HomeMy WebLinkAboutResolution - 2007-R0038 - Memo Of Understanding - County Of Lubbock, Lubbock Hospital District- Consultant - 01_25_2007Resolution No. 2007-R0038 January 25, 2007 Item No.5.14 RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to execute for and on behalf of the City of Lubbock, a Memorandum of Understanding to hire a consultant, by and between the City of Lubbock and the County of Lubbock and the Lubbock Hospital District, and related documents. Said Agreement is attached hereto and incorporated in this Resolution as if fully set forth herein and shall be included in the minutes of the Council. MILLER, MAYOR ATTEST: Reb ca Garza, City Secretary APPROVFD AS TO CONTENT: Emergency Management Coordinator APPROVED AS TO FORM: _r An* L: Sirji , sslstapf ity A as/ccdocs/MOU-COL County & Hosp Dimms 1 /18/07 Resolution No. 2007-R0038 MEMORANDUM OF UNDERSTANDING THIS Memorandum of Understanding is entered into by and between the City of Lubbock, Texas, a Texas Home -Rule Municipality (the "City"), the County of Lubbock, Texas, a Texas Political Subdivision (the "County"), and the Lubbock Hospital District, a Texas Political Subdivision (the "District"), WHEREAS, the City, the County and the District must establish and maintain communications centers that are to be used in cases of emergencies or disasters; and WHEREAS, the parties desire to enhance each respective communications center, as it relates to communication between public safety agencies, and to optimize use of technology and maximize any cost savings; and WHEREAS, the parties acknowledge that conununication is essential to effective emergency management both during a crisis and on a daily basis; and WHEREAS, the Lubbock area has four dispatch sites, including Police, Fire, Ambulance, and Sheriff; and WHEREAS, the entities would like to explore options in combining the resources in order to establish and maintain a combined communications center; and WHEREAS, a combined communications center will eliminate duplication of services; and WHEREAS, in accordance with the Texas Radio Communications Interoperability Plan, the parties desire to make progress towards interoperability; and WHEREAS, the entities believe it is in the best interest of the citizens of the City of Lubbock and County of Lubbock to hire an expert consultant to examine the possibility of a combined communication center. NOW THEREFORE: The parties do hereby agree as follows. The City, the County, and the District desire to hire an expert consultant to review the issues related to creating a combined communications center, including, but not limited to, the following issues: A. Facility B. Technology C. Staffing D. Common efficiency needs 2. The City, the County, and the District shall form a committee with representatives from each entity to conduct the contracting process, including, but not limited to issuing the requests for qualifications and/or proposals, conducting interviews and issuing the contract. The City, the County and the District will use their best efforts to hire the consultant that demonstrates the best expertise in law enforcement and/or communications. 3. Payment for any and all expenses related to this Memorandum of Understanding shall be divided between the parties as follows: A. City-50% B. County-25% C. District-25% 4. To the extent possible, the parties shall utilize any and all available federal grants for the expenditures related to the Memorandum of Understanding. 5. The execution, delivery and performance of this Memorandum of Understanding and the activities contemplated hereby have been duly and validly authorized by all requisite corporate action on the part of the parties. 6. The parties agree hereto that all payments made pursuant to this Agreement must be made from current revenues available to each respective party. ENTERED into this 25th day of January , 2007.
