HomeMy WebLinkAboutResolution - 2004-R0103 - Establishment Of The Lubbock Water And Sewer Rate Committee - 02_19_2004Resolution No. 2004-RO103 February 19, 2004 Item No. 66 RESOLUTION WHEREAS, the City Council of the City of Lubbock desires to establish the Lubbock Water and Sewer Rate Review Committee to provide input and advice regarding the development and implementation of water and sewer rate and fee structures and other various water and wastewater related issues; WHEREAS, the Lubbock Water and Sewer Rate Review Committee shall be appointed and serve as set forth below; WHEREAS, the mission of the Lubbock Water and Sewer Rate Review Committee is to advise the City Council, and to assist in the development and implementation of water and sewer rate and fee structures and other various water and wastewater related issues; WHEREAS, the creation of the Lubbock Water and Sewer Rate Review Committee to advise and assist the City Council of the City of Lubbock as described below is important to ensure that future revenue requirements may be met while encouraging the efficient and effective use of water; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: 1. THAT the Lubbock Water and Sewer Rate Review Committee is hereby created by the City Council of the City of Lubbock. The primary objective of the Lubbock Water and Sewer Rate Review Committee is to assist the City of Lubbock with the development and implementation of water and sewer rate and fee structures and other various water and wastewater related issues. In particular, the Committee will be asked to: a. Acquaint itself with the City's water and sewer system and its customer base, costs incurred to provide service and past rate design practices; b. Identify and evaluate water and sewer pricing objectives; C. Consider rate design alternatives based on the selected pricing objectives; d. Review and evaluate rate design alternatives; e. Recommend water and sewer rates and fees, based on pricing objectives, customer impacts and community values; f. Other water and sewer rate and fee structure related matters and other water or wastewater matters, as designated by the City Council of the City of Lubbock. ,LUU/-(- V_k)(C,3 2. THAT the Committee shall consist of: five (5) voting members, who shall be citizens of the City of Lubbock and be comprised of the following groups, entities and/or industries: the Lubbock Water Advisory Commission; Market Lubbock, Inc.; Texas Tech University; Lubbock Independent School District; Lubbock commercial customers; Lubbock Multi -family customers; Lubbock restaurants; or Lubbock residential customers. Further, two (2) non -voting members, who shall be comprised of one (1) member representing the City Council of the City of Lubbock and one (1) member representing the Water Utilities Department of the City of Lubbock should be appointed. The City Council of the City of Lubbock shall designate the Chairperson from the appointed voting members of the Committee. 3. THAT regular meetings will be held approximately every four (4) weeks, or at such other intervals as deemed necessary by the Committee, until a final report regarding the matters set forth herein have been issued by Rick Giardina and Associates, Inc., and recommendations are presented to the Lubbock City Council. 4. THAT a simple majority will constitute a quorum, and a majority vote of the quorum shall be required for any action to be taken by the Committee. All meetings and procedures shall be consistent with the policies of the City of Lubbock concerning advisory commissions, committees, and boards. 5. THAT all Committee members shall serve at the pleasure of, and may be removed by, the City Council of the City of Lubbock. Passed by the City Council this 19th day of Februa , 2004.
