A letter, dated June 26, 2007, from Civic Lubbock, Inc., requesting pproval of the first period grants is attached hereto and incorporated in this Resolution as if fully set forth herein and shall be included in the minutes of the (Council. This recommendation was presented to the entire Civic Lubbock, Inc. Board of Directors on June 25, 2007 and was approved as recommended. This year's contract provided for $194,909.00 to be granted over two granting cycles. In addition, interested earned in 2006 in the amount of $4,536.00 is available for the 2007 program, making the amount for the 2007 Cultural Arts Grant Program a total of $199,445.00. The Board of Directors elected to absorb all expenses related to administering the program, therefore no administrative expenses will be deducted and the entire allocation will be available for the 2007 Cultural Arts Grant Program. The Cultural Arts Grant Review Committee is comprised of five members; three Civic Lubbock, Inc. Directors assigned by Civic Lubbock, Inc. and two members -at -large appointed by the City Council. They are as follows: Kay Sanford, CLI Board of Directors and Chair of the Grant Review Committee Mark Bass, CLI Board of Directors Louis Kelley, CLI Board of Directors Gail Fargason, Member -at- Large appointed by City Council Ann McDonald, Member -at -Large appointed by City Council In reviewing requests and developing funding recommendations for each application, the Cultural Arts Grants Review Committee followed the guidelines that were approved as part of the February 6, 2007 agreement. A Grant Workshop was held on May 2, 2007 for all organizations wishing to apply for a Cultural Arts Grant. Twelve (12) applications were received for this first grant (June 2007) funding cycle. All twelve (12) applications are recommended for full or partial funding. The total amount of funding requested for this grant cycle was $145,750.00 of which $100,650.00 is recommended for funding from the City of Lubbock Cultural Arts Grant Program. The amount being recommended is 50.5% of the Hotel Occupancy Tax and interest allocated for both granting cycles. The Civic Lubbock, Inc. Board of Directors requests that the City Council consider approval of the Cultural Arts Grant allocations in the amount of $100,650.00 as recommended by the Cultural Arts Grant Review Committee and approved by the Civic Lubbock, Inc Board. Funds requested would be used for Promotion/Publicity and Choreography. Committee Comments: • Application indicates a good marketing plan outside the region; however applicant may want to include more specific details in the Project Description narrative. • Good tracking methods have been put into place over the last few years to determine out of town attendees and room nights generated • Applicant plans to partner with several hotels; one offering a discount to Nutcracker attendees • Project has a good history of generating room nights • Cultural Arts Grant funds approved are to be used for Promotion/Publicity ($6,500) and towards Choreography ($1,500) 0706-002 Fiestas del Llano, Inc. Fiestas Patrias Festival Amount Requested: $15,000 Amount Recommended: $10,000 Fiestas del Llano, Inc. requested $15,000 for expenses associated with entertainment (music and dance) performed by local and national artists at the Fiestas Patrias Festival that will be held on September 14-16, 2007 at the Civic Center. This event provides the opportunity to experience the culture and participate in an authentic Mexican holiday and includes musical performances by local and nationally recognized artists, traditional Mexican cuisine, a parade and professional and student dancers performing folkloricos and flamenco dances. Committee Comments: • Marketing efforts do not seem to extend much out of the County. Suggest that organization expand and broaden the marketing of the event, i.e. tourism websites other than local websites. • Project is organized very well • Cultural Arts Grant funds approved are to be used for Promotion/Publicity ($5,000) and Professional Fees -Entertainers ($5,000) 0706-003 Fine Arts Academy of India "Maya, a dance drama...." Amount Requested: $4,700 Amount Recommended: $3,000 The Fine Arts Academy of India requested $4,700 to assist with the presentation of "Maya, a dance drama....." on September 30, 2007. The performance will be choreographed by renowned dancer Shobana and feature a troupe of 10 dancers performing complex classical dance from India. This will be the 20th program presented by the Fine Arts Academy of India since its inception in 2000. The funds requested would be used for artist fees. Committee Comments: • Different and unique project that showcases the culture and art of dance • Attendance has increased every year • Recommend marketing to a broader audience and expand marketing efforts outside the region • Applicant should register this event with the Convention Bureau and other tourism websites • Since event is one performance, strongly encourage partnering with another event to encourage overnight stays • Encourage organization to appoint one person to prepare the grant applications for more than