RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Council hereby approves the recommendation from the Cultural
Arts Grant Review Committee and the Civic Lubbock, Inc. Board of Directors for the
second of two granting periods for the 2012 Cultural Arts Grant Program using Hotel
Occupancy Tax funds allocated for FY 2011-2012.

The Cultural Arts Grant Review Committee for the City of Lubbock's Cultural Grants Program
has determined its recommendations for the second granting cycle of 2012. This
recommendation was presented to the entire Civic Lubbock, Inc. Board of Directors on
December 17, 2012 and was approved as recommended. All applicants recommended for grant
awards are in good standing with the City of Lubbock and Civic Lubbock, Inc.
The Hotel Occupancy Tax allocation for the 2012 Cultural Arts Grant Program provided for
$260,533.00 to be granted over two granting cycles. In addition, interest earned in the amount of
$1,579.49 and carryover funds of $.79 from the 2011 Cultural Arts Grant Program was available
for the 2012 program, making the amount designated for the 2012 Cultural Arts Grant Program a
total of $262,113.28. The Board of Directors elected to absorb all expenses related to
administering the program, therefore no administrative expenses will be deducted and the entire
allocation will be available for the 2012 Cultural Arts Grant Program.
The Cultural Arts Grant Review Committee is comprised of five members; three Civic Lubbock,
Inc. Directors assigned by Civic Lubbock, Inc. and two members -at -large appointed by the City
Council. They are as follows:

In reviewing requests and developing funding recommendations for each application, the
Cultural Arts Grants Review Committee followed the approved Cultural Arts Grant Guidelines
and Procedures. A Grant Workshop was held on November 1, 2012 for all organizations wishing
to apply for a Cultural Arts Grant. Included among the workshop presenters were
representatives from the Lubbock Hotel -Motel Association and Visit Lubbock (the Lubbock
Convention and Visitors Bureau).
Accompanying this document are the results of the Cultural Arts Grant Review Committee
meeting held on December 10, 2012. Fifteen (15) applications were received for the second grant
(December 2012) funding cycle and fifteen (15) are recommended for full or partial funding. The
total amount of funding requested for this grant cycle was $215,350.00 of which $126,113.00 is
recommended for funding from the City of Lubbock Cultural Arts Grant Program. This amount
will come from the remaining balance ($126,113.28) of the funds available for the 2012 Cultural
Arts Grant Program, after the deduction of the first grant (June 2012) funding cycle. The
unexpended $ .28 will be carried over to the 2013 grant program.
The Civic Lubbock, Inc. Board of Directors requests that the City Council consider approval of
the Cultural Arts Grant allocations in the amount of $126,113.00 as recommended by the
Cultural Arts Grant Review Committee and approved by the Civic Lubbock, Inc Board.

1212-001 Lubbock Community Theatre
Lubbock Community Theatre Spring Season 2013
Amount Requested: $ 6,000
Amount Recommended: $ 3,500
The Lubbock Community Theatre requested $6,000 to assist with professional services
(directors, actors, musicians) and promotion/publicity for their 2013 Spring Season. The
productions will include the Pulitzer Prize and Tony Award winning, The Trip to Bountiful
and the heart warming and hilarious Daddy's Dyin', Who's Got the Will. There will also be
two children's productions, one of which will be The Velveteen Rabbit performed in
conjunction with the Lubbock Arts Festival at the Lubbock Memorial Civic Center. The
performances will be held on various dates between March 1 and July 31, 2013.
Committee Comments:
• Project has strong artistic merit
• The Committee liked the collaboration of Lubbock Community Theatre and the
Lubbock Arts Alliance on the production of The Velveteen Rabbit and the potential
that it creates to reach new and larger audiences
• Applicant plans to list performances on the Visit Lubbock website and other tourism
websites as well as increase the use of television and radio advertising
• Cultural Arts Grant funds recommended ($3,500) is to be used towards the cost of

1212-002 West Texas Native American Association
Pow -Wow 2013 — Healing of the Nation
Amount Requested: $ 5,000
Amount Recommended: $ 3,000
The West Texas Native American Association requested $5,000 to assist with funding a
public Pow -Wow on June 22-23, 2013 at the Panhandle South Plains Fairgrounds. The Pow -
Wow will be a gathering to practice and preserve the culturally rich, historically and diverse
tribal heritage. The Pow Wow will include dance, music and art. The unique dance styles,
which symbolize the Native American ancestral past, utilize distinctive musical sounds and
language and will include the Men's Traditional, Women's Traditional, Men's Grass and
Fancy Dancers, Women's Jingle and Fancy Shawl Dancers. Arts and Crafts will be
exchanged, shared and taught.

