Total Budget $ 207,900 https://portal.fema.gov/firegrantljsp/fire2004/applicationlprint_app.jsp?print=true&app_number= 3/16/2004 Print Application Page 10 of 1 F Narrative Statement Project Description Please provide your narrative statement in the space provided below (1) Project Description, (2) Financial Need, and (3) Cost -Benefit of Request: Project Description: The Lubbock Fire Department is seeking funding to secure a Touch Screen Laptop with read / write CD Rom, a vehicle Mount and an RF Modem for 27 front line fire emergency fleet vehicles. At this time, there are no such devices currently deployed. Financial Need: Over the past 16 months the City of Lubbock has observed a number of occurrences that have financially strained the city's general operating budget. Identified below are several issues that have and or stand to impact the city's budgetary status. a. The City's owned and operated utility company has experienced unprecedented operational setbacks in 2003 that resulted in the loss of 6.5 million dollars in revenue or 6.97% of the city's general operating fund. Consequently, the city was forced to eliminate in excess of 100 positions in order to balance the fiscal budget for 2004. (Revenues diverted from the utility company to the general operating fund have been severed indefinitely until the company can regain financial stability.) b. With this unusual phenomenon that occurred with the utility company, the number of positions that were cut produced, although controlled, an additional burden on budgetary funds attributed to monetary provisions dispersed to these employees in an effort to aid them through this unscheduled transition. c. The city organization has also observed a shift in upper management. For a period of ten months, beginning in April of 2003 and concluding in February of 2004, the city served under the leadership of an interim city manager whose caution through these fiscally trying times was forced to halt the city's progressive position in aggressively pursuing additional projects until new leadership (a new city manager) could be secured for budgetary direction. d. Property tax as a source of revenue for the city has remained constant with no significant excess funds being generated to offset recent strains to the city budget. As an alternative to contain the idea of raising such taxes, city officials instead approved to increase the sales tax rate to its maximum rate of 8.25%, which shall be instituted in October of 2004. This revenue stream is not expected to yield surplus budgetary relief until immediate day-to-day operational issues are resumed to normalcy, which may extend well into late 2005. e. Since the terrorists' attacks back in 2001, the stock market has been slow to recover which has been reflected in the city's municipal investments. Consequently, this stream of interest income has suffered and is responding at a slow rate congruent with the market. At this time, investments have yielded a return of approximately 1 %. f. The last significant factor contributing to fiscal un-stability within the organization is relative to the downturn in the economy. West Texas is a sparsely populated region for which communities in this area subsist heavily on agriculture. Dependent on commodities that are volatile in production and demand, this region has had its share of misfortunes. This year has been no exception. Calendar year 2003 was considered the second -driest year ever. The City of Lubbock received only 8.83 inches of rain, half of its average annual rainfall. Drought conditions are being felt all over the immediate region directing many farmers to leave the industry because of its lack of profitability. The reason for such concern is that the City of Lubbock, which is the biggest community within a 100mile radius plays a major role in the lives of these farming families. Provisions such as entertainment, food, clothing, supplies, equipment, etc. are why many rural small town residents come to Lubbock. As disposable incomes for these families begin to slump, the effects trickle down impacting the Lubbock economy. At this time, city budget analysts have observed sales tax revenues with a marginal return of only 2.9% above projections for a 6 month period. Despite this meager gain, competing budgetary issues within the city organization continue to exhaust these earnings hindering the department's efforts to pool resources that play a role in improving the health and safety of our fire fighters. In conclusion, multiple factors this year have effected the city organization. Contending with these budgetary constraints, the City has had to make significant adjustments in order to contend with these issues that have contributed to these unscheduled revenue shortfalls. Under these conditions, the current department budget is still able to meet operational needs of the organization, but there are no allowances for the addition or expansion of new projects without having secured supplemental sources of funding. https://portal.fema.gov/firegrant/j sp/fire2004/application/print_app.j sp?print=true&app_number= 3/16/2004 Print Application Page 11 