HomeMy WebLinkAboutResolution - 2004-R0211 - Resolution Allowing Elected Officials To Serve On Property Tax Appraisal Boards - 04_22_2004Resolution No. 2004-R0211 April 22, 2004 Item No. 53 RESOLUTION WHEREAS: The City Council of the City of Lubbock has staunchly supported and taken direct action to provide tax relief to property owners within our municipality; and WHEREAS: The City Council continues to support the ability of municipalities to exercise local autonomy to provide for the public safety, public health, and quality of life of its citizens; and WHEREAS: The Lubbock City Council disagrees with the Texas Municipal League in that organization's effort to oppose three key areas of property tax reform that are proposed for adoption as part of the upcoming Special Legislative Session on School Finance Reform; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Council, supports the following principles with regard to the property tax reform plan: 1. The City of Lubbock favors the ability of local elected officials to serve on local property tax appraisal boards; and, 2. The City of Lubbock favors the capping of residential property appraisal increases for taxation purposes to three percent per year; and, 3. The City of Lubbock favors limiting the amount of revenue local governments can raise from property taxes to the amount raised the previous year plus an inflation and population growth factor. Any increase of revenue beyond this proposed limitation would require approval by a vote of the people.