• Project has strong cultural, artistic and educational merit
• The Committee liked that the applicant is planning to do a live webcast of the Pow-
wow
• The Committee liked that the applicant will host the Pow -Wow in town as opposed to
outside of Lubbock as was the case in 2012; not only does that promote the hotel
industry in Lubbock as required by the Grant Guidelines, they felt it makes the event
more accessible to the general public who may be interested in learning more about
the Native American culture
• Applicant plans reserve a room block at a local hotel

1212-003 University Interscholastic League — TTU
2013 UIL Summer Theatre Camp/Technical Theatre Camp
Amount Requested: $ 8,500
Amount Recommended: $ 5,000
The University Interscholastic League-TTU requested $8,500 to assist with costs associated
with the UIL Summer Theatre Camp/Technical Theatre Camp to be held July 7-20, 2013. In
addition to the thirteen day Theatre Camp, which focuses on the art of acting, there will be a
ten day technical theatre camp that will provide the students with the latest training in set
design, lighting, costuming, makeup and set construction. The culmination of the technical
camp will be to construct all the sets, run the lights, design and secure the costumes and run
the final performances of plays performed by the Theatre camp students. The Camps will be
marketed to all high schools in the state of Texas.
Committee Comments:
• Project has strong artistic and educational merit
• Project has a good history of generating room nights; since 2010, when the camps
were initially held, the participation numbers and tourism numbers have steadily
increased
• Application indicates that the final performances by the students should bring in
family members from around the state; good potential for tourism and overnight stays
• The Camps will be held at the same time as some of the Moonlight Musical
performances; this will provide an opportunity for cross -promotion and additional
activities for family members accompanying the students attending the Camps
• Cultural Arts Grant funds recommended ($5,000) are to be used towards the cost of
Professional Services (Camp Directors)

1212-004 University Interscholastic League — TTU
UIL Region 13A & 5A One -Act Play Competition
Amount Requested: $ 7,900
Amount Recommended: $ 4,600
The University Interscholastic League-TTU requested $7,900 to assist with costs associated
with hosting the UIL Region 1 3A & 5A One -Act Play Competition that will be held April
16-18, 2013. The competition targets the student thespians in 3A and 5A schools with the
hopes of advancing to the State Competition. UIL expects 700 visitors, including 280
competitors, to come to Lubbock for the competition. Region 1 consists of cities from El Paso
to McKinney and from Amarillo to Junction.
Committee Comments:
• Project has strong artistic and educational merit
• Project has a good history of generating room nights; applicant works closely with the
Lubbock Sports Authority and Visit Lubbock in tracking room nights
• Cultural Arts Grant funds recommended ($4,600) will be used towards the cost of
Professional Services - Judges and School Hosts/Timers ($3,900) and Facility Rental
($700)
1212-005 Science Spectrum
Butterflies Alive at the Science Spectrum
Amount Requested: $ 6,000
Amount Recommended: $ 3,500
The Science Spectrum requested $6,000 in marketing assistance for the spring 2013 science
and art event, "Butterflies Alive at the Science Spectrum". The event, presented over three
months, will consist of a 3,000 foot, free flying butterfly pavilion, erected at the museum, the
OMNI, giant screen film, The Flight of the Butterflies, and a program of events and
workshops to showcase these delicate creatures that have captivated for centuries artists and
scientists of all ages and cultures. Many local interest groups will be invited to participate and
examples of activities could include youth and adult workshops on butterfly drawing, fabric
design, photography, gardening, art, and photography contests and exhibitions and docent
interpretation. The seasonal, live butterfly exhibit will be the first of its kind in this region.
Committee Comments:
• Project has strong educational and artistic merit, especially with the potential for
various workshops inspired by the live Butterfly exhibit
• Unique one -of -a -kind exhibit that has the potential to generate a lot of interest and
tourism
• The span of time that the exhibit will be on display will be an advantage and will
provide a good opportunity to generate tourism
• Applicant is collaborating with Visit Lubbock
• Cultural Arts Grant funds recommended ($3,500) will be used towards the cost of
Promotion/ Publicity
1212-006 Broadway Festivals, Inc.
2013 4th on Broadway Celebration
Amount Requested: $40,000
Amount Recommended: $21,200
Broadway Festivals requested $40,000 for the "2013 4th on Broadway Celebration" to be held
on July 3-4, 2013. The 2013 event will include La Raza on the Plaza on July P featuring
popular Tejano artists as well as a Street Dance on July 4`h featuring Texas Country Bands.
Other activities will include the Parade, the Street Fair featuring approximately 260 regional
artists performing on seven different stages and the 2nd Annual Family Picnic in the Park,
featuring young regional performers, children's activities and a Fireworks Extravaganza.
Committee Comments:
• The music components of the project reflect strong artistic merit
• Application indicates that a plan to expand the Street Fair Kids Area to include a
Peddler's Tent with arts and crafts booths; new or expanded components create the
potential to generate new interest in the Festival and additional tourism
• Applicant continues to have a marketing committee with staff members from Visit
Lubbock serving on the committee; applicant plans to block rooms at local hotels
• Application indicates a good marketing plan to reach potential visitors
• Cultural Arts Grant Funds recommended ($21,200) are to be used toward the cost of
Professional Services - Music Contract ($17,200), Promotion/Publicity ($4,000)
1212-007 Lubbock Moonlight Musicals, Inc.
Lubbock Moonlight Musicals 2013 Summer Season
Amount Requested: $30,000
Amount Recommended: $19,400
Lubbock Moonlight Musicals requested $30,000 to assist with the cost of producing the
Lubbock Moonlight Musicals 2013 Summer Season. The season will feature three family -
oriented musicals to be presented throughout the summer of 2013 at the Wells Fargo
Amphitheatre. The shows planned, which will include a live orchestra of up to 30
professional musicians, are Peter Pan, Annie Get Your Gun, My Fair Lady and Joseph and
the Amazing Technicolor Dreamcoat. The performances will feature local artistic talent,
music theatre students and faculty from the Texas Tech University College of Visual and
Performing Arts and high school students from Lubbock ISD, Lubbock Cooper ISD, and
Frenship ISD.
Committee Comments:
• Project has strong artistic merit and strong educational value to the students who
participate in the productions
• Application indicates good growth in attendance this last summer
• Application indicates that zip code tracking through ticket sales and audience surveys
will be used for tracking tourism

