will be allowed on the condition
that TxDOT approve the final design proposals. This approval will be necessary to
assure the safety of the traveling public is considered in the design of this project.
TxDOT will also need to approve the projects to assure the design has no detrimental
impacts.
We at TxDOT are always interested in improving and enhancing the roadways in the
Lubbock District, and look forward to working with you on these projects. Please feel
