Change Order is attached hereto and incorporated in this Resolution as if fully set forth herein and shall be included in the minutes of the Council. After performance of a construction contract begins, Change Orders may be approved if necessary to 1) make changes in plans or specifications; or 2) decrease or increase the quantity of work to be performed or materials, equipment, or supplies to be furnished. This DOES NOT mean that a department can redefine the project. All work that alters the nature of the thing to be constructed or that is not an integral part of the project objective must be let out for public bid by the Purchasing Department. Description of change (alteration, deviation, addition, or deletion) caused by conditions encountered during construction not covered by the specifications and drawings of the project (attach additional pages if necessary): See Attached Cost breakdown, Work Change Directive #1, Granite RFI #1 and Granite's response to PSC RFI #1 Change Orders must either be negotiated in the best interest of the City of Lubbock or put out for public bid by the Purchasing Department. Where the Change Order is negotiated, the Change Order must be fully documented and itemized as to costs, including material quantities, material costs, taxes, insurance, employee benefits, other related costs, profit and overhead. Where certain unit prices are contained in the initial contract, no deviations are allowed in computing negotiated change order costs. Engineers Project No.: Granite Construction Company 01-2872-05 You are directed to proceed promptly with the following change(s): Specification Section Description 02751 Change in Specification - Contractor may substitute 5.25 sack mix with 20% of cementous material being type f fly ash, contractor may install transverse reinforcing steel according to column <=60 on Table No.2 on sheet RD-1 by installing a construction joint at the centerline of the roadway and contractor may reduce the sawed joints from'h" to /4" as in TxDOT standard JS-94 detail sheet. 02317 Change in Specification — For Trench Backfill remediation, Contractor may establish a rolling pattern to achieve required densities with tests showing the densities achieved at the beginning of the operation, at each significant change in soil material and at vertical intervals of ten feet. Density testing will be provided at specified frequency in the uppermost five feet of the trench. 01400 Change in Quality Control Testing Specification - - Independent lab requirement has been waived; the contractor is allowed to perform OC testing on Soils, HMAC and Portland Cement Concrete using in-house personnel. — Frequency of subgrade compaction testing has been reduced to 1 test / 10,000 sf — Contractor is allowed to take concrete cylinders for compressive tests at a frequency of one set of four cylinders / 356 cy of concrete General Conditions Lines and Grades —. The Contractor is directed to hire the surveyor of his choice to provide horizontal and vertical staking of the P. 2, Paragraph 13 water and sewer line construction. This is a new item and will be paid for by a one-time lump sum payment of $6,000. Mr. Dawson, Granite Construction Co would like to offer the following changes to the project specifications for your consideration. These changes will produce savings to the City of Lubbock, without lowering the standard of quality required by the specifications. SECTION 02751 PORTLAND CEMENT CONCRETE PAVEMENT In paragraph E.2 the Class C concrete is specified to have minimum 6 sacks of cement per cubic yard of concrete with a 7 day compressive strength of 2500 psi and a 28 day compressive strength of 3600 psi. Granite Construction is requesting that we be allowed to substitute a 5.25 sack, with 20% of the cementous material being type f flyash, mix for this specification. This mix is currently being used on the Marsha Sharp Freeway phase 1 project. The minimum 7 day and 28 day strength required by the contract documents will be met or exceeded using this design. This mix design and historical breaks will be submitted for your review. We are also requesting that the transverse reinforcing steel for the CRCP be installed according to column <=60 in table No.2 on sheet RD-1 of the project plans. This will be accomplished by installing a construction joint at the center line of the roadway. The bar size will remain as designed. There will be no change in the longitudinal reinforcing steel. The transverse tie bars will be spaced equal to the transverse reinforcing steel spacing. Additionally we request that the width of the CRCP sawed joints be reduced from %2" to %4" as shown in TxDot specification JS-94standard joint detail. These changes will allow for a savings to the City of Lubbock of $163,000.00 P.O. Box 3130 Lubbock, TX 79452 (806) 748-9170 FAX (806) 748-9468 TRENCH_REMEDIATION BACKFILL Granite Construction Co. would request that the trench remediation backfill specification be modified as follows: Contractor will establish a rolling pattern with density tests at the beginning of the backfill operation, at each significant change in soil material and at vertical intervals of ten feet. Provide density testing at the specified frequency of one every five hundred feet per 6" lift in the uppermost five feet of trench. This change in method will allow a savings to the City of Lubbock of $31,000.00 QUALITY CONTROL TESTING Granite Construction Co requests that the requirement for an independent testing lab to perform Quality Control testing be waived and that Granite Construction Co. be allowed to perform QC testing on Soils, Hot Mix Asphaltic Concrete and Portland Cement Concrete with in house ACI and TxDot certified personnel. We further request that the frequency of tests be modified as follows: I. Soil densities for subgrade compaction betaken at the frequency of 1 test / 10000 sf. 2. Compressive cylinders for concrete paving 1 set of 4 cylinders / 356 cy of concrete. These changes will produce a savings to the City of Lubbock of $46,000.00 GENERAL CONDITIONS Paragraph 13 on page 2 of the General Conditions; require the Owners Representative to furnish all lines and grades for the commencement of the work. We interpret this to say that the owner will establish horizontal and vertical offset stakes, for curb and gutter and water and sewer line construction. It is our understanding that the owner intended this to be the responsibility of the contractor. The owner would provide control points at several locations through out the project limits. In the spirit of partnering we propose the following solution. Granite Construction Co will provide the offset staking for curb and gutter and the owner will provide the horizontal and vertical staking of the water and sewer line construction. The cost to the City of Lubbock for the water and sewer line staking will be $6,000.00. Should the owner elect to accept these changes the savings to the City of Lubbock will be $240,000. The added cost to the City of Lubbock for the water and sewer line staking will be $6000.00. This will make a net change in the contract of ($234,000.00). r Thank you for the opportunity to present these modifications.