of 1 F Cost Benefit of Request: We believe that awarded funding for this equipment will allow the department to maximize public funds in addressing problems impacting the department's efforts to provide capable fire service. In 2003, Lubbock Fire Dispatchers handled in excess of 40,000 calls with all communication transmitted via radio. Despite this call volume, the dissemination of emergency information is limited in order to free up radio traffic. This situation has been recognized to be an interoperability problem as well as a health and safety issue because it restricts the amount of information and increases the time that such information can be afforded to First Responders on the scene. Employing touch -screen laptop technology; a. Will free up local emergency radio traffic by providing an additional medium of communication and enabling Fire Dispatchers the ability to handle additional calls simultaneously. b. Will render our First Responders the ability to receive emergency information concurrent with EMS and permit communication of specific information of probable threats, obstacles, etc. with enhanced details through the efficient applications of messaging and the direct availability of maps / fire plans among other things for firefighter safety. c, Will establish as well as nourish jurisdictional interoperability attributed to the capacity to share emergency incident information with local public safety agencies and to those lacking such technology in the surrounding communities responding to a multi - jurisdictional incident. d. Will provide a technological foundation for which the department can build upon. Afforded laptops, the principle tasks of the units can be expanded in the future to include use of Automated Vehicle Locaters (AVL's). To conclude, the agenda of the Fire Act Grant is to be able to enhance a fire department's abilities with respect to fire and fire related hazards. More specifically, this relates to the provisions of tools and resources that are necessary to protect the health and safety of the public and their fire fighting personnel. The Lubbock Fire Department is of the same opinion and is submitting a request for equipment that parallels this belief. In order to better serve our community and the well being of those firefighters that serve them, we believe that this request for technology will provide our department with improved capabilities to alert, communicate, share information, respond better prepared and arrange the technological groundwork for which the department can develop further. Drug -Free Workplace (Grantees other than individuals) As required by the Drug -Free Workplace Act of 1988, and implemented at 44CFR Part 17, Subpart F, for grantees, as defined at 44 CFR part 17, Sections 17.615 and 17.620: (A) The applicant certifies that it will continue to provide a drug -free workplace by: (a) Publishing a statement notifying employees that the unlawful manufacture, distribution, dispensing, possession, or use of a controlled substance is prohibited in the grantee's workplace and specifying the actions that will be taken against employees for violation of such prohibition; (b) Establishing an on -going drug free awareness program to inform employees about: (1) The dangers of drug abuse in the workplace; (2) The grantees policy of maintaining a drug -free workplace; (3) Any available drug counseling, rehabilitation and employee assistance programs; and (4) The penalties that may be imposed upon employees for drug abuse violations occurring in the workplace; (c) Making it a requirement that each employee to be engaged in the performance of the grant to be given a copy of the statement required by paragraph (a); (d) Notifying the employee in the statement required by paragraph (a) that, as a condition of employment under the grant, the employee will: (1) Abide by the terms of the statement and (2) Notify the employee in writing of his or her conviction for a violation of a criminal drug statute occurring in the workplace no later than five calendar days after such conviction. (e) Notifying the agency, in writing within 10 calendar days after receiving notice under subparagraph (d)(2) from an employee or otherwise receiving actual notice of such conviction. Employers of convicted employees must provide notice, including position title, to the applicable DHS awarding office, i.e. regional office or DHS office. (f) Taking one of the following actions, against such an employee, within 30 calendar days of receiving notice under subparagraph (d)(2), with respect to any employee who is so convicted: (1) Taking appropriate personnel action against such an employee, up to and including termination, consistent with the requirements of the Rehabilitation Act of 1973, as amended; or (2) Requiring such employee to participate satisfactorily in a drug abuse assistance or rehabilitation program approved for such purposes by a Federal, State, or local health, law enforcement or other appropriate agency. (g) Making a good faith effort to continue to maintain a drug free workplace through implementation of paragraphs (a), (b), (c), (d), (e), and (f).
