BE IT RESOLVED BY THE CITY COUNCIL OI; TI-IFS CITY OF LUBBOCK:
THAT the City Manager of the City of Lubbock, or his designee, is hereby anthoriZed to
execute a FY 2013, !=Y 2014, FY 2015 Federal 'Transit Administration Section 5319 (arant
('rX-2016-042-00) for Citibus, for the purchase of replacement paratransit pans. Said Grant is
attached hereto and incorporated in this Resolution as if full), set forth herein and shall be
included in the minutes ofthe Council.

# Consider a resolution authorizing the City of Lubbock's Director of Fiscal Policy to
execute a FY 2013, 2014, 2015 Federal Transit Administration Section 5339 Grant,
to be used for the purchase of replacement paratransit vans. (Citibus)
BACKGROUND DISCUSSION:
The Federal Transit Administration has allocated $1,021,149 in Section 5339 funds to
The City of Lubbock/Citibus. This is a combination of three years of funds. The
breakdown is as follows: $333,911 for FY 2013, $343,413 for FY 2014, and $343,825 for
FY 2015. The funds will be used to purchase eight (8) paratransit vans to replace older
vans that are past their useful life. The funds were all awarded together in order to be able
to maximize the purchase of vehicle. The Lubbock Public Transit Advisory Board has
approved the FTA Section 5339 grant.
Federal Transit Administration regulations require that all grants must be applied for and
executed electronically. Therefore, Citibus would like to request that the Mayor allow
the City of Lubbock's Executive Director of Budget or Mr. Maurice Pearl, Citibus
General Manager, to execute this grant, once approved by the City Council.
FISCAL IMPACT:
The $204,348 local match required for this grant has been matched by Transportation
Development Credits provided by the Texas Department of Transportation. Acceptance
of this grant will result in no additional cost to the City of Lubbock.
S UMMARY/RECOMMENDATION:
The Lubbock Public Transit Advisory Board and Citibus recommend the approval of a
resolution authorizing the City of Lubbock's Executive Director of Budget to execute the
Federal Transit Administration FY 2013, FY 2014, FY 2015 Section 5339 Grant.

8 ARBOC Spirit Mobility paratransit buses. These buses will be purchased off of a Texas Comptroller
Contract number 072-A1. Each ARBOC Spirit Mobility paratransit bus will cost $122,717 ($122,717 -
federal, matched with 24.543 TDC's) Citibus requested and was awarded Transportation Development
Credits (TDCs) from the Texas Department of Transportation to be used as match for these funds. The
total TDCs awarded is 204,348. Texas Transportation Commission Minute Order 114340 is attached.

Project Benefits
As a result of the purchase of 8 paratransit buses, we will be able to retire some old buses that have far
exceeded their useful life which will hopefully help to reduce downed buses and Increase trip reliability.

All ADA paratranstt clients will benefit from the purchase of these 8 buses by providing a more reliable
and comfortable service. These buses will be used to provide services to all ADA clients and In all parts
of the city.