one year to minimize the learning curve • Cultural Arts Grant funds approved are to be used for artist fees 0706-004 Louise Hopkins Underwood Center for the Arts Margaret's: The Art of Fashion Amount Requested: $17,500 Amount Recommended: $14,000 The Louise Hopkins Underwood Center for the Arts requested $17,500 to cover the cost of Promotion/Publicity and exhibition Story Boards. This project includes a retrospective haute couture fashion show and a month long exhibition which will begin October 5, 2007 in conjunction with the First Friday Art Trail and run through October 27, 2007. The project celebrates the "art" of fashion. Designers from New York will be invited to attend as well as past customers and their families. Women from all over the nation who used to model in the Panhellenic fashion shows will be invited for a "reunion". Story Boards illuminating the socio-economic and political impact on fashion throughout the five decades will lend both a historic and cultural impact to the exhibit. A documentary will be produced by James W. Johnson. Committee's Comments: • Good marketing plan to bring in tourism • Reunion of the Panhellenic women involved in the fashion shows is a great idea 2 • Estimated room nights to be generated is conservative; will probably generate more than projected • Cultural Arts Grant funds approved are to be used for Promotion/publicity ($9,500) and towards the cost of the exhibition Story Boards ($4,500) • One Committee member recused on this request. 0706-005 Louise Hopkins Underwood Center for the Arts First Friday Art Trail Amount Requested: $8,400 Amount Recommended: $8,400 The Louise Hopkins Underwood Center for the Arts requested $8,400 to assist with a portion of the advertising for the First Friday Art Trail. This event is held monthly and provides an evening of arts, entertainment and food from September 2007 through August 2008. It showcases works of art by regional artists in downtown venues that include galleries, museums, restaurants, studios and showrooms. Attendance averages 1,700 each month. Committee Comments: • Strong artistic component; unique event • Event has grown significantly since its inception in 2004 • Great marketing plan for advertising outside the region • Would suggest that the organization contact the CVB about putting the event on their calendar for several months out • Cultural Arts Grant Fund approved will be used for promotion and publicity 0706-006 Lubbock Arts Alliance 3rd Annual Stubbs Statue Party Amount Requested: $10,000 Amount Recommended: $ 7,500 The Lubbock Arts Alliance requested $10,000 for the 3rd Annual Stubbs Statue Party which will be held on September 8, 2007. It is proposed that this project will be held in conjunction with the Buddy Holly Center's "Buddy Holly Birthday Bash". The funds requested would be used for musician fees, graphic design artist, rental of tables, tents and chairs and promotion/publicity. The featured performer will be Jimmy Dale Gilmore. Committee Comments: • Good cross promotion potential with the Buddy Holly Birthday Bash event • Good marketing plan proposed • Cultural Arts Grant funds approved are to be used as follows: Promotion/publicity ($2,750), Musicians ($4,500) and towards Graphic Design Artist ($250) 3 0706-007 Lubbock Arts Alliance Take in the Local Color Studio Tour Amount Requested: $8,650 Amount Recommended: $5,000 The Lubbock Arts Alliance requested $8,650 for the "Take in the Local Color Studio Tour" which will be held on November 10-11, 2007. The request is to cover advertising and production costs associated with the project. The goal of the project is to provide community awareness and education in the visual arts, offer a venue for local artists to showcase and sell their works, and allow the public the unique opportunity to observe the artists in their working environment, many of which are private homes. Approximately six artists are showcased at each studio location. In 2006, over 4,800 patrons attended the two-day event. Committee Comments: Committee felt this was not an original concept, but more of a commercial type event. It occurs only one time a year as opposed several times a year which would provide more opportunity and potential for tourism i.e. First Friday Art Trail Cultural Arts Grant funds approved are to be used as follows: Promotion/Publicity ($4,750) and Postage ($250) 0706-008 Lubbock Centro AztlanBallet Folklorico Chicano Our Background and Our Pride Amount Requested: $3,000 Amount Recommended: $1,000 Lubbock Centro AztlanBallet Folklorico requested $3,000 for the production of "Chicano Our Background and Our Pride" that will be performed on January 11-12, 2008 at the Firehouse Theatre at the Underwood Center for the Arts. The production will consist of 3 separate plays performed in one time setting, two written by Bidal Aguero and the third written by playwright and artist Nephtali DeLeon from San Antonio. The plays will highlight the history and present day Mexican American culture. Committee Comments: • Limited tourism impact based on 2006 project • Strongly suggest expanding marketing efforts beyond those listed