Management Philosophy and Procedures
F i
Philosophy, Methodology, Standards
Environmental Services Agency, L.L.C. (ESA) philosophy seeks to understand the needs of the
client for each specific project. There is not a "one size fits all" approach that works for every
project. Our philosophy seeks to incorporate client needs with regard to unique project
l. conditions; analyze how to best accomplish the project goal; then design a solution that is
mutually agreeable, meets the client's needs, successfully accomplishes the project, while
maintaining regulatory compliance. The client's needs for the project is incorporated into our
philosophy and then re -enforced through feed -back to help the client understand any legal or
regulatory requirements that must be met to accomplish stated project goals and potential risks
associated with alternative actions. ESA's methodology is designed to carry out our philosophy.
p We propose specific actions that will accomplish the project goal and present the solution to the
client for consideration. Criteria questioned by the client are examined and re-evaluated to
determine if and what other course of action may be applicable to specific projects along with
how the actions may interface with regulatory or institutional requirements. Changes to project
goals and scopes of work are then incorporated into the understanding of how to best meet the
r ' needs of the client while ensuring regulatory compliance. During projects client requirements
are examined for regulatory compliance and fulfillment of scope of work for that specific project
throughout the course of the project and following substantial completion to ensure client goals
have been met_ Client requested criteria are considered in conjunction with stated goals for the
A project and impact on integrated functions from other disciplines as well as compliance with
regulations and institutional requirements.
Most Pertinent Considerations
Under a multiple work order style contract, it is anticipated that each work order will have its own
unique design and construction schedule based on:
-;0 Project goal
• Tasks involved to accomplish the stated goal
• Other concurrent interacting or conflicting projects
Desired construction window
• Potential Alternates or Change Orders generated
• Required activities to accomplish necessary tasks
• Availability/relocation of various utilities (including time frame and costs)
• Federal, State, and local regulatory requirements and operational objectives including
approvals (i.e. notifications/amendments, waste manifesting, type of contamination and
development/building codes, etc.)
• Other constraints based on the stakeholders understanding and expectations for each work
order

Principals and Company Organization
Environmental Services Agency (ESA) was founded by Tina and Rob Sanders after many hours
of visits with the key staff forming the backbone of ESA. The company was formally registered
with the State Comptroller's office in November of 2012. Work officially began at the company
in December of 2012.
Tina and Rob Sanders form the administrative core of ESA. They are responsible for all
contract administration, billings, payabies, and accounting for the company. As such they would
be one hundred percent involved in the contract with the City of Lubbock. Additionally, Rob
Sanders would be involved in any required meetings with City of Lubbock Project Managers
involved for work under the proposed contract, such as administrative, insurance, project
planning or progress meetings, and resolution of issues, if any.
Our key staff, consisting of Terry Adams, Charles Cannon and Aaron Adams have been
instrumental in providing the same and similar services to not only the City of Lubbock, but other
major clients over the past seventeen plus years. Other governmental and institutional clients
currently served by our staff include Texas Tech University, Texas Tech University Health
Sciences Center, Wayland Baptist University, South Plains College and University Medical
Center. Commercial clients have included Tao Development/Tao Real Estate of Lubbock,
Capstone Real Estate Investments of Birmingham, Alabama and several architectural and
engineering firms from the Lubbock area. ESA's team is very familiar with project management,
inspections, design for abatement, remediation, and air monitoring experience. Based on the
broad spectrum and depth of experience we recommend the following procedures to keep
projects on schedule, assure continuous client contact and flow of information, and accelerate
projects when needed:
• As -needed coordination and scheduling meetings with the City's designated Project
Manager or Contract Manager and our Project Manager [Frequency to be based on
individual work orders and/or time critical nature of various work orders]. Meetings can
be accomplished via conference call or in person as necessary to adequate
communication to accomplish the project goals.
• Other City facilities staff and/or stakeholders may also be invited to meetings to expedite
decisions and build consensus in a timely manner.
• Internal consultant team coordination/scheduling meeting prior to the City meetings,
generally the day before.
Minutes of Coordination Meeting will be distributed in a timely manner to consultant team,
designated City Contract Manager, and other City designated staff/stakeholders. This memo
will primarily highlight any project specific issues with recommended solutions, schedule or,
scope of work changes and other decisions pertinent to success of each individual project.

