WHEREAS, the Lubbock Board and Commission Advisory Board was created by the
City Council of the City of Lubbock on July 9, 1992, by Resolution 3928; and
WHEREAS, the Lubbock Board and Commission Advisory Board has substantially
completed the duties originally set forth by the City Council; and
WHEREAS, the City Council of the City of Lubbock recognizes the need for continued
support of the board and commission appointment process in order to continue to encourage
greater citizen participation in local government that is reflective of the community
demographics; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the present Lubbock Board and Commission Advisory Board shall
be renamed to the "Appointments Advisory Board" consisting of fifteen (15) members who shall
be appointed by the City Council in the following manner:
(a) Each Council person shall recommend two members for appointment to the
Board by the City Council; and
(b) The Mayor shall recommend three members for appointment to the Board
by the City Council.
SECTION 2. In accordanc& with Article II, Section 11, of the Constitution of the State
of Texas, the term of office of the members of the Appointments Advisory Board shall be two
years.
SECTION 3. In the event that a vacancy occurs on the Board for any reason, then in such
event the City Council shall appoint a person to fill such vacancy for the unexpired term of such
appointee. The Mayor or Council member who recommended the person who is no longer able
to serve and thus creates the vacancy shall recommend to the Council the person to be appointed
to fill the unexpired term.
SECTION 4. On an annual basis, the Board shall appoint one of its members as
chairperson and one of its members as vice chairperson. It shall be the duty of the chairperson to
preside at all meetings of the Board; the vice chairperson shall preside in the absence of the
chairperson. The City Secretary shall act as secretary to the Board and shall keep permanent
records of all proceedings of the Board.
SECTION 5. Any and all recommendations made by the Board to the City Council shall
be made by the concurring vote of at least eight (8) members of the Board. A majority of the
total membership of the Board shall constitute a quorum for the transaction of all matters to be
considered by the Board. The Board is authorized to establish subcommittees for specific
functions with a chairperson for each.
SECTION 6. The Board may adopt rules for its internal operation not inconsistent with
the terms and conditions of this Resolution.
SECTION 7. The Board shall meet once each quarter at a time to be determined by the
Board and may meet at any other times on the call of the chairperson, vice chairperson or any
three members of the Board.
SECTION 8. The Board shall have the following amended advisory duties:
(a) Assist the City Secretary to maintain a data bank of qualified appointees.
(b) Advise the City Council on establishing clear written guidelines for the
appointment of persons to City boards and commissions and to update such advice
annually,
(c) Oversee a marketing plan for soliciting qualified applicants for board vacancies and
increasing awareness to the public of opportunities to serve.
(d) Advise the City Council on appointees from among the data bank of qualified
appointees.
(e) Assist in orientation of new City board appointees to ensure that appointees
receive training on a regular basis concerning City Council community goals, City
policy and procedures, and applicable State laws which may affect their board's
operation.
Study and report to the City Council on an annual basis the relationship of
community demographics to the board appointment process and the work of the
Board as set forth herein.