in the application for more exposure • Suggest partnering with the Mall or Hotel to help market a weekend package to encourage tourism and overnight stays • Cultural Arts Grant Funds approved are to be used for set design supplies El! 0706-009 Lubbock Community Theatre Lubbock Community Theatre 2007/2008 Season Amount Requested: $27,800 Amount Recommended: $10,000 The Lubbock Community Theatre requested $27,800 to assist with the rental at the Underwood Center for the Arts, advertising for theatrical productions and stipends for actors for the 2007/2008 season. The season will consist of 11 productions performed between September 2007 and July 2008 for a total of 81 performances. This is the first time that the organization has requested funding to cover the entire season. In the past they have requested funding for single productions or a portion of the season. Committee Comments: • Encourage organization to cross -promote with other events when possible to increase the tourism aspect • Marketing efforts are becoming more hi -tech, i.e. use of the internet sites such as myspace.com and Youtube.com • Applicant should utilize tourism websites as well • Cultural Arts Grant funds approved are to be used for Promotion/publicity — Print Advertising • Grant funds were considered for the entire season; future applications for the season may not be considered 0706-010 Lubbock Symphony Orchestra 2007/2008 Classical Masterworks Series and Two Special Additional Concerts Amount Requested: $20,000 Amount Recommended: $15,000 The Lubbock Symphony Orchestra requested $20,000 to assist with promotion/publicity costs associated with the presentation of the 2007/2008 Classical Masterworks Series and two special additional Concerts (Spring Pops and a Holiday Baroque Spectacular Concert). The performances will be held on various weekends beginning September 21-22, 2007 and ending April 12, 2008. Committee Comments: • Organization has a history of strong foundation and corporate support • Applicant is encouraged to provide event information (flyers) to hoteliers for guests staying in hotels • Application indicates that discussions have occurred regarding utilizing Select -a -Seat; if pursued, could generate a positive result in sales in regional cities where Select -a - Seat outlets are located • Applicant is encouraged to solicit their season subscribers to assist with generating additional room nights, i.e. schedule meetings with out of town clients to coincide with a Symphony performance and take them to the Symphony • Might be advantageous to look at partnering with another event to encourage more overnight stays • Might consider cross promoting with Symphonies in other cities to generate more room nights • Cultural Arts Grant funds approved are to be used as follows: Print Advertising ($5,000), Television/Radio Ads ($5,000), Season Brochure ($2,500) and Programs ($2,500) • Grant funds were considered for the entire season; future applications for the season may not be considered 0706-011 Lubbock Symphony Orchestra Lubbock Youth Symphony Orchestra Fall and Spring Concert Amount Requested: $10,000 Amount Recommended: $ 8,750 The Lubbock Symphony Orchestra requested $10,000 to assist with artistic fees (conductors, judges, coaches) and promotion and marketing for the Lubbock Youth Symphony Orchestra Fall and Spring Concert to be performed on October 14, 2007 and March 9, 2008 respectively. Members of the orchestra include youth from other cities on the South Plains, such as Midland and Big Spring, as well as Eastern New Mexico. Committee Comments: • Has tourism impact because of parents and grandparents attending the event • Applicant is encouraged to provide event information (flyers) to hoteliers for guests staying in hotels • Might be advantageous to look at partnering with another event to encourage more overnight stays since this event is one performance on a Sunday afternoon • Application indicates strong community financial support for the program • Cultural Arts Grant funds approved are to be used for artistic fees (conductors, judges, coaches) 0706-012 National Cowboy Symposium & Celebration, Inc. National Cowboy Symposium & Celebration Amount Requested: $12,000 Amount Recommended: $10,000 The National Cowboy Symposium & Celebration, Inc. requested $12,000 to assist with bringing 150-200 performers and participants (poets, musicians, storytellers, panelists, and cooks and special presenter) for the 19`'' Annual National Cowboy Symposium and Celebration on September 6-9, 2007. Attendance is projected at 20,000-25,000. Project has a national and international draw. Committee Comments: • Good history of bringing tourists to Lubbock and generating room nights • Unique event that has been successful for many years • Suggest expanding marketing and consider co-op advertising with the Convention Bureau to grow room nights and tourism aspect even more • As a suggestion, applicant might want to consider contacting the Food Network about covering the Chuck Wagon cook -off, could provide national exposure • Cultural Arts Grant Funds approved are to be used for Performers/Artists 7