ISubcontractor Information
Environmental Services Agency, L.L.C. (ESA) intends to use J3Resources and R2M
ViN Engineering, LLP as subcontractors. ESA has used J3Resources as our primary lab for
asbestos analysis for many years. ESA has had a six plus year history of affiliation with
individuals now working at R2M Engineering, LLP with approximately two years of history with
R2M Engineering since its' acquisition of the former Benton and Associates in Lubbock, Texas.
Both J3Resources and R2M Engineering are certified Historically Underutilized Businesses
(HUBs) through the Texas Comptroller's office.
LABORATORY SERVICES
Involvement of lab services is highly dependent on each specific project. Inspections, for
example, may consist of up to 30% of total project costs solely for lab analysis of samples. This
number can change significantly due to the type of project and analysis needed. Projects such
as abatement may involve 0% for lab analysis.

Compliance Assurance
Environmental Services Agency (ESA) assures the City of Lubbock that services will be, to the
best of our knowledge and understanding, provided in compliance with federal, state and local,
statutes, laws, rules and ordinances. It is a high priority that ESA provide such services to our
clients with such assurance. It is our belief that clients hire ESA due to our depth of knowledge
and understanding of the rules and applicable laws which enable us to find the best scenario for
compliance while accomplishing project goals for each project. It is not uncommon for projects
to contain unique challenges which require an approach that is not generated through a "cookie
cutter" mentality.
To ensure our compliance the staff of ESA participate in both formal and informal training and
quality assurance programs. Formal participation in quality assurance begins with annual
refresher trainings provided by an independent third party and participation in the American
Industrial Hygiene Association's (AIHA) Proficiency Analytical Testing (PAT) program. Informal
training to ensure quality and compliance is advanced by our staffs participation and reviews of
relevant topics from outside groups within the industry including but not limited to the American
Standards for Materials and Testing (ASTM) and the Asbestos Professional's Network
discussions on linkedin.
I
Errors and Omissions
aka
Quality Assurance I Quality Control Procedures
M2 Errors and omissions can occur during any stage of a project. However, it is
Environmental Services Agency's belief that errors and omissions can be held to a
minimum or eliminated by working to include quality assurance and control procedures
through the use of Standard Operating Procedures (SOPs) as one of the pillars of ever
project undertaken.
Through the use of (SOPs) the methods by which a project is conducted are uniform
resulting in performance that is highly similar regardless of the licensed person
performing the work. Because ESA has and follows SOPs our consistency is very high
resulting in a minimum of errors or omissions.
Further, through the creation and adherence to the use of SOPs Quality Assurance and
Control, in ESA's opinion, is properly placed at the beginning of each project. The SOP
allows ESA to identify potential concerns by comparing the SOP to our understanding of
the goal to be accomplished, the client's needs/expectations for the project, and the
proposed schedule for the project. By instituting quality assurance at the front of the
project, design specifications can be tailored to any job identifying potential issues that
may arise and providing recommended actions to avoid the issue. When considering
projects, factors which potentially affect quality can be anticipated and removed by way
of planning and implementation that effectively isolates and removes potentially
negative factors. Quality assurance has been utilized in work on previous projects by
conducting site visits where needed prior to project to identify unique job requirements
and planning for quality through interviews with the assigned project manager. Project
specifications are then prepared to provide integrated efforts within the parameters set
for the project by the client. Upon completion of properly defining a projects scope of
work inspection, design, or other work documents can be properly prepared and
included at the beginning of the project rather than attempting to morph a improperly
prepared plan into compliance, which can open the potential for errors.
Changes in a project once work is underway should likewise be evaluated as soon as
practicable to ensure compliance with the planned project approach. Changes to any
portions of scope may negatively impact the project unless there is a plan in place at the
outset of the project of how such changes should be incorporated into the work.

Local Resource and Growth Stimulation
One of Environmental Services Agency (ESA) core beliefs is that we have a duty not only to our
company but to the community we serve to foster growth and provide opportunity. ESA is
committed to the belief that by helping others we inevitably lift ourselves and our company to a
higher level of service.
Communityinvolvement is demonstrated in our need for quality floor plans drawn for most of the
q tY
projects we undertake, whether an inspection or abatement. Sample locations are uniquely
shown in the quality floor plans provided in our inspection reports. Scope of work drawings are
included in our abatement design specifications. These qualities are enhanced by the use of
CADD generated floor plans provided by R2M Engineering. Through our long term relationship
we have developed a cooperative spirit that has assisted both companies in growth goals.
Additional use of local companies has been taken to develop and maintain IT services, website
creation and marketing materials for the company. Other opportunities appear to exist to
develop and use local businesses for services needed on a regular basis. Our company is
committed to remain open to the development and use of local businesses that further both
companies needs and growth.
ESA remains vigilant to explore any opportunity that may hold promise for win -win scenarios in
business. Further, our company desires to find new or as yet undeveloped opportunities to
provide outreach in the Lubbock community.