1212-008 Lubbock Arts Alliance
The Maines Brothers Band: Live in Lubbock's Cultural District
Amount Requested: $20,000
Amount Recommended: $11,000
The Lubbock Arts Alliance requested $20,000 for professional services associated with
producing a concert, The Maines Brothers Band: Live in Lubbock's Cultural District, at the
Lubbock Memorial Civic Center on August 24, 2013. This project seeks to further develop
Lubbock's Cultural District as an arts destination by celebrating the legacy of local artists
who have made an impact on the national music scene. All original members of The Maines
Brothers Band will be performing. In addition, The Crossroads of Music Archive at the
Southwest Collection at Texas Tech University will have a special exhibit "Lubbock: The
Music Crossroads of Texas" featuring the history of the Maines family as well as other
musicians and promoters who have made an impact on Lubbock's rich musical legacy.

• Project has good potential for tourism as The Maines Brothers Band does not reunite
to perform very often and they have fans well beyond the Lubbock area
• Application indicates a good plan for marketing outside the region

1212-009 Louise Hopkins Underwood Center for the Arts
2013 Flatland Film Series
Amount Requested: $15,150
Amount Recommended: $ 8,700
The Louise Hopkins Underwood Center for the Arts requested $15,150 to fund costs
associated with marketing, promotion, screening fees and professional artist's stipends for the
2013 Flatland Film Series. The series will feature the silent film classic Metropolis Elektro in
March. Two of Lubbock's finest producer/musicians, Scott and Amy Faris, are writing an
original score to be performed live as the film is screened. The Series will focus on
expanding the educational component with exhibits, performances and lectures in conjunction
with the monthly film screenings. LHUCA is partnering with Humanities Texas to bring in
historians versed in the history of Texas and its role in the history of film. In addition, the
Series will include classes and workshops that focus on script writing and storytelling as well
as film and video editing.

1212-010 Charles Adams Studio Project
Summer Celebration: Printmaking and Metal Workshops
Amount Requested: $ 3,000
Amount Recommended: $ 1,740
The Charles Adams Studio Project requested $3,000 to assist with artist fees associated the
Summer Celebration: Printmaking and Metal Workshops. The Summer Celebration will
consist of four artist workshops held through the summer of 2013. The workshops will
include lectures, demonstrations and hands on learning experiences for the general public
featuring printmaking and metal artists from around the country.

• Project has strong artistic and educational merit
• Although this is a new project and is coinciding with the grand opening of the Print
Studio and Metals Studio, there should be a good potential for tourism from those
artists around the state of Texas and the region who are interested in these art forms
• Applicant has a good plan for marketing outside the Lubbock area
• Cultural Arts Grant funds recommended ($1,740) are to be used towards the cost of
Professional Services — Artist Fees
1212-011 Lubbock Arts Alliance, Inc.
35th Annual Lubbock Arts Festival
Amount Requested: $35,000
Amount Recommended: $23,173
The Lubbock Arts Alliance, Inc. requested $35,000 to assist with artist/performer fees and
promotion/publicity associated with the 35th Annual Lubbock Arts Festival to be held on
April 12-13, 2013 at the Lubbock Memorial Civic Center. The theme of the Festival will be
"Celebrating 35 Years of the Arts". The Lubbock Arts Festival will be celebrating its 35`h
Anniversary in 2013 making it one of the longest running and most successful art events in
the region. One of the highlights of the Festival will be the `Back in Black Velvet" exhibit by

the Velveteria: The Museum of Black Velvet Paintings. The exhibit will feature 50 pieces
spanning from the highest in artistic quality to the kitschy works of the 1970's. Other
components of the Festival will include a collaborative performance of the Lubbock
Symphony Orchestra and Ballet Lubbock as well as booth artists from around the nation,
demonstrating artists, Juried Gallery, Children's Art Area, Young Artist and Writers
Competitions, LISD Day and multiple performance stages.

