E IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock, a Master Grant Application
Part 1 with the Texas Department of Transportation (TxDOT) of Austin, Texas, and any
other related documents. Said Master Grant Application Part 1 is attached hereto and
incorporated in this Resolution as if fully set forth herein and shall be included in the
minutes of the Council.

This Fiscal Year 2008 Grant Application Part I (Part 1) will be used by all entities applying and/or requesting
Public Transportation Funding: e.g. Local Governmental Entities, Metropolitan Planning Organizations,
Rural Transit Districts, Urban Transit Districts, Private Non -Profit Organizations, Private For -Profit
Organizations, and Native American Tribes or Indian Tribal Organizations.
By submission of this application, the applicant will be certifying that the proposed public transportation
project is consistent with the continuing, cooperating, and comprehensive regional transportation planning
requirements. Federal approval of a proposed public transportation project will be accepted as a
determination that all federal planning requirements have been met.

Section III: Service Description
A. Service Changes
If the agency is proposing to change services (changing routes, increasing or decreasing service),
describe the changes and why they are proposed. Depending upon the FY2008budget, as approved
by the City of Lubbock there may be changes to Citibus' service. At the current time, however,
no changes are planned. If the agency is not proposing to change services go to B. Exhibit 1 - Service
Area Table.
2. What strategies is the agency going to implement to improve service next year? During FY2008, Citibus
will Install approximately 900 route information signs. These signs, which will be customized for
specific stops, will include a route map, timetable, fare and pass information, and Citibus' phone
numbers and website address.
3. Describe the agency's long-term commitment to the project beyond the availability of the requested grant
resources. Citibus will continue to provide safe, affordable, and accessible public transportation
to the citizens of and visitors to Lubbock
4. General Description of Services: Citibus provides fixed route, CitilAccess (ADA paratransit), Texas
Tech University service, NiteRide, and is the regional Medicaid contractor.

What human service agencies, employment / training programs, or other transportation providers has the
agency met with in the last year to discuss transit service coordination? Explain the outcomes: The
following entities have participated in the South Plains Region's coordination planning: Citibus.
SPARTAN, CapTrans, Sexton Enterprises, South Plains Association of Governments, Area
Association on Aging, Lubbock Regional MHMR, Texas Department of Transportation, West Texas
Opportunities, Work Source, Panhandle Community Services, Texas Department of Health and
Human Services, West Texas Community Workforce, Lubbock Adult Day Care and Health Center,
Lubbock Economic Development Alliance, and the Lubbock Metropolitan Planning Organization.
Citibus is the Lead Agency of this effort. Additionally, Citibus is the regional Medicaid contractor.
Current work on the coordination plan involves identifying specific transportation needs for jobs
and job training, both of which were identified during the first year as unmet needs. The LPMO will
release an RFP for JARC and New Freedom funds; Citibus plans to submit proposal for both funds
and proposed projects will be included in the regional plan.

the lead agency.

coordination plan? The most substantial gaps that were identified during the initial regional
coordination process were transportation to jobs or to job training. Citibus intends to submit
proposals for the JARC and New Freedom projects when the RFP is issued by the LMPO.

agencies, the Work Force Center, or other activity centers. Citibus and the other providers in the region
are in closed contact with a wide variety of human service agencies this contact pre -dated regional
coordination efforts.
