HomeMy WebLinkAboutResolution - 2007-R0196 - Canvassing Returns, Declaring Results - Special City Elections - Require Runoff - 05_17_2007Resolution No. 2007-RO196 May 17, 2007 Item No. 2.1 RESOLUTION A RESOLUTION CANVASSING THE RETURNS AND DECLARING THE RESULT OF THE SPECIAL CITY ELECTION HELD MAY 12, 2007, TO FILL A VACANCY IN COUNCIL DISTRICT NO. 3; AND ORDERING A RUN-OFF ELECTION. BE IT REMEMBERED THAT, on the 17th day of May, 2007, the City Council of the City of Lubbock met at 2.03 o'clock p. m. at the regular meeting place of the City Council in the City of Lubbock Municipal Building with the following members present, to -wit: Linda DeLeon Floyd Price David Miller Phyllis Jones John Leonard On Motion of Linda DeLeon , seconded by John Leonard , it is unanimously carried that the returns of the Special City Election held May 12, 2007, for the election of a City Council Member, District 3, as provided by law, be opened and canvassed, and the results of the election be declared therefrom; and said returns having been duly canvassed, it is found that the votes for the various candidates are as follows: CANDIDATES FOR CITY COUNCIL DISTRICT 3 VOTES RECEIVED Richard Quade.................................. 212 Kevin Glasheen.................................. 1,172 Todd R. Klein ................................... 628 Frank Sikes ..................................... 480 TOTAL VOTES CAST 1N ELECTION: 2,492 And it further appearing that said election was duly held as provided by law and that no person received a majority of the votes of the sum total of votes cast for City Council Member District 3: IT IS THEREFORE FOUND, DECLARED AND CERTIFIED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT no candidate received a majority of the votes cast for the following named position, which will require a runoff election for such position: RUNOFF CANDIDATES COUNCIL MEMBER DISTRICT 3 Kevin Glasheeu Todd R. Klein THEREFORE, a Runoff Election is hereby ordered for the 9th day of .Tune , 2007, and the Mayor is hereby authorized and directed to issue an Order and Notice of Runoff Election for the conduct of said Runoff Election. Early voting shall be at the times and places indicated on Exhibit A to this Resolution, which is incorporated herein for all purposes. K- Ai Suppressed due to low voter turnout STATE OF TEXAS COUNTY OF LUBBOCK CITY OF LUBBOCK ORDER AND NOTICE OF RUNOFF ELECTION ELECTION ORDER Resolution No. 2007-RO196 WHEREAS, the City Council of the City of Lubbock has ordered a Runoff Election to be conducted on June 9, 2007, for the purpose of electing the following officer of the City of Lubbock, Texas: Council Member, District 3. An electronic voting system shall be used for this election, including early voting. Said City Runoff Election shall be held at the places in the City of Lubbock hereinafter designated in Exhibit A hereto. Voting places shall be open from 7:00 a.m. to 7:00 p.m., and all electors shall vote in the precinct of their residence unless such precinct shall be consolidated with another precinct as indicated in Exhibit A. The persons named in Exhibit A are hereby appointed Judges and Alternate Judges to conduct said City Runoff Election on June 9, 2007. In the event any named person is unable to serve for any reason, the City Secretary of the City of Lubbock is hereby authorized and directed to make such substitutions as may be required and to amend Exhibit A hereto as required. Each presiding judge so named is authorized to appoint the number of clerks authorized by the City Secretary of the City of Lubbock, which number shall not be less than two (2) clerks nor more than six (6) clerks. The alternate judges shall serve as presiding judges in the event that the regularly appointed presiding judge is unable to serve. The alternate judges shall be appointed by the presiding judge to serve as one of the clerks in the event that the regularly appointed presiding judge conducts the election. Early voting by personal appearance shall commence on May 29, 2007, and shall end on June 5, 2007. Early voting shall be conducted at the locations, days and hours indicated on Exhibit B hereto. ELECTION NOTICE The Mayor of the City of Lubbock hereby gives notice of the above named City of Lubbock elections and the City Secretary of the City of Lubbock is hereby ordered to cause publication of the City of Lubbock 2007 Runoff Election for Council District No. 3 to be conducted June 9, 2007, in a newspaper of general circulation at least once no earlier than the 301h day nor later than the 10`h day before election day. Further, copies of said resolution ordering the 2007 Runoff Election shall be posted not later than the 21" day before election day on the bulletin board used for posting notices of meetings of the governing body and a notice of consolidation shall be posted not less than 10 days before election day at any polling places not consolidated at the last previous election, which notice shall indicated the precinct of consolidation and the location of the new polling place. The City Secretary shall serve a duly certified copy of the resolution ordering the 2007 Runoff Election upon each presiding judge not later than the 7`h day after the signing of the appropriate ordinance or resolution or the 15th day before election day, whichever is later.