• Applicant continues to bring in innovative and unique exhibits to stimulate interest in
the Festival; attendance continues to grow
• Application indicates that that the number of room nights generated has steadily
increased over the last several years
• Application indicates strong corporate community support as well as other

1212-012 Flatland Productions/The Cactus Kids Theatrical Co
The Cactus Kids Theatrical Co presents "All Shook Up"
Amount Requested: $20,000
Amount Recommended: $10,000
Flatland Productions/The Cactus Kids Theatrical Co requested $20,000 to assist with
performer fees and promotion/publicity for The Cactus Kids Theatrical Co presents "All
Shook Up" to be held May 10-11, May 17-18, and May 24-26, 2013 at the Cactus Theater.
The Cactus Kids Theatrical Co is a new venture of Flatland Productions and an effort of
seasoned professionals to impart their experience and success on the youth of this community.
The production will be the culmination of 18 weeks of diligent theatrical training and
instruction in a working theatrical venue. The children will shadow seasoned working actors
and actresses and veteran production crew for three weeks of rehearsals and shows in
preparation for their own production.

1212-013 Lubbock Centro Aztlan/Ballet Folklorico Aztlan
Viva Aztlan Festival 2013
Amount Requested: $ 8,000
Amount Recommended: $ 4,500
Lubbock Centro Aztlan requested $8,000 to assist with the costs to produce the Viva Aztlan
Festival which will be held March 8-9, 2013 at the Lubbock Memorial Civic Center. The two-
day Festival consists of Mexican folklore dance groups and Mariachi groups of all ages
competing and participating in workshops. Folklorico and Mariachi groups are invited from
all over the nation to compete and display their artistry and traditions of Mexico through
dance and music on a professional stage. Master Instructors are brought in to conduct the
workshops and judge the competitions. There will also be concerts featuring Groupo
Folklorico Jaguar and Edinburg Parks and Recreation Folklorico Dance Team from Edinburg,
TX on Friday night and world renowned Mariachi Los Arrieros from El Paso, TX on Saturday
night. The workshop participants will perform as well.

• Applicant has a good marketing plan for advertising outside the area; Visit Lubbock
has been contacted about distributing information to other cities

and tourism

West Texas Watercolor Spring Membership Show
Amount Requested: $ 800
Amount Recommended: $ 800
The West Texas Watercolor Society requested $800 to assist with the costs of its Spring
Membership Show which will be held at the Buddy Holly Center from May 3-June 9, 2013.
The show provides artists more creative license in the use of watermedia and materials as they
create their original art pieces for the show. The exhibit will be in place for two First Friday
Art Trail dates which will provide additional audiences to view the artwork. An artist juror
will be brought in for the show and the artists are encouraged to attend the First Friday Art
Trail events to interact with the public.

The Committee felt that additional advertising opportunities would most likely be
available through the First Friday Art Trail and Buddy Holly Center promotional
materials; the applicant is encouraged to follow through with the First Friday Art Trail
organizers and the Buddy Holly Center to maximize any promotional opportunities
• The artists will gain additional exposure through the many tourists who visit the
Buddy Holly Center

1212-015 Ballet Lubbock
Music in Motion
Amount Requested: $10,000
Amount Recommended: $ 6,000
Ballet Lubbock requested $10,000 to assist in marketing and promoting a symphonic and
dance production, Music in Motion, to be performed on April 12-13, 2013 in the Lubbock
Memorial Civic Center Theater. The joint production, featuring the Lubbock Symphony
Orchestra and Ballet Lubbock, will be presented in conjunction with the 2013 Lubbock Arts
Festival.
Committee Comments:
• Project has strong artistic merit
• Application indicates a good marketing plan for promoting the event outside the local
area; being a featured performance at the Arts Festival and included in their
advertising will provide additional promotional opportunities
• The Committee really liked the collaboration of Ballet Lubbock, the Lubbock
Symphony Orchestra and the Lubbock Arts Alliance on this production and the
potential that it creates to reach new audiences
• Applicant plans to block rooms at three local hotels
• Cultural Arts Grant Funds recommended ($6,000) will be used towards the cost of
